Video from the city of Severo-Kurilsk saw murky seawater rushing past large sheds, while a fish processing facility was inundated in the Kuril Islands. Buildings could be seen being moved by the water. No deaths have been reported in the sparsely populated region, but there have been several injuries. Oleg Melnikov, regional health minister, told Russia's Tass state news agency: "Some were hurt while running outside, and one patient jumped out of a window. A woman was also injured inside the new airport terminal." The local power grid has been damaged and phone service failures have been reported and a kindergarten collapsed. A state of emergency has been declared in the Sakhalin region's Kuril Islands.

Authorities in multiple countries, including Russia, Japan, and the United States, have begun evacuating coastal residents. People have been urged to move to higher ground amid concerns about aftershocks and additional waves. Kamchatka Governor Vladimir Solodov described it as 'the strongest earthquake in decades,' confirming damage to infrastructure, including a kindergarten, though no casualties have been reported so far. In Severo-Kurilsk, a remote town near Kamchatka, residents were evacuated as a precaution. The Sakhalin Governor Valery Limarenko confirmed damage and emergency response measures in place. In Japan, the Meteorological Agency (JMA) warned that tsunami waves of up to 3 metres (10 feet) could strike parts of the country's eastern coastline between 01:00 and 02:30 GMT. National broadcaster NHK reported that evacuation orders had already been issued for several coastal towns. A powerful magnitude-8.6 earthquake has struck off Russia's Kamchatka Peninsula, sparking tsunami warnings, prompting evacuations and causing some damage. "Today's earthquake was serious and the strongest in decades of tremors," Kamchatka Governor Vladimir Solodov said in a video posted on the Telegram messaging app. He added that, according to preliminary information, there were no injuries but a kindergarten was damaged. The US Geological Survey said the earthquake was shallow at a depth of 19.3 kilometres and was centred about 125 kilometres east-south-east of Petropavlovsk-Kamchatsky, a city of 165,000 along the coast of Avacha Bay. It revised the magnitude up from 8.0 earlier. Sakhalin Governor Valery Limarenko said an evacuation order was issued for the small town of Severo-Kurilsk, south of the peninsula, due to the tsunami threat. The Kamchatka branch of Russia's Ministry for Emergency Services said on Telegram that a tsunami wave up to 32 centimetres high might reach the coast. The Japan Weather Agency said it expected a tsunami of up to 1 metre to reach large coastal areas. The US Tsunami Warning System also issued a warning of "hazardous tsunami waves" within the next three hours along some coasts of Russia and Japan. A tsunami watch was also in effect for the US island territory of Guam and other islands of Micronesia. Kamchatka and Russia's far east sit on the Pacific Ring of Fire, a geologically active region that is prone to major earthquakes and volcanic eruptions.
