HADAF signs deal to support Saudis in hospitality and culinary arts fields
RIYADH — The Human Resources Development Fund (HADAF), under the Ministry of Human Resources and Social Development, has signed an employment-linked training support agreement with Boutique Hospitality Group, a subsidiary of Public Investment Fund (PIF), with the aim of empowering and qualifying Saudis in specialized hospitality and culinary arts fields.
The agreement was signed by HADAF Director General Turki Al-Jawini and Executive Director of People and Culture at Boutique Hospitality Group Dania Al-Obaid.
The agreement is an extension of the existing strategic cooperation between PIF and the Ministry of Tourism. The PIF has previously launched several training programs in cooperation with prestigious educational institutions, such as the Higher Institute of Tourism and Hospitality, with the aim of enabling the private sector to benefit from the Fund's programs and capabilities.
This will contribute to raising the efficiency of Saudis and enhancing the sector's competitiveness in the required specializations in the hospitality and culinary arts fields, in line with the objectives of Saudi Vision 2030 to develop human capital and localize quality jobs.
The agreement affirms the commitment to implementing the programs by contributing to supporting training costs outside the Kingdom and providing rewards to trainees in accordance with approved mechanisms. It also includes forming a working group comprised of both parties to monitor the implementation of its provisions and hold periodic meetings based on developments and business needs.

Saudi graduates see record job market entry in 2024
Saudi Gazette report RIYADH — The percentage of Saudi higher education graduates entering the workforce within six months of graduation surged to 44.43% in 2024, up from just 13.3% in 2016, according to the newly released annual report of the Human Capability Development Program (HCDP). Youth employment for Saudis aged 15–24 also climbed to 36.2%, compared to 18% in 2020. Launched by Crown Prince and Prime Minister Mohammed bin Salman in 2021, the HCDP is a key Vision 2030 program aimed at equipping citizens with the skills and capabilities needed across all life stages. The program focuses on aligning education outcomes with labor market demands, while investing in national talent to enhance Saudi Arabia's global competitiveness. In technical and vocational education, the employment rate within six months of graduation rose to 47.81%. The program launched six new strategic academies and activated four local technical colleges, focusing on fields such as tourism and international academies trained more than 150,000 individuals, while overall enrollment in vocational education increased to 30.54%, surpassing the program's 2024 support quality training, more than 130 technical colleges were upgraded with training equipment, and digital platforms were enhanced to expand access across the the entrepreneurship front, HCDP empowered 40 startups through advanced programs in collaboration with Stanford and UC Berkeley. These startups received executive leadership coaching, participated in 220 sessions with global experts, and gained access to Silicon Valley's innovation a result, the supported startups attracted SR42 million ($11.2 million) in venture capital and created 120 new founders were admitted to top-tier international business incubators, reinforcing Saudi Arabia's progress in global innovation program also helped drive momentum in Silicon Valley with 29 entrepreneurial and investment events and four investor days that connected Saudi startups with international financiers. Additionally, 120 university-based startups were supported, over 11,000 students trained in entrepreneurship, and 60 new companies launched via regional accelerators. Three new university-based incubators were also established.

TDF Launches 3 New Programs to Boost Tourism Entrepreneurs, Startups
The Tourism Development Fund (TDF), Saudi Arabia's national enabler of the tourism sector, has launched three new programs designed to empower entrepreneurs and startups. The initiatives—Grow Tourism Incubator, Tourism Hackathons & Bootcamps, and the Grow Tourism Accelerator—are delivered through TDF Grow, the Fund's non-financial support arm. TDF These programs reflect TDF's strategic commitment to fostering a vibrant, sustainable tourism ecosystem by staying closely aligned with entrepreneurs and investors across the Kingdom. 'We continue to support entrepreneurs in transforming their ideas into tangible, high-impact projects,' said Qusai bin Abdullah Al-Fakhri, TDF CEO. 'Our goal is to provide an end-to-end support system to help businesses overcome challenges and accelerate their growth. These programs are grounded in hands-on enablement, mentorship, and strong connections with key stakeholders, all aligned with the goals of Saudi Vision 2030.' Grow Tourism Incubator Launching for the first time, the Grow Tourism Incubator targets early-stage startups. The 10-month program offers shared workspaces, legal, marketing, logistical, technical, and administrative support. Participants benefit from expert-led workshops, training sessions, and mentorship—delivered both virtually and on-site at TDF headquarters. Registration opened on June 24 and runs until July 17. Tourism Hackathons & Bootcamps This five-month program supports individuals with early-stage tourism ideas. Focusing on Asir, Al-Ahsa, and Madinah, it begins with regional hackathons and concludes with intensive bootcamps. Participants will develop ideas into prototypes in an interactive environment offering training, technical support, and direct access to investors and enablers. Registration opened on July 1 and closes on July 22. Grow Tourism Accelerator Returning after the success of previous rounds—which graduated 99 participants—the three-month Accelerator supports startups aiming to scale in the tourism sector. The program offers intensive mentorship and facilitates connections with investors. It also welcomes international companies, contributing to service quality and investment diversity in the Kingdom's tourism industry. So far, TDF Grow has supported over 8,800 beneficiaries through various non-financial initiatives, helping entrepreneurs, startups, and SMEs bring their projects to life. These efforts continue to boost the sector's competitiveness while expanding its long-term economic and social impact throughout Saudi Arabia.
