Home minister to address assault on Rafizi's son, Zara Qairina case in Dewan Rakyat on Monday, says Fahmi
'InshaAllah, on Monday the home minister will make a statement in the Dewan Rakyat on several matters, including the attack on Rafizi Ramli's son and the Zara Qairina case,' Fahmi told reporters during the 20th edition of the Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX) gathering here, today.
Some aspects of Rafizi's son case are still under investigation, Fahmi noted, saying it would be up to Saifuddin to decide whether to include it in his statement.
'The Selangor police chief has also issued a statement that certain parts of the investigation are still ongoing.
'So, it will depend on whether this will be included in the minister's statement on Monday,' he said.
Fahmi added that the statement would not focus solely on individual cases but would cover several related issues.

US Ambassador to Malaysia Edgard D. Kagan, in his address, noted the dish's red, white and blue hues along with its variety of ingredients and spice as a perfect metaphor for the sometimes 'spicy' relationship between both nations. 'Beyond the ties between the United States and Malaysia, one of my favourite things is the food. 'If you look at a plate of nasi kerabu, you'll see some red, some white and some blue. 'I think that reflects the partnership between our countries: there's variety and a little bit of spice. 'There are times when the relationship of both countries is a little spicier than we'd like, but it also makes it interesting and it means that when we work together it is so valuable and means so much to us,' he said at the event earlier this week by the US Embassy in Kuala Lumpur to celebrate the 249th anniversary of US independence. The celebration at St Regis Hotel Kuala Lumpur was attended by members of the Malaysian government, foreign heads of mission and business leaders from both the US and local companies. Guest-of-honour Finance Minister II Datuk Seri Amir Hamzah Azizan was welcomed by Kagan, before being escorted to the stage by US Marine Corps personnel. They then toasted to the prosperity and enduring ties between both governments and countries. This was followed by the playing of the national anthems Negaraku and The Star-Spangled Banner. Kagan expressed gratitude to his embassy colleagues and the hotel for making the event a success. 'Recently, I've had the great pleasure of working together with Malaysian colleagues on the Cambodia-Thailand ceasefire. 'I just want to say that it's been so wonderful seeing the tremendous professionalism of our Malaysian friends as we worked together to try and deal with a real problem,' he added. Also present at the celebration were Armed Forces chief Jeneral Tan Sri Mohd Nizam Jaffar, the embassy's deputy chief of mission David Gamble, Amir Hamzah's wife Datin Seri Aidah Abu and Kagan's wife Cynthia L. Gire. Guests enjoyed performances by Orkestra Kuala Lumpur from Kuala Lumpur City Hall. Treatment for drug dependency better as a path for recovery
PETALING JAYA: Even though the decriminalisation of drug dependency last year managed to keep many addicts out of prison, much more needs to be done to ensure their successful reintegration into wider society, say authorities and activists. Home Minister Datuk Seri Saifuddin Nasution Ismail (pic) said since the amendments to the Drug Dependants (Treatment and Rehabilitation) Act 1983 (Act 283) were gazetted in October 2024, the government, through the National Anti-Drug Agency (AADK), has implemented a new mechanism that prioritises treatment and rehabilitation over imprisonment for drug addiction offences – particularly for first-time offenders and those not involved in drug trafficking. In an interview, he said between January and July this year, a total of 1,594 detainees for various drug-related offences (minus trafficking) have been screened and assessed for further rehabilitation. 'This amendment recognises that addiction is a recurring disease that requires ongoing treatment and rehabilitation, and should not immediately result in imprisonment or corporal punishment. 'AADK has also strengthened its initiatives to transform drug treatment and rehabilitation in Malaysia by introducing Drug Screening and Assessment Centres (DAC). 'These centres use a single-point-entry approach and empower AADK rehabilitation officers as experts in screening and assessment. 'The purpose of establishing DACs is to speed up the process for detainees to receive treatment and rehabilitation, without waiting for pathology results,' said Saifuddin Nasution. Currently, the four DACs are in Tampin, Kuala Muda (Kedah), Gambang (Pahang), as well as at AADK's headquarters in Kajang. 'This provision focuses on a policy shift from imprisonment to treatment and rehabilitation. 'We can see that when an individual commits a drug-related offence, especially under Section 15(1)(a) of the DDA 1952, they will be diverted to treatment and rehabilitation, either through Institutional Rehabilitation Treatment Programme (RPDI) or the Community-Based Rehabilitation Treatment Programme (RPDK). 'This step not only helps individuals avoid further imprisonment but also reduces prison overcrowding and allows individuals to maintain employment throughout their recovery process,' he added. As of Aug 8, a total of 51,513 drug dependents are undergoing RPDK, while 5,819 others are in RPDI. 'The amendment also provides procedures for the voluntary treatment and rehabilitation of any drug or substance addict or abuser. 'This section empowers rehabilitation officers to make recommendations and subsequently provide suitable drug and substance rehabilitation treatment for any person undergoing treatment voluntarily,' said Saifuddin Nasution. He said although the Act has not yet been enforced, 924 drug dependents voluntarily came forward from January to August to seek rehabilitation. He further explained that under the amended Act 283, penalty options such as fines or community service have also been introduced for violations of conditions under the community-based rehabilitation order. 'For such violations, the court may now opt for a fine or community service as alternative penalties in addition to imprisonment or whipping, as provided in the original Act 283,' he said. Saifuddin Nasution said the amendment has also enabled rehabilitation to be provided at the early stage to 'reduce the risk of severity' and ultimately stop drug and substance addiction. 'With regard to drug and substance addicts or abusers, who are now considered patients, this is aimed at reducing the stigma faced by individuals involved in addiction and substance abuse so that they are more willing to come forward to seek treatment,' he said. On a wider scale, he added the ministry also acknowledges that drug addiction is a chronic disease which is not solely a health issue, but one that must be managed in the context of public safety and order.

Cabinet enforces clear anti-bullying measures after Zara Qairina's death
PUTRAJAYA: The government is standardising the enforcement of Sections 507B to 507G of the Penal Code to make clear to all quarters that bullying is a crime, says Communications Minister Datuk Fahmi Fadzil (pic). He said the move is part of efforts to enforce newly amended anti-bullying laws and reflects Putrajaya's zero-tolerance stance on abuse. The matter was discussed at yesterday's Cabinet meeting, chaired by Prime Minister Datuk Seri Anwar Ibrahim, following the high-profile death of a 13-year-old boarding school student in Sabah. 'The Prime Minister conveyed a firm view that the government will not allow such bullying behaviour to persist. 'Among the measures being coordinated by ministers is the implementation of the amended provisions, which took effect in July, and define bullying, including cyberbullying, as a criminal offence. 'We want to ensure all ministries, especially those managing educational institutions, such as boarding schools, understand and follow through with enforcement,' Fahmi told reporters after attending the 20th Civil Service Premier Assembly here yesterday. The Penal Code (Amendment) Act 2025 and the Criminal Procedure Code (Amendment) Act 2025, aimed at tackling bullying more effectively, were passed in the Dewan Rakyat on Dec 10 and in the Dewan Negara on Dec 16 last year. Home Minister Datuk Seri Saifuddin Nasution Ismail is also expected to address several cases in his ministerial statement in the Dewan Rakyat on Monday, including the death of Form One student Zara Qairina Mahathir and the attack on the son of former economy minister Datuk Seri Rafizi Ramli. Zara Qairina was found unconscious near her dormitory at SMKA Tun Datu Mustapha in Papar, Sabah, on July 16 and died the next day at Queen Elizabeth Hospital in Kota Kinabalu. Although police initially classified the case as sudden death, public concern over possible bullying prompted the Attorney General's Chambers to order an exhumation and inquest. Investigations are ongoing, with Bukit Aman's Integrity and Standards Compliance Department also looking into possible procedural lapses by police and school supervisors. In the separate incident, Rafizi said two men on a motorcycle tailed his wife's car before one attacked his son with a syringe at a shopping mall in Putrajaya. He said he believes the attack was premeditated.
