The massive 8.8 magnitude earthquake has already seen huge waves strike Russia's far east.
Waves some 4m high have hit the Kamchatka Peninsula - the nearest point of land to the epicentre.
Buildings on the coast have already been submerged by waves with footage showing water reaching inland.
Video from the city of Severo-Kurilsk saw murky seawater rushing past large sheds, while a fish processing facility was inundated in the Kuril Islands.
Buildings could be seen being moved by the water.
No deaths have been reported in the sparsely populated region, but there have been several injuries.
Oleg Melnikov, regional health minister, told Russia's Tass state news agency: "Some were hurt while running outside, and one patient jumped out of a window. A woman was also injured inside the new airport terminal."
The local power grid has been damaged and phone service failures have been reported and a kindergarten collapsed.
A state of emergency has been declared in the Sakhalin region's Kuril Islands.

East Molesey: Large fire breaks out on London-Surrey border
A large fire has broken out on the London-Surrey border, with 12 fire engines at the Fire and Rescue Service (SFRS) said an aerial ladder platform is at the scene on Bridge Road in East Molesey, as well as crews from the London Fire who lives in the area is being asked to keep their doors and windows added that people should avoid the area as Bridge Road is closed while they deal with the incident.
