Rush Hour: SC tells EC to publish deleted voters' list in Bihar, 32 killed in J&K cloudburst, & more
The Supreme Court has directed the Election Commission to publish a district-wise list of around 65 lakh voters whose names were deleted from the draft electoral roll after the special intensive revision exercise in Bihar. The court directed the list be published on the websites of the state's district and chief electoral officers.
A bench headed by Justice Surya Kant also told the panel to specify that those who submit claims for inclusion in the list can furnish Aadhaar cards.
Besides, the court said the poll body must provide the reason for each deletion. Sharing this will improve 'voter confidence' in the institution, the Supreme Court added.
The court passed the directions while listening to petitions challenging the voter roll revision in Bihar ahead of the Assembly elections, expected in October or November. Read on.
At least 32 persons were killed after a cloudburst triggered a flash flood near the Chashoti village of Jammu and Kashmir's Kishtwar district. Rescue operations are underway, Kishtwar's Deputy Commissioner Pankaj Sharma said.
Chief Minister Omar Abdullah said he spoke to Union Home Minister Amit Shah to brief him about the emerging situation. He said that verified information from the cloudburst-hit area was slow in arriving, but the news was grim.

The Supreme Court said that the problems related to the street dog population in Delhi are because of the inaction of local authorities. It made the observation while reserving its order on pleas challenging the directions passed by a two-judge bench on Monday to capture and shift street dogs in Delhi, Noida and Gurugram to shelters within six weeks.
The suo motu case on stray dogs was shifted to a three-judge bench headed by Justice Vikram Nath after some lawyers told Chief Justice BR Gavai that the directions issued on Monday conflicted with previous orders of other benches.

Actor Darshan Thoogudeepa has been arrested in Bengaluru after the Supreme Court cancelled the bail that had been granted to him. The police also arrested Darshan's partner and co-accused person, Pavithra Gowda.
Thoogudeepa was arrested on June 11, 2024, in connection with the murder of a 33-year-old fan named Renukaswamy, whose body was found in a drain in Bengaluru, after he had allegedly been sending abusive messages to Gowda.
In October, the High Court granted interim bail to Thoogudeepa for six weeks to undergo surgery. It also granted regular bail to Thoogudeepa, Gowda and the five other persons in December.
The Supreme Court on Thursday warned against the accused persons being provided special treatment in jail.
'The day we come to know that the accused persons are being provided five-star treatment, the first step would be to place the superintendent into suspension along with all other officials,' the bench said.

Chief Minister Pinarayi Vijayan had described the Governor's directive as unconstitutional and unacceptable. In June, the State government had taken strong exception to the display of an image of a 'saffron flag-holding Bharat Mata' at official events held at Raj Bhavan. The same month, the issue had spilled out onto the streets after protests erupted over the display of the motif at a private event attended by Mr. Arlekar at the Kerala University's Senate Hall.

India building commercial silicon fab with 50,000 per month wafer production capacity: Union minister Ashwini Vaishnaw
Agencies Union minister Ashwini Vaishnaw India is building a commercial-scale silicon-based fabrication facility (fab) that will churn out 50,000 wafer starts per month, even as such fabs usually operate at 20,000-40,000 wafer starts per month, electronics and information technology (IT) minister Ashwini Vaishnaw said on Friday. The minister was referring to the Rs 91,000 crore fab being built by Tata Electronics in Gujarat's Dholera, which was approved in February last year. In semiconductor manufacturing, a wafer is a thin, circular slice of a crystalline semiconductor material, most commonly silicon, upon which integrated circuits are fabricated. "Six semiconductor units, one fab and five Assembly, Testing, Marking, and Packaging units, are at different stages of planning, construction and execution. Four more (one silicon carbide fab and three ATMP including the most advanced packaging unit) were approved last week. The entire ecosystem - design, fabrication, packaging, equipment, chemicals, gases - taking shape in Bharat," Vaishnaw said in a post on social media platform X. Two of the largest equipment manufacturers—Applied Materials and Lam Research—are setting up their design, production, and validation facilities in the country, he added. Elaborating on the PM's statement, Vaishnaw said semiconductor industry pioneer Robert Noyce had come to India to set up a plant in 1964, but the erstwhile Permit Raj implemented by the ruling Congress Party back then did not allow him to. Royce then moved to Hong Kong and founded global tech major Intel Corporation, Vaishnaw claimed in his post. Nicknamed "the Mayor of Silicon Valley," Robert Noyce was an American physicist and entrepreneur who co-founded Fairchild Semiconductor in 1957 and Intel Corporation in 1968. Fairchild Semiconductor was a pioneer in the manufacturing of transistors and of integrated circuits, while Intel created the world's first commercial microprocessor chip—the Intel 4004—in 1971.
