EFF demands action from Tshwane City Manager over security guard insourcing

Tshwane City Manager Johann Mettler has come under fire from the EFF for allegedly undermining a 2019 council resolution to insource security guards.
The party accused Mettler of introducing bureaucratic obstacles, citing a recent memorandum by the Tshwane Metro Police Department (TMPD) requiring security guards to reapply for positions.
The memorandum was issued following the recent advertisement of 200 metro police positions by the municipality.
Party leader Obakeng Ramabodu said the EFF deems this process unnecessary, particularly since contract security guards were previously promised permanent positions.

The party demanded that Mettler immediately scrap the re-application requirements for workers already on the insourcing list and urgently process the intake of remaining security guards.
Ramabodu called on Mettler to adhere fully with the council resolution and make a public commitment to finalise outstanding insourcing by the 2025/2026 financial year.
The EFF's demands, outlined in a letter to Mettler, accuse the city of showing contempt for workers, disregarding council decisions, and disrespecting the dignity of public servants subjected to exploitative conditions.
Ramabodu said: 'The EFF Tshwane caucus demands a written response from the city manager within seven days, providing the full complement of the insourcing process — where it stands, how far it has progressed, and with full transparency and accountability. We will not tolerate games or vague statements.'
Municipal spokesperson Lindela Mashigo did not specifically respond to the EFF's accusations against Mettler.
Instead, he stated that the city has decided to develop its in-house capacity as part of a strategic plan to reduce its dependence on contracted services.
He said the decision forms part of a broader initiative to strengthen operational efficiency, improve service delivery, and ensure greater control over critical functions.
'By investing in internal resources, the city seeks to enhance its ability to respond swiftly to community needs and maintain consistent standards of work without the limitations often associated with outsourced arrangements,' he said.
According to Mashigo, the city's approach is expected to yield long-term benefits, including cost savings, skills development, and improved institutional knowledge within the city's workforce.
'By empowering its own teams with the necessary tools, training and expertise, the city will be better positioned to deliver sustainable solutions, maintain infrastructure effectively, and provide reliable services to residents. The move marks a decisive step towards self-reliance and resilience in municipal operations,' he said.
On Workers Day, the EFF and ActionSA met with security guards at Church Square in the Pretoria CBD, where they promised training to security guards who were previously hired without adequate training, as well as equipping them with the necessary tools.
Last month, the FF Plus called for an investigation into the qualifications of 1,283 security guards appointed in Tshwane in 2021, expressing concerns over their alleged lack of adequate training.

The SIIC's establishment was placed under review without any authorisation by the council by Arnolds' predecessor and former ActionSA councillor Nobuhle Mthembu, according to a letter written by Al Jama-Ah Gauteng provincial chairperson Thapelo Amad to the new speaker last month. Mthembu was voted out in June as speaker and resigned from ActionSA last week. In the letter, seen by Independent Media, Amad complained that Mthembu had indicated that she would complete such a review of SIIC by May 30 and that this clearly showed that she was not advised that she was usurping the review powers of the council in terms of the Municipal Systems Act. Next Stay Close ✕ The committee was established in June 2023 to investigate the lawfulness or otherwise of the establishment of the city's Group Forensic and Investigation Services (GFIS), as well as allegations of improper and unlawful conduct on its part. On Monday, Arnolds wrote to the SIIC chairperson, senior counsel Pule Seleka, revoking correspondence sent to him on April 30 by Mthembu. She said the earlier suspension by Mthembu was therefore neither procedurally nor legally valid. Seleka was appointed in April last year to investigate allegations of corruption by GFIS officials. In her letter, Arnolds said the work of the SIIC must resume with immediate effect and proceed to conclusion in line with its original mandate, and that she would further appreciate it if the committee expedited the issuing of the investigation report in part or in full. 'Upon careful review of the applicable council resolution, it is evident that only the council, as the body that constituted the committee, holds the authority to suspend or dissolve its operations. The previous suspension was therefore not procedurally or legally valid,' she wrote. The SIIC was set up after complaints relating to allegations of fraud, corruption, maladministration, and breach of law by the GFIS and others. In particular, its establishment as a separate unit or department and its inherent powers without approval by the council, the appointment of the GFIS head without compliance with the applicable recruitment processes, and the unlawful investigations it conducted against senior officials and councillors. The SIIC was empowered to inquire into, make findings and recommendations, and report on the allegations of fraud, corruption, maladministration, and breach of law in the establishment of the GFIS as a separate department, allegations of fraud, corruption, maladministration and breach of law in the appointment of its head as well as allegations of fraud, corruption maladministration and breach of law regarding the implementation of rogue, clandestine, and unlawful investigations. In his letter, Amad said Mthembu's purported review was irregular and unlawful, and it therefore falls on Arnolds as her successor in title, to withdraw her letter, and cause her to face disciplinary action for contravening a council resolution, which established the SIIC. He also warned Arnolds against seeking permission from Mayor Dada Morero before withdrawing the letter as this would be unlawful and may contravene the separation of powers doctrine. 'We further advise you that since the SIIC has commenced working, you would be liable for wasteful expenditure in terms of the Municipal Finance Management Act if you allow its operations to be stopped without an investigation report because you approved its terms of reference,' Amad told Arnolds. In addition, he said to avoid such an eventuality, Arnolds should request the SIIC to conclude its outstanding hearings and consolidate its gathered evidence into a part one investigation report for council consideration and seek further authorisation for its part two investigation. Amad said he believes such a staggered approach is required in the circumstances, as any attempt to collapse the SIIC's operations without any investigation report having been submitted to the council may have far-reaching implications for her. In an earlier response last week, Arnolds said Amad's letter was so unfortunate that it left the impression that her office had failed, refused, or neglected to consider it. 'As you are aware, that I was the MMC: Finance at the time Councillor Mthembu stopped the SIIC from conducting its business as per the council resolution, as the new re-appointed speaker, I had to understand the rationale behind Councillor Mthembu's instructions to the SIIC,' explained Arnolds. She added that as part of understanding the rationale, she had to consult with various internal stakeholders and that the consultations are still ongoing.

EFF backs government in rejecting US State Department's human rights report

Image: File The EFF and the South African government have come together to dismiss the recent United States State Department Human Rights Report, calling out the US for its hypocrisy on human rights issues. The report claimed that South Africa's human rights record has "significantly worsened," and documented several instances of arbitrary or unlawful killings committed by the government or its agents. But both the EFF and government claim this assessment is flawed and biased. It also claimed that the EFF incited violence against Afrikaner farmers, claiming that the party achieved this by reintroducing the contentious song 'Kill the Boer' song at its gatherings and through other acts of incitement. The report said that a provincial police commissioner confirmed in July that police had fatally shot at least 40 criminal suspects in shoot-outs since April. A January report from the South African Human Rights Commission (SAHRC) was also referenced. This report detailed the 2021 unrest in KwaZulu-Natal and Gauteng, which led to 337 deaths and 3,400 arrests. However, both the EFF and the the Department of International Relations and Cooperation (Dirco) criticised the US report for applying double standard on human rights. The EFF pointed out that the US has a history of using human rights narratives to justify sanctions, isolation, and even military aggression against other nations. "It is the same tactic used in Iraq under the lies of 'weapons of mass destruction', which left over a million people dead while US corporations looted oil fields,' EFF spokesperson Sinawo Thambo said. "The US has no moral standing to lecture any nation on human rights. This is a country that cages migrant children in detention centers; that has rolled back reproductive rights and stripped millions of women of the freedom to control their bodies," The party also criticised the report for selectively presenting incidents of police brutality while ignoring the broader context of South Africa's struggle against violent crime. "These cases, picked from our broader struggle against violent crime, are inflated to serve Washington's narrative that our nation is unfit to govern itself," the EFF said. 'This report was clearly crafted to smear South Africa for daring to assert its sovereignty, reclaim its land, and stand in solidarity with the oppressed peoples of the world, particularly the people of Palestine,' Thambo said. The Ministry of International Relations and Cooperation's spokesperson Chrispin Phiri also expressed profound disappointment with the report, describing it as "inaccurate and deeply flawed." Phiri said the report's reliance on contextual information and discredited accounts is highly concerning. "The report cites an incident involving the deaths of farm workers and, despite the matter being actively adjudicated by our independent judiciary, misleadingly presents it as an extrajudicial killing," Phiri explained. The government noted that South Africa operates a transparent system where information is freely available from law enforcement agencies and Chapter 9 institutions, which are constitutionally mandated to protect and advance human rights. The government also noted the irony that the US, having exited the UN Human Rights Council, would seek to produce one-sided fact-free reports without any due process or engagement. "This is particularly striking given the significant and documented concerns about human rights within the United States, including the treatment of refugees and breaches in due process by its agencies, such as ICE," the government said. "In contrast to the US report, the UN Human Rights Office in Geneva has praised South Africa's Land Expropriation Act, signed into law by President Cyril Ramaphosa, as a "critical step in addressing the country's racially imbalanced land ownership". This recognition underscores the integrity of South Africa's legislative processes aimed at rectifying historical injustices in a constitutional and human-rights-based manner,' Phiri said.

JOHANNESBURG - The Economic Freedom Fighters (EFF) has hit back at the United States (US) on what South African officials have already written off as a deeply flawed report on the alleged violation of human rights in the country. The US State Department released a slew of human rights reports on Tuesday detailing allegations of wrongdoing by a range of countries. In the 2024 edition, the US said the situation in South Africa worsened during the period since its last review in the previous year. The red berets have taken exception to being singled out by the US in the latest report. On page 2 of the 2024 human rights reports, the US again ties the EFF to what it previously and falsely classified as a genocide of white farmers. Labelling EFF as extremist, the report said the party's use of the anti-apartheid struggle song dubul'ibhunu 'kill the boer' at rallies incites violence, especially encouraging attacks on Afrikaner farmers. In 2022, the Equality Court ruled the anti-apartheid chant can't be considered hate speech - a ruling upheld by the Supreme Court of Appeal last year - that its lyrics could not be interpreted literally. In a heated response, the EFF has slammed the us for shamelessly positioning itself as a moral authority while engaging in the most grotesque violations of human rights both domestically and abroad. The EFF said the report was crafted to smear South Africa for its domestic policies – including expropriation laws and its stance on Palestine. 'We see this sudden aggression from the United States for what it is: part of a longstanding imperialist playbook. The US First manufactures a narrative of 'human rights violations,' then uses it to justify sanctions, isolation, and even military aggression. It is the same tactic used in Iraq under the lies of 'weapons of mass destruction,' which left over a million people dead while US Corporations looted oil fields." It said Washington's attempt to delegitimise South Africa's government should not be tolerated.
