Majhi Ladki Bahin scheme: State to ink MoU with I-T dept to access info of women beneficiaries having taxpayers in their families

The state women and child development department is set to sign a Memorandum of Understanding (MoU) with the Income tax department to exchange data and get details of women beneficiaries who received monetary benefits under the Majhi Ladki Bahin scheme, despite a member of their family being a taxpayer.
The MoU will also include a non-disclosure agreement (NDA) to protect the identity of taxpayers and associated information. 'There will be an exchange of information between the Income Tax department and the state government. It is important that the information shared needs to be protected and not disclosed. Hence the agreement will be signed,' said an official from the women and child development department.
The state government launched the Majhi Ladki Bahin scheme on June 28, 2024, whereby Rs 1500 is deposited per month in the accounts of women beneficiaries who are below poverty line. Around 2.4 crore women are currently beneficiaries of this scheme.
One of the criterion of this scheme was that none of the family members of the women beneficiaries should be income taxpayers. The scheme, which was launched ahead of the 2024 Maharashtra Assembly elections, had come under scrutiny after reports of a number of ineligible beneficiaries being enrolled emerged.
The state women and child development department was in talks with the Union Finance ministry for the share of data of taxpayers to intensify the scrutiny process. After getting the clearances from the top, the move to share data has begun.
The department will sign an MoU with the Income Tax department for the same, whereby terms and conditions of the sharing of data of taxpayers will be decided. The NDA will be an important part of the process to avoid any leak.
The women and child development department has been scrutinising the list since January. During a scrutiny last month, around 2,200 beneficiaries of the scheme were found to be government employees. In February, around five lakh women were found ineligible for the scheme. A cumulative sum of Rs 450 crore has been transferred into the bank accounts of the ineligible beneficiaries.

"Mazagon Dock has announced a significant step in its strategic evolution with the approval of a proposed acquisition of a controlling 51% stake in Sri Lanka's largest and most established shipyard Colombo Dockyard PLC. The investment, valued at up to $52.96 million, will be carried out through a combination of primary infusion and secondary share purchase, including the acquisition of shares from the Japanese owner Onomichi Dockyard Co, the current majority shareholder," MDL said in a statement Friday. This marks MDL's first international foray and is a major milestone in the company's transformation from a purely domestic shipbuilder into a regional maritime player with global aspirations, the statement added. Strategically located within the Port of Colombo, Colombo Dockyard offers MDL a strong operational foothold in the Indian Ocean region--one of the busiest and most geopolitically significant maritime corridors in the world. Mazagon Dock has its facilities in the eastern sea front in south Mumbai builds frontline warships and submarines and has played a pivotal role in the Navy's modernization drive. The publicly traded Colombo Dockyard is the flagship of Sri Lanka's maritime industry and serves a wide spectrum of commercial and governmental clients across Asia, the Middle East, and Africa. Upon the deal completion, subject to customary regulatory approvals and closing conditions, the Colombo Dockyard will become a subsidiary of MDL.

With the discovery of another body on Friday, the death toll from flash floods at Kangra district in Himachal Pradesh rose to six. All the six victims have been recovered from the Priyadarshi Hydroelectric Project at Manuni Khad in Khanyara Dharamshala, Kangra. Three workers of the hydro project are still missing. Meanwhile, in Kullu, a search operation is underway by the NDRF to find the three missing persons, who were swept away by flash flood triggered by a cloudburst in Sainj valley. In the last 24 hours, 53 roads were blocked, 135 electricity lines were snapped and 147 water supply lines were disrupted in the state. A senior officer engaged in the ongoing rescue operation in Kangra said: 'One of the rescued workers, Lovely, who had taken shelter in the forest, informed that there were 13 people in the camp, of which five ran towards the hills, while the remaining were swept by the gushing waters'. The State Emergency Operations Centre (SEOC) Himachal Pradesh informed that a total 33 people were dead and 66 were injured with a loss of properties, including private and public, worth Rs 29.16 crore was reported during the southwest and pre-monsoon rain between June 20 and June 27 in the state. The SEOC officials maintained that the dead and injured included victims of road accidents, drownings and other mishaps during the rain. Meanwhile, kin of the victims were given Rs 1.25 crore ex gratia relief so far. In 2024, a total 70 people died and the state experienced a financial loss of approximately Rs 1,363 crore during the monsoon 2024 between June 27 and October 2 in the state. A total of 54 incidents of cloudburst and flash flood incidents were reported where 65 people got killed out of which 33 are still missing. Besides this, a total of 47 incidents of landslides also occurred wherein five people lost their lives. During 2024, the monsoon was active during the period from June 27 to October 2 and the state received a total rainfall of 600.9 mm, which is about 18 per cent less than the normal. AI generated image NEW DELHI: A grey market for grid interconnect facilities has emerged in the solar sector as installation of projects outpace expansion of grid interconnect and transmission infrastructure. Smaller players are exploiting this mismatch by booking interconnect capacity for reselling at a hefty premium of Rs 40 lakh per MW (megawatt). Industry executives said these players book the grid interconnect, or ISTS (interstate transmission system) capacity, the moment bookings open. But they have little or no intention of setting up solar projects. Some of them hold on to the capacity by installing only a small part of the promised project. For example, 80% of the 40 GW interconnect capacity expected to be commissioned next year has already been booked. The executives suspect that a majority of the 8.8 GW (gigawatts) capacity in the Fatehgarh and Bikaner interconnect corridors in Rajasthan, the largest hubs in India, have been booked by such players. The situation has led to the underutilisation of the existing green corridors, while serious developers get stranded with their projects since they are unable to tie up consumers in the absence of a grid interconnect or wheeling capacity. 'Securing interconnect capacity from the grey market can affect project viability because of the substantial additional costs,' means taking a huge financial hit, which can affect the viability of projects,' one executive said. Interconnect capacity bought from the grey market for a 1,000 MW project can entail an additional expenditure of Rs 400 crore or so, he said. Interconnect capacity is currently allotted under three modes: LoA (letter of award of a project), land availability, and/or BGs (bank guarantees). Allottees are allowed to convert to another at a later stage. It is mostly the land- and bank guarantee-based allotments that being misused by developers. Nine developers were some time back served notices for revocation, which is likely to be appealed at the regulatory level. Some have invoked 'force-majeure' clause to delay the revocation.
