Terror accused Yasin Bhatkal appears via video in court
The 2008 Ullal police case had named 13 individuals, including Bhatkal, for allegedly conspiring to carry out bombings and stockpiling explosives in the Mukkacheri and Chembugudde areas of Mangaluru.
The Karnataka police had booked them under multiple sections of the IPC and the Unlawful Activities (Prevention) Act (UAPA).
While seven of the accused were arrested and tried — with three sentenced to life imprisonment in 2017 — six remained untraced.
Bhatkal had been on the run and was later arrested in a different case.
Police say that due to his incarceration in another state, he hadn't been produced in the Ullal case until now. Coordination between Ullal police and Tihar authorities facilitated his video appearance on July 24. The court has set the next hearing for August 20.
Authorities hope that Bhatkal's inclusion in the trial will help bring closure to one of the earliest known Indian Mujahideen plots in Karnataka.
This marks a key step forward in ongoing anti-terror prosecutions involving pan-India networks.

Let's raise a stink over manual scavenging in Karnataka
BENGALURU: The recent death of a 31-year-old labourer, Puttaswamy, who developed breathing issues while cleaning a manhole at Akshaya Nagar in RMC Yard police limits in Bengaluru, has exposed the ineffective implementation of the ban on manual scavenging in the state. While Bengalureans write codes for all the world's ills, it is a shame that we cannot fix our societal flaws. Systemic exclusion from identification of manual scavengers, lack of rehabilitation, institutional neglect, a non-functional 'statutory body' Karnataka State Safai Karmachari Commission, and lack of political will to implement the ban are some of the major reasons that experts point out for continuation of the inhuman practice. Safai Karmachari Kavalu Samithi Karnataka (SKKS) is a community-based organisation advocating the rights and dignity of sanitation workers across Karnataka since 2010. SKKS state convener KB Obalesha laments that the manual scavenging practice, solely affecting the Dalit community, continues due to the state government's failure to fulfil its constitutional and statutory obligations. Obalesha, who is on a mission to end manual scavenging and uplift the sanitation worker community, says, 'The Government of India enacted the Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act, 1993, and the more comprehensive Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, came up in 2013. Some of the key provisions of the 2013 Act include elimination of insanitary latrines and prohibition of their construction, ban on manual scavenging and hazardous cleaning practices, mandatory identification and rehabilitation of all manual scavengers, and prescribed safety equipment and procedures for sanitation workers. Obalesha recalls that in Dr Balram Singh vs Union of India, the Supreme Court of India, through its judgment dated October 20, 2023, directed that in all sewer or septic tank deaths, a compensation of Rs 30 lakh must be paid by the State to the family of the deceased. 'Seven manual scavenging deaths have occurred in Karnataka since the SC order in 2023, and the state government has paid no compensation to the families of the deceased. Partial compensation was paid in two cases by private entities,' Obalesha says. Failure to identify manual scavengers Obalesha argues that despite the 2013 Act's clear definition and obligation to identify manual scavengers, the state government has grossly under-identified them. 'While Census 2011 recorded over 1.88 million insanitary latrines, only 7,483 manual scavengers have been identified to date.

Chandigarh: Zirakpur man loses 5.5L to overseas job fraud
A Mohali-based man allegedly duped a Zirakpur resident of ₹5.5 lakh under the pretext of arranging work permits for Italy and Hungary. A case was registered at Sector-17 Police Station under Sections 406 and 420 of the IPC and Section 24 of the Immigration Act. (HT photo for representation) The accused, identified as Gulshan Tyagi, resident of Phase 7, Mohali, claimed to be a licensed immigration consultant, but failed to provide any valid work visa or refund the money. The complainant, Abhinav Dogra, a resident of Dhakoli, Zirakpur, who runs FA Education Centre in Mohali, stated that Tyagi allegedly introduced himself as a partner in multiple immigration consultancies located at SCO 85-86, Sector 17-D, Chandigarh, and TDI Centre, Kharar, portraying himself as a genuine and licensed consultant. Dogra made multiple payments between January 2024 and August 2024, amounting to ₹5,50,000, through both UPI transfers and cash instalments. However, despite repeated assurances, Tyagi neither arranged valid work permits nor returned the money. A case was registered at the Sector-17 police station under Sections 406 (criminal breach of trust) and 420 (cheating) of the Indian Penal Code (IPC) and Section 24 of the Immigration Act against Gulshan Tyagi. In a similar case, A 28-year-old man from Haryana was allegedly cheated of ₹1 lakh by a Chandigarh-based consultancy promising a lucrative security guard job in Dubai. A case of visa fraud has been registered against the owner and others of Fast Move Education Centre, SCO No. 60-62, 4th Floor, Sector 17-C. The complainant, Gaurav, a resident of Kurukshetra (Haryana), stated that he came across an online advertisement by the centre promising employment opportunities in Dubai. The ad claimed direct company contacts and easy visa processing for security guard jobs in the Gulf country. Gaurav contacted the centre through the given mobile number and later visited their Chandigarh office on August 20, 2023, where he met two representatives, Navjeet and Rohit. They assured him that his Dubai visa and job placement would be arranged for ₹1 lakh. However, even after several follow-ups, neither the promised job ticket nor valid visa documents were provided. Gaurav later discovered that the visa issued to him had already expired and was invalid. Repeated attempts to contact the accused yielded no results as they kept delaying the matter. Based on the findings, the police registered an FIR under sections 420 and 120B of the Indian Penal Code at the Sector-17 police station, against the owner and others of Fast Move Education Centre.

Mumbai: School security guard arrested for raping minor boys
Mumbai: A 53-year-old security guard of a school in Virar West was arrested on Sunday for allegedly sexually assaulting two teenage boys in the school a month ago. The incident came to light when the boys told a teacher about the assault on Saturday. (Shutterstock) According to the police, the incident occurred a month ago when the students were leaving the school premises and the two boys, aged 15 and 17, were walking towards the gate at 6 pm when the guard stopped them, took them to the canteen's washroom and allegedly sexually assaulted them. The incident came to light on Saturday when the boys told a teacher about the assault, who informed the school authorities and the boys' parents, after which a complaint was filed with the Arnala police. The accused was the security guard, in charge of locking the school after the students and teachers had left, said a police officer. Suhas Bavche, deputy commissioner of police (Virar), said that the police are investigating whether the accused had sexually assaulted any other students in the past. The accused has been booked for rape under relevant sections of the Bharatiya Nyaya Sanhita and the Protection of Children from Sexual Offences (POCSO) Act. He will be produced before the court on Monday, said a police officer.
