'Keeping Option Open': Tejashwi Yadav Again Warns Of Poll Boycott Amid Bihar SIR Row
Questioning the credibility of the Bihar polls, Tejashwi Yadav warned that the Mahagathbandhan may boycott the Bihar elections if the voter roll revision exercise isn't stopped.
Tejashwi Yadav on Thursday reiterated that the parties in the Mahagathbandhan could boycott the upcoming elections in Bihar if the Election Commission's voter roll revision in Bihar was not stopped.
'We are keeping the option of boycotting Bihar assembly polls open," RJD leader Tejashwi Yadav said, on the Special Intensive Revision row.
'When the winner in the election is already fixed, what is the use of conducting such an election?" he asked.
'Booth-level officers are putting their own signatures and thumb impressions, on behalf of voters, on enumeration forms. Blank forms are being used like waste paper," he alleged.
'Independent journalists who point out these anomalies are getting slapped with FIRs. And the government is okay with all this because the EC is acting like a political tool of the ruling dispensation," Yadav alleged.
On a question of him speaking to the other leaders, Tejashwi said, 'We will speak to all leaders under the Mahagathbandhan."
On Wednesday, too, Tejashwi Yadav had threatened to boycott the Bihar elections if the SIR exercise was not stopped.
The same day, a high drama had unfolded in the Bihar Assembly after Chief Minister Nitish Kumar's intervention during Yadav's statement on the SIR triggered a heated exchange.
The situation escalated, prompting Speaker Nand Kishor Yadav to adjourn the proceedings till 2 pm, barely 30 minutes after the House had convened at 11 am.
The Speaker expressed disgust over the conduct of many opposition members, who used unparliamentary language, as also those on the ruling side, who refused to back down despite repeated requests.
Tejashwi Yadav, who was wearing a black T-shirt as a mark of protest against the Election Commission's exercise in the state, was allowed by the Speaker to make a statement on the issue, which had evoked protests both inside and outside the House on Tuesday.
BIHAR SIR AND THE PROTESTS
During house-to-house visits in the ongoing SIR of electoral rolls in Bihar, poll officials have so far found that more than 52 lakh voters were not present at their addresses, and another 18 lakh have died, according to the Election Commission.
Opposition parties have claimed that the EC exercise will disenfranchise crores of eligible citizens.
The RJD has also moved the Supreme Court against the voter roll revision in Bihar.
Opposition members, who have been turning up at the state assembly for the past couple of days dressed in black as a mark of protest against the SIR, were allowed to make statements by the Speaker on Thursday.
A couple of ministers also took part in the discussion.

SIR of electoral rolls in Bengal will be decided by EC: Chief electoral officer
Kolkata, Jul 25 (PTI) Stating that the decision to conduct a Special Intensive Revision (SIR) of the electoral rolls lies solely with the Election Commission, West Bengal Chief Electoral Officer Manoj Kumar Agarwal on Friday said training of booth-level officers (BLOs) and supervisors will ensure preparedness if the process is initiated. He said training of the BLOs was an ongoing process, and a similar session would be held in Kolkata on Saturday and in the other districts in the following days. 'The EC has decided to train the officers. Earlier, there was no such training. The poll panel has an institute, IIIDEM, where people have been trained to make them understand the work, their statutory functions," Agarwal said. According to sources, the CEO held a virtual conference with the BLOs on Friday. The IAS officer said the training would help if the SIR of electoral rolls was initiated in Bengal. 'If SIR takes place, the training will equip BLOs to carry out their responsibilities effectively. However, the decision rests entirely with the ECI," Agarwal clarified. 'Yesterday, training took place in Malda. Today, it happened in Purba Bardhaman, and tomorrow it will take place in Kolkata. Day after tomorrow, it will take place in Midnapore and on July 28 in Jalpaiguri," he added. The ongoing SIR of voters' list in Bihar has created a political row, with the opposition INDIA bloc alleging the move aims to delete a large number of voters. Bihar SIR Phase 1: 99.8% electors covered, 60.5 lakh face deletion
The much debated Special Intensive Revision (SIR) of Bihar crossed a key milestone on Friday, hitting the July 25 enumeration form submission deadline- reporting 99.8% electors covered but also near 60.5 lakh electors names set for deletion due to a variety of reasons. The ECI has already filed its counter affidavit defending the SIR, its right to ascertain the citizenship of an elector during an 'intensive' verification, the equal amount of time for enumeration given in 2003 in Bihar and the difficulties in including Aadhar, ration card and EPIC among its 11 documents of proof. Live Events The apex court's view on the matter will be closely watched for it could offer critical fuel to ECI's national SIR mission or dampen it. Political opposition to SIR, however, is going strong both in and outside Parliament and is expected to sharpen further over alleged 'disenfranchisement' of electors which brings us to the second major concern that arises hereon. The missing elector Over 60 lakh voter names are set to be removed from the draft electoral roll of Bihar for several reasons. The poll panel has stated that nearly one lakh persons are 'untraceable'- forms for 1.2 lakh people have not been submitted, 22 lakh electors are dead, 35 lakh have either migrated out permanently or remain untreatable and as many 7 lakh were found registered as electors in multiple constituencies. Unless they prove otherwise, they will not be restored on the September 30 final electoral roll of the state that is set to go to election before November 22. The foreign hand EC sources earlier have said that Booth Level Officer (BLO) visits had revealed presence of 'a large number' of Bangladeshi, Nepalese and Myanmar nationals on electoral rolls and all such cases would be referred to the competent authorities, if so confirmed. The Chief Election Commissioner Gyanesh Kumar, himself, raised a strong point on Thursday questioning if one can be comfortable with fake electors and foreigners on India's electors list besides the dead. This brings to fore a third major question. What is the geographical spread and density of these 60 lakh electors set for deletion? It has been suspected that the Seemanchal districts of Bihar,-bordering Bangladesh and Nepal- may be one such site but it will only be known for sure after August 1. The Electoral Registration Officer (ERO), further, also reserves the right to imitate a 'sou moto inquiry' if he finds an elector's case suspicious. Notices for the same will be issued post August 1. The ERO will rely on 'field enquiry, documentation or otherwise' to decide on the same and pass a 'speaking order' - an order detailing a clear cut justification- for the same. All such cases will also be referred by the ERO to the 'competent authority' under the Citizenship Act, 1955 but will also have two appeal rights over a span of 45 days. This is, however, a list that is bound to come under intense political and electoral scrutiny and leave several questions in its wake. The missing document The fourth concern is on the larger issue of document submission. While the ECI has been insisting only on submission of duly filled enumeration form by July 25, it has not done away with the requirement of proof of birth- for oneself and parents- as per the 1987/2004 citizenship act categorisation. While ECI has not yet shared data on document submission, it can be expected that a significant number of the 99.8% forms with EC- may not yet be backed by documentary evidence.

Bihar SIR aimed to remove poor voters from rolls: Brinda
Ranchi: Former CPI-M politburo member Brinda Karat on Friday claimed that the Election Commission's (EC) decision to remove around 52 lakh individuals from the electoral roll in Bihar through the special intensive revision (SIR) would deprive poor people of voting rights, which have been provided by the Constitution. Speaking to media persons at her party office in Ranchi, Karat stated that there is a large-scale migration for work from Jharkhand and Bihar. "How proper is it for the EC officials to reach their homes and remove their names in their absence," she said. The veteran politician alleged that the step is aimed to remove the poor voters as they would not vote for BJP. "The BJP is trying to use EC as it's agent under circumstances. Bihar is a rehearsal as the same method would be used in other parts of the country as well," she said. When asked that RJD leader Tejashwi Yadav has spoken of boycotting the Bihar state assembly elections, she said that opposition parties are staging agitation against the EC move in Parliament and in Bihar. "The future mode of protests would be determined after discussion," she said. Karat claimed that the Union govt is yet to announce a separate column for the tribal communities in the upcoming national census. "Jharkhand govt had sent a resolution passed by its state assembly in this regard. Chief minister Hemant Soren should apply pressure on the Centre," she said. Karat also attacked the BJP for not accepting the demand and claimed that the saffron party wants that the tribal people register themselves as Hindus in the census.
