TUFIDC scouting for agency to help finance ₹1,500 crore civic works in urban bodies

Five consultancy firms have attended the pre-bid meeting of the Telangana Urban Finance Infrastructure Development Corporation (TUFIDC) to select an agency to provide 'transaction advisory services for bankable projects' in urban areas in Telangana.
The institute under the Department of Municipal Administration and Urban Development is looking for an agency that can help source funds to the tune of up to ₹1,500 crore at a low rate of interest for funding basic civic infrastructure works in the 130 municipalities outside the Outer Ring Road (ORR).
The civic amenities
Commissioner and Director of Municipal Administration T.K. Sreedevi informed that the government wants to make use of the funds, mostly likely to be sourced from local development banks or multilateral agencies, for taking up key civic amenities like sewerage network, internal and connecting roads, drinking water supply, waste management system, streetlights and so on.
'We have seen big ticket real estate projects grounded even before the local municipal authorities were ready with the necessary civic infrastructure with basic amenities. Chief Minister A. Revanth Reddy is keen to change this and make the newbie urban and semi-urban local bodies ready for future urban growth,' she explained.
Development of bankable projects is crucial to bridge the growing infrastructure financing gap with sustainable growth. But the traditional funding sources like budget allocations are not sufficient. Hence the lookout for alternate funding method, it was pointed out.
The department is looking for a specialised agency with five years experience in handling two urban development infrastructure projects like water supply, sewerage, lake or water body redevelopment or conservation, solid waste management and others, worth at least ₹100 crore.
Tasks of the selected agency
The selected agency will have to look at bankable projects covering financial modelling, evaluate identified projects, help in selection of a developer, provide project management and monitoring support. The term of contract will be for three years with the method of evaluation being a four stage process.
Bid to be opened on June 16
Through the agency, the government also intends to tap the funds from the ₹1 lakh crore Urban Challenge Fund (UCF) announced by the Centre in the budget for taking up civic infrastructure works in the municipal areas. The fund has 25% grant, 50% is to be sourced through a public private partnership (PPP) mode/ bank loans and 25 % from the local municipal authority or State government, making it ripe for seeking monies which hitherto was mostly from loans, pointed out Ms. Sreedevi. The final bids for selecting the agency will be opened on June 16.

Hyderabad: Telangana Chief Minister A. Revanth Reddy has announced an ambitious development plan aimed at transforming the state's urban, semi-urban, and rural landscapes through massive infrastructure projects, strategic zoning, and investment-friendly policies. Speaking at the inauguration of the Credai Hyderabad Property Show here at Hitex on Friday, the Chief Minister declared that Hyderabad will stand as one of the state's two primary growth engines, alongside other economic hubs. 'Real estate, construction, and infrastructure are the pillars that will turn Telangana into a truly developed state,' he said, assuring investors of transparent governance, robust legal safeguards, and profitable opportunities. 'Telangana is open for business, and we will protect your investments with robust laws and transparent governance,' he added. Highlighting infrastructure as the key growth driver, the Chief Minister detailed plans for a 300–360-km Regional Ring Road (RRR), complemented by a regional ring rail, industrial corridors, greenfield highways, and port-connectivity projects. He also announced 11 new radial roads linking the RRR to the Outer Ring Road (ORR) and the creation of a dry port on the Hyderabad–Amaravati Greenfield Highway. The government will pursue metro rail expansion — redesigned to ensure wider last-mile coverage — with proposed extensions to Shamirpet and Medchal. Multi-modal transportation systems will be developed to serve high-density population areas, addressing long-standing traffic issues. Revanth Reddy outlined a structured growth model with three zones: Urban Service Sector (within ORR) – Expansion of IT hubs, the financial district, and metro connectivity; Semi-Urban Industrial Growth (between ORR and RRR) – Development of manufacturing zones and industrial parks; Rural Agricultural Modernization (beyond RRR) – Linking rural produce to urban and global markets through transport and water networks. He stressed that real estate is 'not just land—it is sentiment, opportunity, and business potential,' promising development grounded in infrastructure, trust, and policy clarity. Acknowledging financial challenges inherited from the previous government, the CM revealed that the state has already restructured Rs26,000 crore of loans at 7.5 per cent interest for a 35-year tenure. He urged Prime Minister Narendra Modi to extend similar restructuring for Rs2 lakh crore in high-interest loans to help Telangana navigate its debt crisis. Responding to criticism over his frequent visits to New Delhi, Revanth Reddy explained that key approvals — including metro expansion and the Musi river rejuvenation — require central government sanction. 'If the central government is in Delhi, I have no option, but to go there,' he said, noting that he now stays in a designated CM bungalow during these visits to expedite clearances. Citing past leaders' landmark contributions — from Quli Qutb Shah's Charminar to N. Chandrababu Naidu's Hi-Tech City and Y.S. Rajasekhara Reddy's Outer Ring Road — the Chief Minister vowed to create a 'great city' that would be remembered for centuries. 'My name will also be etched in history forever,' he said, pledging energy, youth, and commitment to the state's development.

Hyderabad: Mayor Gadwal Vijayalakshmi on Friday said that the leadership of Chief Minister A. Revanth Reddy is instrumental in transforming Greater Hyderabad into a world-class city. The Mayor was addressing the gathering after hoisting the National Flag at the GHMC Head Office as part of the 79th Independence Day celebrations. As part of the programme, loans worth Rs 288.85 crore were distributed to 2,597 Self-Help Groups (SHGs). Under the Self Employment Programme (SEP), Rs 1.15 crore was extended to 155 individuals for setting up micro-enterprises. The Mayor highlighted GHMC's efforts in promoting inclusive development, noting that transgenders trained in graphic designing at the Light House Communities Skilling Centre received job offer letters from Red TV. Four beneficiaries — Madhuraj, Emran Khan, Naveena, and Varun Tej — were appreciated during the event. Driving licences for two- and three-wheeler light motor vehicles were also issued to five women to support their livelihoods. This financial year, 3,460 new SHGs were formed under GHMC's initiatives. Announcing upcoming citizen welfare measures, the Mayor said Indiramma Canteens would soon be inaugurated across the GHMC limits. She stated that a Civil Registration System Portal for issuing birth and death certificates will be launched shortly to facilitate public access to these services. She also stated In an effort to enhance urban flood management and improve stormwater infrastructure, the GHMC has embarked on plans to implement GIS-based survey and mapping of storm water drains within its limits soon. Faced with the mounting interest burden of high-cost loans obtained in the past, the Telangana Government has reportedly decided to swap the high-interest loans with low-interest borrowings so as to ensure that it can save significant amounts in the coming days. The effort can be seen from the fact that the Government has opted for low-interest open market borrowings through the auction of securities conducted by the Reserve Bank of India (RBI) in the past few weeks. The State Government raised a huge ₹5,000 crore through the auction of securities on August 5, with interest rates pegged around 7.1%. It has raised ₹3,500 crore on July 29 with interest rates of 7.15% to 7.16%, and the same is the case with ₹2,500 crore raised on July 15 with interest rates pegged at 7.1%. Though the tenure of the borrowings is longer, they are likely to come in as a cushion to the Government owing to their low interest rates. The development follows the huge loans obtained by the BRS Government at high interest rates, which have become a burden on the State Government that is forced to pay interest of around ₹25,000 crore since the last two fiscal years. Chief Minister A. Revanth Reddy said, during his Independence Day address on Friday, that the Government completed debt servicing of ₹2.2 lakh crore, which included principal of ₹1.32 lakh crore and interest component of ₹88,178 crore since the Congress assumed power less than two years ago, indicating the seriousness of the issue. Senior officials said the low-interest loans will help set off the high cost of government debts, but not the off-budget borrowings. OBBs are primarily financed by the financial institutions which cannot be swapped, senior officials said. Keeping this in view, the government addressed a communication to Union Finance Minister Nirmala Sitharaman seeking her approval for the restructuring of high-interest loans. The communication cited the loan of ₹31,795 crore raised by the Kaleshwaram Lift Irrigation Scheme SPV from the Power Finance Corporation and Rural Electrification Corporation with interest rates ranging from 10.75% to 11.25%. 'Additionally, I would like to bring to your notice that several projects initiated with high interest loans remain incomplete due to various reasons resulting in sub-optimal yields compared to their original projection,' the CM said, seeking the Union Finance Minister's intervention in directing the financial institutions like PFC and REC to restructure loans that were extended to the SPVs/corporations.
