"Our lips were sealed but our conscience wasn't," said a retired Tihar Jail official, claiming that during the 1975 Emergency, probe agencies covertly deployed officers inside the prison to monitor staff and political detainees.
While discipline was maintained, many jail staff were deeply troubled by the detention of familiar faces, including teachers and leaders, HC Verma, who was posted in Tihar Jail in 1975 as an Assistant Superintendent and was 26 years old, recalled that the staff was initially told to expect a group of 'extremist' prisoners.
He emphasized that while the jail staff maintained official discipline, many were deeply disturbed by the detention of people they knew personally.
Sharing an emotional encounter with his former school teacher Master Somraj, who was among the detainees, Verma, who went on to become the Superintendent of Prisons, recalled, "I instinctively touched his feet when I saw him. He stopped me and warned, 'don't do this in jail -- it could go against you'." Verma said that in the initial days of the Emergency, jail officials were kept in the dark about the identity and numbers of incoming detainees.
"We were told that dangerous extremists were being brought in. Only later did we realize that they were prominent national leaders," HC Verma said in an interview with PTI.
He said that amid the sudden influx of political detainees, including leaders like Raj Narain, George Fernandes and Maharani Gayatri Devi, the intelligence apparatus moved quickly.
"We later got to know that under-cover officers from various probe agencies were deployed inside the prison under various pretexts like PWD workers, electricians and many other different works. Their job was not just to keep tabs on the inmates but also to monitor the conduct of the jail staff," he said.
He recalled that even a minor breach of confidentiality was met with swift punishment.
"In one such case, a woman warden was immediately suspended and detained for allegedly passing a casual remark about the well-being of a prominent leader to an outsider. What we got to know that she only said that the leader is fine. But within hours, she was suspended and locked in the same ward where earlier she was monitoring the detainees," Verma said.
He said that surveillance of multiple probe agencies extended to routine delivery and food checks, ensuring nothing was passed without scrutiny.
"Even when a relative brought homemade food for a prisoner on his birthday, it was refused. A junior staffer who tried to help deliver, he was also placed under suspension," he added.
On June 25, 1975, Indira Gandhi announced the imposition of the Emergency in a broadcast on All India Radio, shortly after the Supreme Court granted a conditional stay to an Allahabad High Court verdict declaring her election to the Lok Sabha as null and void. It was lifted on March 21, 1977.
At the peak, Tihar housed around 1,900 detainees, including 350-400 political prisoners under MISA and others under the Defence of India Rules (DIR).
"Managing such a mix of hardened criminals and high-profile political detainees was a massive responsibility I was given," Verma said.
He further said that during the Emergency the jail authorities categorised political detainees under different prisoner classes to manage the influx of high-profile leaders.
Verma said there used to be different categories like -- A and B. The B-class ward was well maintained and got vacated to accommodate the incoming political prisoners.
Cellular wards were also cleared for leaders like Nanaji Deshmukh. Verma said efforts were made to ensure prominent detainees were kept in relatively comfortable conditions within the framework of jail rules.

With this address to the nation through the All India Radio on June 25, 1975, the then Prime Minister Indira Gandhi proclaimed Emergency in the country. This was just 13 days after Justice Jagmohan Lal Sinha of Allahabad high court, in a momentous verdict, declared her election from Rae Bareli in 1971 Lok Sabha polls null and void, and disqualified her from holding any public office for six years. Tired of too many ads? go ad free now In his verdict, Justice Sinha found Indira Gandhi guilty of electoral malpractices on just two counts, rejecting a majority of charges levelled against her by her opponent in the 1971 election -- Raj Narain. Congress (R), the newly floated party, led by Indira Gandhi, had registered a landslide win in the 1971 elections -- 352 out of the 518 seats in the lower house. Indira herself won from Rae Bareli on March 10, defeating Raj Narain, the Samyukta Socialist Party candidate, by 1.1 lakh votes. However, feisty Raj Narain filed an election petition before the Allahabad high court within 45 days, challenging the election of Indira Gandhi, who was now the prime minister. Justice Sinha upheld the plea against Indira Gandhi on the basis of just two findings. He rejected a majority of charges levelled against her by her opponent. Charges Upheld 1. Use of govt official as an election agent Yashpal Kapur was her election agent for the Rae Bareli election. But he was also a Govt of India officer -- an OSD in the PM secretariat. Although he had resigned from his the PM office on Jan 13, 1971 and the secretariat issued a notification in this regard on Jan 25, 1971, the prosecution was able to prove that Kapur had delivered an election speech in favour of Indira Gandhi on Jan 7, 1971 at Munshi Ganj and another speech at Kalan on Jan 19, 1971, much before he was officially relieved from the PMO. Tired of too many ads? go ad free now The court concluded that Gandhi obtained and procured the assistance of Kapur for the furtherance of her election prospects when he was serving as a gazetted officer with the government. This was in violation of Section 123(7) of the RP Act, Justice Sinha said. 2. Used Govt Machinery To Set Up Stage For Rally The second finding against Indira was that her election agent Yashpal Kapur, the DM of Rae Bareli, the superintendent of police and the home secretary of UP government arranged for rostrums, loudspeakers and barricades to be set up and for members of the police force to be posted in connection with her election tour on Feb 1 and Feb 25, 1971. This, the court said, amounted to a corrupt practice under Section 123(7) of the RP Act. Charges Dropped 1. Use of Armed Forces For campaigning It was alleged that at the instance of Gandhi, Air Force planes and helicopters had been arranged for her to enable her to address election meetings on two occasions. Justice Sinha turned down the charge. 2. Distribution of quilts, blankets, liquor It was alleged that quilts, blankets, dhotis and liquor were distributed by her agents and workers among voters. This allegation was also not upheld by the High Court. 3. Poll symbol – Cow politics It was argued that the Congress (R) symbol -- cow and calf -- was a religious symbol and an appeal to vote for the same amounted to an appeal vote based on religion. The HC, however, said that a cow and a calf are not religious symbols. 4. Election Expenses Indira Gandhi claimed she spent Rs. 12,892. Raj Narain was of the contention that she had spent Rs 1,28,700. He also claimed that Indira Gandhi spent Rs 1,32,000 for construction of rostrums for public meetings. The HC came to the conclusion that her total expenditure was Rs 31,976, beloe the precribed limit of Rs 35,000. SC's Partial Stay Indira Gandhi challenged the HC verdict in the Supreme Court, which allowed a partial stay on June 24, 1971. Indira Gandhi wanted a total stay on the HC order. The apex court order didn't satisfy her. A day later, she made the proclamation about the Emergency.

Ravindra Verma (27), who worked with a defence technology firm, was arrested by the Maharashtra Anti-Terrorism Squad on May 28. He is currently in judicial custody. Delhi: A bump-free road to good governance

Delhi has always been the beating heart of India. From monuments to food and temples to architecture, Delhi carries energy, growth and culture at every juncture. No matter the rainfall, the Capital city shall remain functional, vibrant and energetic in a true Delhi style. (Arvind Yadav/ Hindustan Times) However, it was our misfortune that in the last 10 years, the Aam Aadmi Party (AAP) government had disconnected our beloved city from the national growth mainstream. A city that was traditionally known for setting national benchmarks on infrastructure, transportation and civic amenities, among other fields, was in the news for stalled projects, governance failures and a constant blame-game. The entire city's governance had become a massive pothole of conflict, confusion and collision. A city meant to symbolise the fast-growing new India of the 21st century was left decades behind. But the spirit of Delhi prevailed in the end and our city chose Prime Minister Narendra Modi's vision and the Bharatiya Janata Party (BJP)'s double-engine government to end the Capital's woes. With a promise to reciprocate the Delhiites' trust with Delhi's all-round development, PM Modi guaranteed that he will 'short-circuit' the governance of 'shortcuts' and restore smart and comprehensive governance in the Capital. As a duty-bound karyakarta of PM Modi and the BJP, I am delighted to announce that Delhi's PWD ministry, this Tuesday, fulfilled a crucial 'Modi ki Guarantee' before the onset of monsoons in Delhi. As part of improving our city's road infrastructure to make it world-class in next five years, the PWD ministry has created a record of repairing the most potholes in a single day. This is both a moment to cherish and introspect for all of us, including my beloved Delhiites. While it is to our double-engine government's credit that such an exercise was executed, it is also a grim reminder of how under AAP's decade-long rule, thousands of potholes were allowed to exist in the first place. Thus, this PWD record is both a pat on the double engine government's back as well as a slap in AAP-da's face. On one hand, while the AAP government had used the same PWD ministry to build a 'sheesh mahal' for Arvind Kejriwal, our double-engine government utilised the PWD for solving Delhiites' fundamental grievances. With over 200 maintenance vans, equipped with the latest technology and over 1,000 engineers and labourers on the ground, the ministry was in the news for the right reasons. The timing of this exercise right before the monsoons holds immense significance. The rainy season tests our infrastructure and puts it under severe stress by aggravating existing challenges. As both a way to minimise such problems as well as showcase our abilities of problem-solving, it's an announcement of PWD's changed mindset, intent and ability. This achievement also poses a significant question in front of the people in the Capital and rest of the country. Why did our Capital's government machinery remain dysfunctional under the previous government while beginning to deliver under ours? The answer is: the BJP is a party with a difference. Our party's mantra of nation first, party second and self third is a guiding principle of all our governments, with Delhi being the latest example. Thus, 2025 is for Delhi what 2014 was for the entire country: a shifting of gears in governance with the same vehicle. I shall also mention that this achievement, among others in the making, is just a trailer of our work, as we prepare for all our Delhiites, a bump-free road to good governance. From world-class infrastructure to a clean River Yamuna, from providing healthcare under Ayushman Bharat to monthly assistance to Delhi's women, Delhi's BJP government is working relentlessly to fulfil PM Modi's guarantees to all Delhiites. In the immediate short term, Delhi shall witness mission monsoon in action with significantly reduced water-logging, well-functioning road infrastructure and desilted drains. No matter the rainfall, our city shall remain functional, vibrant and energetic in a true Delhi style. In the coming months, our people shall witness the initial results of our work on Yamuna cleaning and its riverfront development on a war footing.
