Delhi to phase out CNG buses by August 2031; electric fleet expansion underway: Govt

Time of India12 hours ago
Delhi is set to retire its entire fleet of compressed natural gas (CNG) buses by August 2031, with only electric buses being added to the city's public transport system, the government informed Parliament on Monday, according to a report by TNN.
Minister of State for Housing and Urban Affairs, Tokhan Sahu, citing details shared by the Delhi government, told the Rajya Sabha that the transition plan covers both Delhi Transport Corporation (DTC) and Cluster buses.
Delhi currently operates 5,691 buses, including electric ones. Of these, 3,203 are run by the transport department, while 2,488 belong to private operators under the Cluster scheme. 'The Government of NCT of Delhi has reported that the ratio of buses to be provided by DTC and private Clusters should be 50:50 of a total fleet of 11,000 buses,' Sahu said.
Out of the total fleet, 2,743 are CNG buses — 993 under DTC and 1,750 under Cluster operators. These will be phased out in a staggered manner by August 2031.
According to the minister's written reply, all CNG buses older than 10 years will be retired by 2026-27 in the case of DTC, while private Cluster CNG buses will be phased out entirely by 2031. Notably, most of DTC's low-floor CNG buses were procured ahead of the Commonwealth Games in 2010.
Sahu added that all new Cluster buses are being inducted under the Gross Cost Contract (GCC) model. Over the past five years, neither the Centre nor the Delhi government has allocated funds to DTC for the purchase of new CNG buses, underscoring the shift towards electric mobility.
The move is part of the capital's broader clean mobility push, with the government targeting a fully electric fleet in public transport within the next decade.>

Govt to table bills for removal of PM, CM, minister held on serious charges

Union Home Minister Amit Shah will also move a motion in the Lok Sabha to refer these three bills to a joint committee of Parliament Press Trust of India New Delhi The government is planning to introduce three bills in Parliament on Wednesday for the removal of a prime minister, a Union minister, a chief minister or a minister of a state or Union Territory when arrested or detained on serious criminal charges for 30 days in a row. If any one of them is arrested and detained in custody for consecutive 30 days for offences that attract a jail term of at least five years, they will lose their job on the 31st day. These bills are the Government of Union Territories (Amendment) Bill 2025; the Constitution (One Hundred And Thirtieth Amendment) Bill 2025; and the Jammu and Kashmir Reorganisation (Amendment) Bill 2025. Union Home Minister Amit Shah will also move a motion in the Lok Sabha to refer these three bills to a joint committee of Parliament. Interestingly, former Delhi chief minister Arvind Kejriwal and Tamil Nadu minister V Senthil Balaji had not resigned from their posts ever after their arrests on different charges. "A minister, who for any period of 30 consecutive days during holding the office as such, is arrested and detained in custody, on allegation of committing an offence under any law for the time being in force, which is punishable with imprisonment for a term which may extend to five years or more, shall be removed from his office by the President on the advice of the Prime Minister to be tendered by the thirty-first day, after being taken in such custody," one of the bill says. It also said: "Provided that if the advice of the prime minister, for the removal of such minister is not tendered to the President by the thirty-first day, he shall cease to be a minister, with effect from the day falling thereafter". "Provided further that in case of the prime minister, who for any period of 30 consecutive days during holding the office as such, is arrested and detained in custody, on allegation of committing an offence under any law for the time being in force, which is punishable with imprisonment for a term which may extend to five years or more, shall tender his resignation by the thirty-first day after such arrest and detention, and if he does not tender his resignation, he shall cease to be the Prime Minister with effect from the day falling thereafter," it added. According to the statement of objects and reasons of the Government of Union Territories (Amendment) Bill 2025, there is no provision under the Government of Union Territories Act, 1963 (20 of 1963) for the removal of the chief minister or a minister arrested and detained in custody on account of serious criminal charges. Hence, there is a need to amend section 45 of the Government of Union Territories Act, 1963, to provide a legal framework for the removal of a chief minister or a minister in such cases. The Bill seeks to achieve the above objectives. The objectives of the Constitution (One Hundred And Thirtieth Amendment) Bill, 2025, say there is no provision under the Constitution for the removal of a minister who is arrested and detained in custody on account of serious criminal charges. Hence, there is a need to amend Articles 75, 164 and 239AA of the Constitution, for providing a legal framework for the removal of the prime minister or a minister in the Union Council of Ministers and the chief minister or a minister in the Council of Ministers of States and the National Capital Territory of Delhi in such cases. This bill seeks to achieve the above objectives. The objectives of the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025, say there is no provision under the Jammu and Kashmir Reorganisation Act, 2019 (34 of 2019) for the removal of the chief minister or a minister arrested and detained in custody on account of serious criminal charges. Hence, there is a need to amend section 54 of the Jammu and Kashmir Reorganisation Act, 2019, to provide a legal framework for the removal of the Chief Minister or a Minister in such cases. The Bill seeks to achieve the above objectives. 3-year jail, ₹1 Cr fine: Modi Govt set to ban online games played with money; bill likely in Parliament today

Prime Minister Narendra Modi-led Union government is all set to ban online games played with money. A proposed bill will be moved in the Lok Sabha today. If passed in Parliament, the move would strike a heavy blow to an industry that has attracted billions of dollars of foreign investment, according to news agency Reuters. The Bill – 'Promotion and Regulation of Online Gaming Bill 2025' – cites psychological and financial harm which can be caused by such games and says that no person "shall offer, aid, abet, induce or otherwise indulge or engage in" the offering of online money games and such services. The proposed law, cleared by the Union Cabinet, would mean a blanket ban on all online real-money gaming services, where users can play games after depositing money in the form of a stake or a wager. According to reports, the move comes owing to growing concerns about alleged money laundering through these services. The 13-page bill drafted by the Union Ministry of Electronics and Information Technology (MeitY)describes an online money game as one played by a user who deposits money in expectation of winning monetary and other enrichment, the news agency said. The Indian market for such gaming is set to be worth $3.6 billion by 2029, venture capital firm Lumikai says. Endorsements by celebrities from cricket and Bollywood and other marketing efforts have boosted the appeal and investor interest of real money gaming apps. In a letter to the Union Home Ministry this week, major gaming industry bodies said that the blanket ban would strike a 'death knell' for the legitimate, job-creating industry. The government will prohibit any person from offering online real-money games, and failing to comply will result in a prison term of up to three years and a penalty of ₹ 1 crore. Those promoting such platforms, including social media influencers , could also face a prison term of two years and a penalty of ₹ 50 Lakh "Such games often use manipulative design features, addictive algorithms ... while promoting compulsive behaviour leading to financial ruin," the bill said. The government, however, views competitive e-sports and game development as a crucial driver of the online gaming industry and is keen to promote them via the proposed law, Indian Express said in a report.
