But for British companies, realising this opportunity on the ground will be easier said than done, several experts told the BBC.While UK suppliers are eligible to participate as Class-II local suppliers, Indian companies will continue to get preferential treatment as Class-I suppliers, says Dr Arpita Mukherjee, a trade expert with the Indian Council for Research on International Economic Relations.Moreover, pricing plays a key role in winning contracts, and "UK companies tend to have higher prices" compared with Indian companies, which will be a major challenge for them, she adds.A more significant deterrent will be delayed payments and difficult contract enforcement, which are "major legacy issues when it comes to public procurement in India", says Srijan Shukla of the Observer Research Foundation think-tank.He says a study on procurement by India's central public sector enterprises from 2017 to 2020 found that pending payments to suppliers were often more than the total average procurement in a year."This will impact UK players trying to enter India's public procurement markets, especially when it comes to public contracts that have long-time horizons and are subject to regulatory and political uncertainties," Mr Shukla told the BBC.Pending dues have been a major irritant for India's small businesses too, leading to short-term liquidity issues that often "force them out of these procurement markets and reallocate that business to the big players", according to Mr Shukla.Much of this is reflected in India's poor ranking - 163 out of 190 - on contract enforcement in the World Bank's Doing Business report, the latest round of which was in 2020.While things have improved since these rankings were published - with one-stop-shop portals like Government e-Marketplace, the Central Public Procurement Portal or the recently launched online dispute resolution portal bringing more transparency to the public tendering process - payment discipline by government entities continues to remain a challenge, says Mr Shukla.According to Ms Mukherjee, the India-UK trade agreement emphasises transparency in procurement but omits issues like pending dues, contract enforcement and penalties.She adds the deal excludes the Comprehensive Economic and Trade Agreement's dispute settlement provisions for four years after the CETA takes effect - these provisions usually define how disputes are resolved."Doing business in India is an acquired skill. Over time, companies from the UK will have to learn the way to work around complexities regarding the art of winning public tenders and navigating though complex regulations," Mr Shukla says.
Despite the niggling issues, allowing foreign players entry into India's government procurement market marks a far-reaching policy shift.It shows the Indian government's intentions to open up a space that has long been reserved for local small and medium enterprises, and could be reflective of the concessions Delhi is willing to give foreign players in future trade agreements like the one being negotiated with the US, according to GTRI.India is late to including deep government procurement clauses in trade deals, making its current efforts a catch-up game, says Mr Shukla.It is also a sign, he says, of the Indian government's "confidence that its own firms can compete with global firms both externally and at home". The hope is that more foreign players will force more accountability from the Indian government and "help standardise" its tendering and public procurement process - marked by payment delays and poor contract enforcement - to global standards. MP removed from New Zealand parliament in heated debate over Palestinian recognition
New Zealand parliamentarian Chlöe Swarbrick was ordered to leave parliament on Tuesday during a heated debate over the government's response to the conflict in Gaza. An urgent debate was called after the centre-right government said on Monday it was weighing up its position on whether to recognise a Palestinian state. Close ally Australia on Monday joined Canada, the UK and France in announcing it would recognise a Palestinian state at a UN conference in September. Swarbrick, who is co-leader of the Green party, said New Zealand was a 'laggard' and an 'outlier' and the lack of decision was appalling, before calling on some government members to support a bill to 'sanction Israel for its war crimes'. The bill was proposed by her party in March and is supported by all opposition parties. 'If we find six of 68 government MPs with a spine, we can stand on the right side of history,' said Swarbrick. Speaker Gerry Brownlee said that statement was 'completely unacceptable' and that she had to withdraw it and apologise. When she refused, Swarbrick was ordered to leave parliament. Brownlee later clarified Swarbrick could return on Wednesday but if she still refused to apologise she would again be removed from parliament. New Zealand has said it will make a decision in September about whether it would recognise Palestine as a state. Israeli prime minister Benjamin Netanyahu has been strongly critical of growing international moves to recognise a Palestinian state. 'To have European countries and Australia march into that rabbit hole, just like that, fall right into it,' he said earlier this week. 'This canard is disappointing, and I think it's actually shameful. But it's not going to change our position.' Netanyahu went on to claim Israel was 'actually applying force judiciously, and they know it'. Foreign minister Winston Peters told parliament that over the next month the government would gather information and talk to partners, which would inform cabinet's decision. 'We'll be weighing this decision carefully rather than rushing to judgment,' Peters said. Along with the Green party, opposition parties Labour and Te Pati Maori support recognition of a Palestinian state. Labour parliamentarian Peeni Henare said New Zealand had a history of standing strong on its principles and values and in this case 'was being left behind'.

Myanmar army detaining two-year-olds as proxies for parents, witnesses tell UN
Children as young as two years old have been detained by Myanmar's military, often as proxies for their parents, and held in prison facilities where there is systematic torture, UN investigators have warned. The Independent Investigative Mechanism for Myanmar, which was set up to document and share evidence of abuse with national, regional and international courts, said in a report that the 'frequency and brutality' of atrocities inside the country had continued to escalate, more than four years after the military seized power in a coup in February 2021. The IIMM said it had collected evidence from witnesses indicating that children aged from two to 17 had been detained, often in lieu of their parents. The military and police may detain children in cases where parents who are perceived to be associated with opposition movements cannot be found to arrest. Some of the detained children had been subjected to torture, ill treatment or sexual and gender-based crimes, the report said. The military has conducted mass arrests since the coup, detaining almost 30,000 people, including political opponents, journalists and activists accused of resisting junta rule, according to the Assistance Association for Political Prisoners (Burma), a local group that tracks arrests. The IIMM said it had gathered significant evidence that there was systematic torture inside prison facilities, including beatings, electric shocks, strangulation, torture by pulling out fingernails with pliers, and forms of sexual violence, including rape and gang-rape. Torture had resulted in death, the report said. Investigators had made progress in identifying specific members and units of security forces 'involved in operations at identified detention facilities', the report added, including direct perpetrators of sexual and gender-based crimes as well as high-level commanders. They had also gathered evidence of the identity of individuals – in the security forces and opposition armed groups – who had perpetrated summary executions, the IIMM report said. 'It's very important that perpetrators believe that somebody is watching, somebody is collecting evidence,' said Nicholas Koumjian, the head of IIMM, who said the conflict that had gripped Myanmar since the coup had become 'more and more violent'. It was crucial that there was 'commitment from the international community to see justice is done – not just for the people of Myanmar but as an example to the rest of the world also', said Koumjian. The IIMM report, based on the period July 2024 to June 2025, warned that an unprecedented funding crisis was threatening investigators' ability to collect and analyse evidence. It said funding constraints had affected the ability of investigators to travel, train and buy the necessary software to conduct their work. Staff positions would be reduced by 20% next year, it added. 'These financial pressures threaten the mechanism's ability to sustain its critical work and to continue supporting international and national justice efforts,' the report said. The UN is pursuing a cost-cutting drive, asking dozens of agencies, offices and operations to cut 20% of their staff, as it faces funding challenges. The IIMM is funded by the UN regular budget, as well as through grants from individual donor countries. Two US funding grants were terminated this year, though one continued, Koumjian said. The Trump administration has dismantled the US Agency for International Development, a major funder of humanitarian aid programmes around the world, and withdrawn from some UN agencies and ordered a broader review of US participation in the agencies. The UN secretary general, António Guterres, has previously said efforts to cut back UN costs were due to a liquidity crisis, as member states were failing to pay their annual dues on time or in full. The IIMM has made more than two dozen requests to the Myanmar military, including for information relating to alleged crimes and for access to the country, but received no response. The military could not be reached by the Guardian for comment. It has previously denied atrocities have taken place and said its operations were in response to 'terrorists' who were causing unrest.

Police ordered to consider revealing ethnicity of suspects
Police should consider disclosing the ethnicity and nationality of suspects when they are charged in high-profile and sensitive cases, new national guidance says. Coming into force today, it says there must be a policing reason to release the information, such as where there are high levels of disinformation, if it will improve public safety, or if it is significantly in the public interest. A Home Office spokesperson told Sky News they will support the new guidance by authorising the release of relevant accompanying immigration information if appropriate. The change comes after two men charged over the alleged rape of a 12-year-old girl in Nuneaton were reported to be Afghan asylum seekers, sparking protests. Warwickshire Police did not confirm the immigration status, leading to Reform UK accusing them of a cover-up, something the force strongly denied. Responding to the row, Home Secretary Yvette Cooper said last week she wanted police to be more transparent, and that new guidance was being worked up. 2:41 How high-profile cases sparked debate When considering what information to release, police must consider contempt of court laws which aim to give defendants a fair trial, as well as media guidance from the College of Policing. Until now, the media guidance said once a suspect has been charged, police can give out information such as their name, date of birth and address. It did not mention anything about ethnicity, nationality, or immigration status. The Southport murders committed by Axel Rudakubana last July led to speculation about his ethnicity and immigration status, fuelling riots in many parts of the country. While the details were not initially released in that case, when a car ploughed into crowds celebrating Liverpool's Premier League win earlier this year, Merseyside Police were quick to say the suspect was a white British man. In the Nuneaton case, Reform leader Nigel Farage said retaining the "basic and sober facts" was "a cover-up that in many ways is reminiscent of what happened after the Southport killings". Warwickshire Police said officers "did not and will not cover up such criminality", and followed national guidance. How will new guidance work? The new guidance says it is at the discretion of the police force to decide whether to release ethnicity and nationality details, and that they must consider the ethical and legal implications. It says it is not the job of police to verify a suspect's immigration status, which rests with the Home Office. The advice has been developed by the National Police Chiefs' Council (NPCC) and the College of Policing, in consultation with the Home Office and the Crown Prosecution Service (CPS). Deputy chief constable Sam de Reya, the NPCC lead for communications and media, said: "We saw during last summer's disorder, as well as in several recent high-profile cases, what the major, real-world consequences can be from what information police release into the public domain. "We have to make sure our processes are fit for purpose in an age of social media speculation and where information can travel incredibly quickly across a wide range of channels. "Disinformation and incorrect narratives can take hold in a vacuum. It is good police work for us to fill this vacuum with the facts about issues of wider public interest." 3:31 'A chilling message' The guidance is interim, and will be considered as part of a wider review of the College of Policing's authorised professional practice for media relations later this year. Chief constable Sir Andy Marsh, the college's CEO, said officers will continue to police "without fear or favour". But the guidance is likely to provoke backlash from anti-racism campaigners. Last week, the Joint Council for the Welfare of Immigrants warned that revealing ethnicity and migration status would "send a chilling message: that some people are inherently more 'suspect'". 'Public trust requires transparency' A Home Office spokesperson told Sky News they welcome the new guidance, adding: "Public trust requires transparency and consistency from the authorities that serve them." They added: "The public, and police forces themselves, want greater clarity on when, why and how information is released and the legitimate and compelling reasons it may need to be withheld. "The Home Office will support that effort by authorising the release of relevant accompanying immigration information in future cases, where it is appropriate to do so, and where the police have requested it. All cases will of course take account of consultation with the police and CPS. "The government also asked the Law Commission at the end of February to speed up the elements of its review around the law of contempt in relation to what can be said publicly ahead of a trial."
