The man is accused of being 'involved in writing seditious words in a commercial building toilet on three separate occasions,' the government said Wednesday. The content allegedly provoked hatred and disaffection against the government and incited others to defy the law.
The move is the latest in a flurry of enforcement actions against perceived threats to the Chinese state in the former British colony. Hong Kong is seeking to burnish its status as a finance hub after its image took a hit from strict pandemic controls and clampdown on political freedoms.
Earlier this month police arrested four men for allegedly advocating independence for the semi-autonomous Chinese territory. In June, local authorities took their first known joint operation with Beijing's security officers to investigate a case of alleged foreign collusion.
Police also banned a Taiwanese video game that month for allegedly calling for armed revolution.
In its Wednesday statement, the National Security Department of the police charged the man for carrying out 'with a seditious intention an act or acts that had a seditious intention,' a crime that's punishable by up to seven years of imprisonment on first conviction.
The offense is defined in the Safeguarding National Security Ordinance, commonly known as Article 23, which was fast-tracked into domestic law last year. It's been invoked in addition to the Beijing-imposed National Security Law of 2020, which authorities used to detain and imprison dozens of leading democracy activists.
The Hong Kong government didn't immediately respond to a request for comment.

Justice has been served to at least one person who hurled a sex toy onto the court during a WNBA game. The WNBA said on Saturday that the fan who threw a neon green dildo onto the court during a game between the Atlanta Dream and Golden State Valkyries on July 29 has been arrested. Anyone else caught throwing objects onto the court, the league said, will be ejected from the arena and face a minimum one-year ban. "The safety and well-being of everyone in our arenas is a top priority for our league. Objects of any kind thrown onto the court or in the seating area can pose a safety risk for players, game officials, and fans," the league said in a statement. "In line with WNBA Arena Security Standards, any fan who intentionally throws an object onto the court will be immediately ejected and face a minimum one-year ban in addition to being subject to arrest and prosecution by local authorities." The incident occurred late in the fourth quarter on Tuesday at the Gateway Center Arena. There was a stoppage of play while an official kicked the errant dildo off the court, and it was removed by a police officer. On Friday, a copycat crime occurred when a fan threw another sex toy — which, from a distance, appeared to be the same make and model as the first — under the basket during Friday's game between the Valkyries and the Chicago Sky. "It's super disrespectful. I don't really get the point of it," Sky center Elizabeth Williams said after Friday's game. "It's really immature. Whoever is doing it needs to grow up." Other WNBA players have also chimed in on social media, including the Indiana Fever's Sophie Cunningham and New York Liberty forward Isabelle Harrison. Cunningham wrote on Friday: "Stop throwing dildos on the court… you're going to hurt one of us." Harrison added on X: "ARENA SECURITY?! Hello??! Please do better. It's not funny. never was funny. Throwing ANYTHING on the court is so dangerous."

Victim fighting for life after mass disorder with weapons as police make plea
A man suffered life-threatening head injuries after a mass disorder involving weapons - as police make appeal for video footage of the incident. The victim, aged in his 20s, was rushed to hospital where he remains in a serious condition. It follows the shocking incident on Parkfield Road, in Wolverhampton, just after midnight early last Sunday, July 27. They were later bailed by police pending further inquiries. In a statement, police said: "Investigators are appealing for dashcam footage and witnesses as they continue enquiries into a disorder on Parkfield Road, Wolverhampton, in the early hours of last Sunday morning. "A week on from the violence, one man in his 20s who suffered life-threatening head injuries, remains in a serious condition in hospital. "A second man who also needed hospital treatment has since been discharged. "Nine men have been arrested and questioned following the disorder involving weapons which happened at just after midnight early last Sunday morning (27 July). "They have been released on police bail with strict conditions as the investigation continue." Detective Inspector Adam Keen from Wolverhampton CID, said: "We're moving ahead with our enquiries to establish exactly what happened and we're appealing for anyone who was driving in the area that night to check their dashcam. "Parkfield Road is a busy road even at night, so if you were there between 11.50pm on the Saturday night through to 12.15am early on the Sunday morning we'd ask you to take a look at your footage as it may have vital information that can assist us.
