Upload regulatory approval details for wireless devices, govt. tells e-com platforms

The Union government is notifying regulations to mandate e-commerce platforms to provide copies of regulatory approval documentation for wireless devices like WiFi hotspots and walkie-talkies, the Department of Consumer Affairs indicated on Friday in a press release and a notification uploaded to their website.
The primary purpose of the notification, the Guidelines for the Prevention and Regulation of Illegal Listing and Sale of Radio Equipment including Walkie Talkies on E-Commerce Platforms, 2025, dated May 27, is to bolster existing regulations prohibiting the unauthorised sale of wireless electronics — even if they operate in delicensed spectrum, like the airwaves used by WiFi routers. Walkie talkies used by law enforcement in India use spectrum assigned for that purpose in the National Frequency Allocation Plan.
'All e-commerce platforms operating in and outside India but catering to consumers in India' will be subject to the guidelines. Any equipment which supports operations in licensed spectrum, such as in bands used by telecom operators, is prohibited for sale by e-commerce platforms like Amazon and Flipkart. In fact, even equipment that is operating on delicensed spectrum cannot be imported unless the user obtains an equipment type authorisation (ETA) from the Department of Telecommunications (DoT).
The guidelines have further expanded the requirements, requiring e-commerce platforms to make all the paperwork leading up to such authorisations — 'For equipment capable of operating in unlicensed frequency bands only, e.g. Wi-Fi hotspots, Bluetooth devices, etc., the product listing shall mention the relevant ETA details issued by DoT, and make a copy of the ETA available for download by the buyer,' the guidelines say. 'The product listing shall also mention the operating frequency range(s) of the equipment and provide a copy of the relevant Test Report of the product issued by an accredited test laboratory for download by the buyer.'
ETAs for each product cost ₹10,000, and are issued by the DoT's Wireless Planning and Coordination wing. They are required for several wireless devices imported into India, from gaming controllers to Bluetooth headsets.
Many e-commerce websites were found to have cumulatively thousands of listings of walkie-talkies without an ETA or other requisite permissions.

Notified in early May by the Union IT ministry, the ECMS aims to build a robust ecosystem for passive electronic components such as resistors, capacitors and inductors, targeting both global and domestic investments. Both Gujarat and UP are strategically positioned with upcoming semiconductor projects. The Tata Group's fabrication unit in Gujarat is currently under construction, while the HCL-Foxconn OSAT facility near Jewar's Noida International Airport was announced earlier in May. The semiconductor presence provides a crucial advantage, as Assam chief minister Himanta Biswa Sarma explained in a recent interview. The state is pursuing an aggressive top-up scheme to leverage Tata's ecosystem of utilities, services and infrastructure. 'We don't want this ecosystem to serve only semiconductors. It should be leveraged by other sectors too, like electronics component manufacturing,' Sarma told HT.

Raipur: All 549 panchayats of Raigarh district in Chhattisgarh have adopted digital payment systems, including UPI-based transactions, for tax collections and vendor payments, an official said. The initiative, which began in the financial year 2023–24, aligns with directives from the Union government to minimise human interface and plug leakages through increased use of digital mechanisms. Since the initiative's roll-out, the panchayats have collectively mobilised over ₹10 crore in revenue during 2023–24. 'Raigarh is first district in Chhattisgarh which has started the digital payment system in village,' an official said. The district administration spearheaded the move after a central advisory encouraged digital adoption to ensure accountability and streamline revenue processes. 'Each panchayat was assigned a unique UPI ID to enable secure and swift digital transactions and to build awareness and drive adoption, local officials promoted the initiative through posters in public places, announcements in gram sabhas, and dedicated WhatsApp groups within villages,' Zila Panchayat Raigarh CEO Jitendra Yadav said. 'Digital payment is not just a technological shift—it's a governance reform. It empowers citizens, improves transparency, and enhances accountability, especially as people increasingly raise questions about fund usage in gram sabhas,' Yadav added. Yadav explained that taxes collected via UPI now include water tax, lighting tax, and building tax (all of which are annual in nature). Additionally, panchayats have begun accepting payments digitally for haat bazaar leases, mobile tower leases, mela (fair) leases, and other community space rentals. 'Vendor payments by panchayats are also increasingly being routed through digital systems, reducing the scope for irregularities and speeding up the process for beneficiaries,' he added. While all 549 panchayats of Raigarh are now on board with the digital system, some residents continue to prefer physical payment methods. 'The administration is working to bridge this gap and aims to achieve 100 percent digital adoption across all users by 2026,' Yadav said. 'The benefits are well-documented—we've included them clearly in our presentations. But the real feedback comes from the gram sabhas, where people are now more engaged and informed than ever before,' an official said.

New Delhi: In a bid to strengthen maritime ties, Union Minister of Ports, Shipping and Waterways, Sarbananda Sonowal, is set to embark on a five-day official visit to Norway and Denmark, beginning June 2. The visit holds strategic importance as the minister will lead the Indian delegation comprising senior officials from the Central and state governments, along with leading players from the private sector. 'The maritime sector is a cornerstone of economic growth and national development. Under the dynamic leadership of Prime Minister Narendra Modi, India has not only become the world's fourth-largest economy but is also working towards securing its place as a major maritime nation,' said Sonowal. 'As we move forward toward realising the vision of Viksit Bharat by 2047, it is vital that we unlock the full potential of our Blue Economy, which offers immense opportunities in trade, connectivity, clean energy, and innovation,' he added. During the visit, Sonowal will address a high-level meeting on oceans at the 60th edition of the Nor-Shipping event in Oslo and inaugurate the first 'India Pavillion' there. He will also chair the India@Nor-Shipping Country Session and hold global outreach for the upcoming 'India Maritime Week 2025' scheduled from October 27-31 in Mumbai. On the sidelines of Nor-Shipping event, the minister is scheduled to hold bilateral meetings with his ministerial peers from Japan and Norway, and meet leading European shipping companies, component manufacturers and technology developers. Sonowal will also visit Oslo Port Authority. The India Pavilion also has a dedicated pavilion of 'National Maritime Heritage Complex' and engage global delegates on India's 5000-year-old civilisational maritime heritage and global linkages, according to the ministry. While in Denmark, among other engagements, he will interact with the students of 'Blue MBA' at the Copenhagen Business School on the economic opportunities that India's high-growth journey presents for future managers and leaders. 'My visit to Norway and Denmark — both recognised as global maritime leaders — is aimed at building strong, future-ready partnerships. These engagements will help us exchange best practices, explore joint ventures, and align efforts for a greener and more resilient maritime ecosystem,' said the minister.
