US ‘nuclear renaissance' faces high capex costs, uncertain federal policy support: ICF
Nuclear power's long-term role in the U.S. electricity generation mix depends on still-unresolved questions about plant economics, technology selection, federal policy and financial support, fuel availability, waste disposal and public attitudes, analysts for strategic consultancy ICF said in a whitepaper released Thursday.
Despite interest from utilities and large electricity consumers that has led to multiple planned reactor restarts and several gigawatt-scale partnerships between nuclear companies and offtakers, the industry faces 'significant challenges and limitations that will determine whether it will expand its role as a core technology underpinning the U.S. energy system,' the authors said.
Despite higher revenue potential than most competing technologies, capital costs for new nuclear plants could range from $456/kW-year to $863/kW-year, significantly above those for wind, solar, gas combustion turbines and 4-hour battery energy storage systems, they said.
Since 2023, the owners of three recently retired nuclear power plants — the 800-MW Palisades plant in Michigan, 835-MW Crane Clean Energy Center in Pennsylvania and 601-MW Duane Arnold plant in Iowa — have announced plans to resume operations. The Pennsylvania restart is supported by a 20-year power purchase agreement between Microsoft and Constellation Energy.
Meanwhile, 'hyperscale' tech companies like Amazon, Meta and Google have inked tentative partnerships with advanced nuclear technology developers. Data center operator Switch and steelmaker Nucor have shown interest in advanced nuclear as well.
In December, Switch and Oklo announced a 20-year, 12-GW nonbinding 'master power agreement' through which the advanced nuclear company would develop, build and operate nuclear plants to power Switch facilities.
'Should these new investments in nuclear energy come to pass, they could make a dent in the growing electricity demand. But a nuclear renaissance isn't written in stone,' whitepaper authors Ian Bowen, Dino Vivanco, Vinay Gupta, George Katsigiannakis and Shanthi Muthiah said.
Technology selection and design standardization are vital considerations for the industry, whose operating commercial fleet features more than 50 different reactor designs, the authors said.
'For nuclear costs to decline in the United States, the nuclear industry needs to pick a design and stick to it,' they said.
The advice echoes similar guidance in the U.S. Department of Energy's September update to its Pathways to Commercial Liftoff: Advanced Nuclear report. DOE recommended a 'consortium approach' similar to Boeing's 787 Dreamliner development process, targeting 'serial deployments' of five to 10 reactors of the same design.
DOE also suggested deploying a mix of large reactors, such as the 1,117-MW AP1000s commissioned earlier this decade at Georgia Power's Plant Vogtle Units 3 and 4, and 50-MW to 300-MW small modular reactors, which experts say are easier to site and cheaper and faster to deploy.
SMRs are better-suited to siting at retired coal-fired power plant sites, where they may take advantage of existing interconnection rights, the ICF authors said. In a report last year, DOE said the 145 coal power plant sites it examined could host as much as 174 GW of nuclear capacity, while 41 existing nuclear sites could host up to 95 MW of additional nuclear capacity.
Any 'nuclear renaissance' likely depends on continued federal support for existing and new nuclear, the ICF authors said. Without the investment tax credit authorized by the Inflation Reduction Act of 2022, new SMRs are much less likely to pencil out and Congress may need to extend the credit beyond its 2032 expiration date to support larger-scale deployments following an initial group of demonstration projects in the early 2030s, they said.
Owners of restarted nuclear reactors are more likely to claim the production tax credit authorized by the IRA, the authors noted.
Both the investment tax credit and PTC face an uncertain future as Congress considers eliminating or sunsetting IRA tax credits to pay for a 10-year tax cut extension the U.S. Treasury Department expects to cost $4.2 trillion. Twenty-one House Republicans signed a letter this month urging GOP leadership to retain the IRA's clean energy tax credits. But it's unclear whether those legislators will hold the line when the final tax package comes up for a vote, Boundary Stone Partners co-founder Jeff Navin told E&E News on March 24.
'I think the clean energy industry and the people who are benefiting from the IRA are in a little bit of a state of delusion at the moment,' said Navin, who also serves as director of external affairs for advanced nuclear technology company TerraPower.

Nuclear's next act hinges on DOE loan office
Nuclear supporters want the Trump administration to underwrite a bevy of projects to kickstart a renaissance for the sector. Top Trump officials, like Energy Secretary Chris Wright, say they're on board. But the Department of Energy is slow-walking new loans across the energy industry and losing staff at its Loan Programs Office who could be pivotal for advancing the loans. 'The $1 billion appropriated for the LPO in the reconciliation bill reinforces its integral role,' he added. July's One Big Beautiful Bill Act replaced the LPO's previous energy infrastructure reinvestment program with a new Energy Dominance Financing mechanism. It broadens the scope of eligible projects to include those related to critical minerals and emphasizes grid reliability, while potentially excluding some previous greenhouse gas emission reduction projects. For nuclear energy, this could mean a clearer pathway to financing through a new eligibility category specifically supporting projects that enhance grid reliability, directly benefiting nonintermittent and baseload power sources like advanced nuclear reactors. But the expanded eligibility may also shrink nuclear's slice of the pie, according to Matt Bowen and Ashley Finan of Columbia University's Center on Global Energy Policy. 'The broadening of the LPO's authority to support fossil and critical minerals projects could limit the commitment authority available for nuclear energy if many fossil and mineral projects are supported,' the pair wrote in July. The LPO has been pivotal in supporting groundbreaking energy technologies, including financing Tesla's first factory. But many in the industry view it as particularly indispensable for nuclear power. 'The important contributions of the DOE Loan Programs Office are fundamental to getting reactors off the ground,' Dan Lipman, president of energy systems at nuclear developer Westinghouse, said at a July panel on the nuclear resurgence. So far under the Trump administration, DOE has been reluctant to sign off on new loans. Utilities across the country, for example, are angling for more than $20 billion in loans tentatively approved under former President Joe Biden to modernize the grid and add new clean energy. Last month, DOE canceled a tentatively approved loan for the Grain Belt Express, a transmission line that aimed to ferry wind and solar energy from the Great Plains to urban centers in the eastern U.S. But the LPO has continued to disburse loan installments as part of a $1.5 billion loan guarantee to support the restart of the Palisades nuclear plant in Michigan, expected to be completed this fall. The office backed Georgia's Vogtle Units 3 and 4 with loans in 2010 and 2019 totaling $12 billion — more than one-third of the expansion project's ultimate price tag. On Tuesday, Wright said on X that nuclear power 'is the single biggest issue' he works on. While the industry broadly backs the LPO, some argue its broad mandate creates challenges for efficiently financing novel projects. 'It is not the easiest entity to work with, but it's getting a lot better,' said Jacob DeWitte, CEO of advanced nuclear startup Oklo. 'A nuclear project does have different dynamics than like a solar project,' DeWitte continued, adding that the LPO was designed to support large conventional reactors rather than small modular designs that aim for mass production. He suggested that providing a package loan to support several projects from a given company would probably be more efficient for Oklo and other developers. 'Being able to find answers to those things and be iterative, that was an area where we've seen continued improvement, but there's still continued opportunity,' DeWitte said. Concern over risk and financing is shared by some of the nation's largest utilities. Harry Sedaris, CEO of Duke Energy — which operates one of the largest nuclear fleets in the U.S. — told analysts that while nuclear 'has a lot of promise in the future,' there are still serious hurdles to address before the company moves forward with new projects. He pointed to the need for clearer answers on design, supply chain and workforce challenges, as well as the 'first-of-a-kind risk' tied to advanced reactors. 'We're also going to have to have overrun protection from the federal government or others to be able to protect our customers and our investors,' Sedaris said. Until then, he added, Duke is focused on solar, natural gas and optimizing its existing power plants. To that end, a January report from EFI Foundation and Pillsbury Winthrop Shaw Pittman concluded that reforms to the LPO were needed: 'Reforms to the LPO process are necessary to facilitate timely and efficient support for advanced nuclear projects, including streamlined application processes and increased program staffing.' Yet paradoxically, the Trump administration is lauding the office as a cornerstone of nuclear deployment goals at the same time that it is reportedly overseeing mass departures. The Washington Examiner reported in April that approximately 123 out of 210 employees took the deferred resignation offer. Meanwhile, an internal document viewed by POLITICO's E&E News in July showed DOE was considering LPO hiring caps of 125 to 140 full-time employees and 70 to 60 contractors by fiscal 2028. The department had 412 federal and contractor employees at the end of 2024, including part-time workers, according to the Government Accountability Office. 'A slowdown at LPO would be a disaster for nuclear energy, to be quite frank,' Katy Huff, former assistant secretary for nuclear energy under President Joe Biden, said. 'Commercial banks are not going to provide low-cost financing for nuclear reactor construction — especially initial investments in these technologies. It has to be the LPO.' E&E News has not independently confirmed expected LPO staff departures. DOE wrote in an email: 'We do not have final numbers to share at this time. The Energy Department's Loan Programs Office remains ready to deliver on President Trump's energy dominance agenda and help bring about the next American nuclear renaissance.' When asked about the reported resignations at a May panel, Alex Fitzsimmons, then-chief of staff for Energy Secretary Chris Wright, said: 'We have to be able to do more with less. I think we will get to a place where we evolve. We will have a right-sized office. The Loan Programs Office grew quite considerably in the last four years.' But the reports of dramatic staff reductions have raised alarms with some about the LPO's capacity to oversee its considerable financial obligations. 'The LPO was already doing so much oversight — review, audit, control management of deliverables. It takes humans to protect the billions backed by LPO loan guarantees. You cut staff in half, and those government employees cannot reasonably manage that scale,' Huff said. Reporter Jeffrey Tomich contributed.

While a price drop would typically occur after a new console launch, Nintendo has increased the price of its Switch consoles. It did so after President Donald Trump announced new tariffs. The company's stock has largely benefited from the hype around the Switch 2. Strong sales and new games have been positive catalysts for the video game company's shares recently. US DOE approves increase in Calcasieu Pass LNG's liquefaction capacity
Venture Global has secured an uprate approval from the US Department of Energy (DOE) for its Calcasieu Pass LNG project. The approval will enhance the facility's permitted peak liquefaction capacity from 12 million tonnes per annum (mtpa) to 12.4mtpa. Venture Global CEO Mike Sabel said: 'Venture Global thanks its regulators, including DOE, for their efforts in prioritising and streamlining approvals for critical energy infrastructure projects. 'These multibillion-dollar investments will be key as the United States strengthens global energy security and increases energy trade with our partners around the world.' Calcasieu Pass achieved first liquefied natural gas (LNG) production in 2022, while commercial operations commenced in April 2025. The project encompasses a 432-acre expanse featuring roughly one mile of waterfront. It consists of 18 liquefaction units, each with a capacity of 626,000 tonnes per annum, arranged into nine distinct blocks. There are two berths for loading ships, engineered to handle LNG carriers with a capacity of up to 185,000m³. The facility includes three gas pre-treatment units, with each one designed to fulfil around half of the project's gas pre-treatment requirements. The development features two LNG storage tanks, each with a full containment capacity of 200,000m³. The site is powered by a 720-megawatt (MW) peak output combined cycle gas turbine power station, supplemented by an additional 23MW nominal output gas-fired aeroderivative turbine. A solitary pipeline, 42in in diameter and extending 24 miles, named TransCameron, connects the site to nearby interconnection points close to the Grand Cheniere Station in Cameron Parish, Louisiana. Following on its heels, the company's second facility, Plaquemines LNG, began LNG production in December 2024. The third project, CP2, has also made considerable progress, receiving DOE export authorisation and Federal Energy Regulatory Commission approval in March and May 2025, respectively. It has secured long-term sales and purchase agreements for all of phase one and has initiated site work. In a related development, Venture Global recently reached a final investment decision and closed $15.1bn in project financing for the first phase of its CP2 LNG project, including the associated CP Express Pipeline. The CP2 LNG project, Venture Global's third undertaking, is set to make the company the largest exporter of LNG from the US.
