Raw deal for KL folk under new development rules

NGO Save Kuala Lumpur chairman M Ali called for balanced and sustainable development that will prioritise the primary interests of residents.
PETALING JAYA : A Kuala Lumpur NGO has warned that residents stand to lose the most under City Hall's (DBKL) newly introduced planning rules that no longer require mandatory public consultation for some development projects.
While DBKL has said that stakeholder consultations would remain for key projects, Save Kuala Lumpur (SKL) chairman M Ali expressed his concern that the new rules would benefit vested commercial interests more than those of residents.

Ali was responding to reports of the introduction of the Federal Territory of Kuala Lumpur Planning Rules 2025 that exempts notification to and consultation with stakeholders for certain projects.
The new rules, which are subsidiary legislation of the Federal Territory (Planning) Act 1982, also dispense with environmental, social, and traffic impact assessments.
However, DBKL clarified on Wednesday that stakeholder consultations are still mandatory for specific types of developments, including high-density projects or temporary developments.
It said developers are still required to engage stakeholders before, during, and after the construction of all developments.
This was to 'clearly explain the planned development and the benefits it will bring to the local community', but there was no mention of whether stakeholders could raise concerns or objections.
Neither has it been clarified if objections are raised, will developers have to act on them. This lack of clarity has become a major concern for residents.
Ali said it would not prevent developers from 'bulldozing' their way through the development process for some projects, thus sidestepping the concerns of residents.
'There seems to be a trend (for the government) to just take care of commercial and business interests. We are not against development, but we want balanced and sustainable development with the primary interests of residents to be given priority,' he told FMT.
He said that while residents could take legal action over unwanted developments, it is an expensive process that could take many years.
He said many residents' associations in Kuala Lumpur did not possess the funds or legal knowledge to take such a step.
'We have always maintained that there must be engagement with residents. The public hearing must prevail above everything else and there must be public engagement on any development that changes the character of the community,' he said.

SKL secretary Charles Tan, and Peter Leong, policy adviser to the Kuala Lumpur Residents Action for Sustainable Development Association (KLRA+SD), discovered the introduction of the new planning rules 'by chance'.
Tan told FMT they came across a public notice on planning changes that was published in a newspaper in July.
He said a check on the Federal Gazette website later confirmed the change, which was gazetted on June 13.

KLRA+SD chairman Tan Booi Charn said DBKL officers should act as moderators in engagements between developers and residents.
She said that by playing the role of 'referee', the officers could prevent any attempt to raise conflicting information by either party.
On the issue of development plans, Tan noted that even when one has been approved, such as the Kuala Lumpur Local Plan 2040 (PTKL 2040), it was still subject to change by the authorities.
For instance, she said, the Kampung Bohol flood retention pond was degazetted to make way for a housing project although it was earlier meant to be preserved under the PTKL 2040.
'When a violation (of the PTKL 2040) occurs, especially when it was done by the authorities, how can you say that there is no need for public consultation?' she said.
Tan said the new rules would make it difficult for residents to raise queries on the specifications of new building projects, such as building height, density, and traffic flow.
She said these specifications could not be amended once a development order for the project had been granted by DBKL.
She acknowledged that residents could file a legal challenge within 90 days of the development order being issued. However, it would be more difficult to do so now as planning changes would no longer be publicised for all projects, unlike in the past.
'There are many obstacles (to file legal challenges). Not many communities are like Taman Rimba Kiara. They had good support from their MP and they had to crowdfund to support their legal battle,' she said.
Separately, Taman Tun Dr Ismail resident Khairuddin Rahim said civil society members should challenge the new rules in court.
'People must partner with our best legal minds to undo this handover of absolute power to the mayor. For proper governance, all government institutions must operate with check and balance,' he said.

Most of the time, it is not about geography but memory – about anchoring ourselves to something larger, remembering not just what happened but how it made us feel. For me, one such moment was the night of the 1992 Thomas Cup finals. Malaysia versus Indonesia. Badminton, of course. It was a Saturday, and I was a 17-year-old schoolboy at Malay College Kuala Kangsar. I watched it from the common room of our hostel – surrounded by boys in kain pelikat, clutching pillows, Milo mugs and SPM notes – all eyes fixed on a grainy television screen, struggling to keep up with the speed of the shuttle. We won. We brought the cup home after 25 years. And for a few beautiful hours, everything else faded – prep class, homesickness, SPM trial stress – replaced by a kind of joy that felt bigger than sport, bigger than school; something national, something shared. That moment and others like it become personal chapters in a larger story: the story of how we remember Malaysia. Another such chapter came in May 2018, when Malaysians went to the polls in what would become one of the most significant general elections in our history. For the first time, the ruling coalition was changed. Not through force or upheaval but through the quiet, determined power of the vote. People queued in the heat, some for hours. Some travelled across borders, taking buses and flights home just to mark an X on a ballot. There was tension, yes. But there was also something else: hope. Hope that this country belonged to its people – that we were no longer just passengers but co-pilots, that power could change hands peacefully and that we, the rakyat, are the ones responsible for deciding the direction of this country moving forward. You didn't need to be in Putrajaya or Dataran Merdeka to feel it; you could have been watching from a living room in Penang or a mamak stall in Johor Bahru or a hostel room in Sarawak. It did not matter where you were because the moment still reached you. That is what makes these memories powerful. They become shared reference points in the timeline of our lives. Of course, not every Merdeka memory is tied to politics or spectacle. Sometimes, it is quieter – a flag being raised in your neighbourhood, a conversation over teh tarik about what independence really means, a late-night drive on empty roads, with patriotic songs playing softly on the radio. These small moments matter too because nationhood is built not just on events but on experience. It is not just the milestones we remember; it is the way they made us feel connected, even when we were far apart. And that is the thread I keep coming back to: our shared experiences. You and I may have grown up in different towns, spoken different dialects, attended different schools but the moment the Sidek brothers stepped onto the court or when the results rolled in after GE14, we were there – one in spirit. Yet, these memories, whether personal or collective, are slowly fading. We live in an era of fast timelines and short attention spans. Moments come and go, swallowed by algorithms and speed. The things that once glued us together are being replaced by smaller, more personalised stories – meaningful, yes, but often disconnected from the larger whole. That is why I believe now, more than ever, we need to start recording our stories, not for history books, but for each other. For the generations who did not grow up with the Thomas Cup or the Reformasi years or who never saw a transfer of power that felt truly earned. It does not have to be big, just honest. Write about where you were when something mattered. Tell your children what Merdeka meant to your parents. Share with a friend that memory you have always carried but never voiced, because if we don't pass these stories on, who will? So this Merdeka, ask someone: 'Where were you when...?' and listen carefully. Then share your own. Memories, like nationhood, live best when it is passed from hand to hand. 'Malaysia is Taiwan's third-largest South-East Asian market. We aim to position Alishan as a world-class forest tourism brand,' he said. Jaden Teng Ya Yuan from Long Yun Leisure Farm said they held halal certification, making it a welcome option for Muslim travellers. Taiwan tourism administration recreation section chief Kuo Tzu-Yu said Alishan ranked 19th on The New York Times' 2025 list of '52 Places to Go'. It was the only destination in the country to make the list. 'An incentive programme has been launched to attract international tourists, with eligible travellers receiving spending credits until September. 'A post-September policy is in the works,' she added.

Supp fiabci- FIABCI Malaysia president Dr Yu Kee Su A delegation from FIABCI-Malaysia visited the Semoa Orang Asli Education Centre in Tras, Pahang, in support of the community and children's education. They made a RM5,000 donation towards school uniforms for youngsters, ranging from kindergarten to secondary school-level. The centre currently cares for 53 students and also supports seven who recently sat for the Sijil Pelajaran Malaysia (SPM) examination and another five pursuing higher education at colleges and universities. FIABCI-Malaysia president Dr Yu Kee Su, who was on hand to present the donation, advised the Orang Asli children to study hard. Corporate communication and special events assistant manager Winnie Ho said another RM1,000 was contributed to cover essential supplies at the centre. 'The visit was a valuable opportunity to connect with the children and caretakers, understand their challenges and extend support in line with the broader goal of promoting education access and well-being among the Orang Asli community,' she said. In Kuala Lumpur, FIABCI-Malaysia donated RM1,000 to National Council for the Blind, Malaysia (NCBM). The donation was topped up by executive council members after RM185 was raised through recycling activities, including the sale of old newspapers, magazines and books, Ho said. Meanwhile, as part of its ongoing series of informative sessions, FIABCI-Malaysia hosted a talk focusing on stamp duty self-assessment and sales and service tax (SST) scope expansion in Bukit Kiara. Participants learned that employment contracts finalised before Jan 1 this year are now tax-exempt. The self-assessment system (SAS) for stamp duty will be implemented in phases from 2026-2028, emphasising timely filing and accurate returns.
