
Chinese national arrested at Delhi airport for ‘stealing credit cards of passengers'
A Chinese man was arrested at Delhi's IGI Airport on Wednesday for allegedly stealing debit and credit cards from passengers during an international flight. Three of his associates, all Chinese nationals, were also detained, the police said.
The accused were identified as Benlai Pan, 30, and his associates Meng Guangyang, 51, Chang Mang, 42, and Liu Jie, 45.
The arrest came after the police received a tip-off from the Security and Vigilance team of Air India after suspicious activity was reported on board its flight AI-315 from Hong Kong to New Delhi. Officers said passenger Prabhat Verma, seated at 12C, was alerted by the cabin crew to unusual movement around his overhead baggage, following which he discovered his Bank of America credit card missing. It was later found under seat 14C.
The seat was occupied by Benlai Pan, who was not assigned there but had a ticket for seat 23C, officers said. Another passenger, Prashi, seated at 14A, reported that her mother's HDFC debit card was missing. A third passenger, Nafeez Fatima, provided a video capturing Pan opening cabin baggage and inspecting personal belongings, the police said.
Pan and his associates were questioned. Meanwhile, a police team coordinated with Central Industrial Security Force (CISF) and airline security, analysed surveillance footage, secured cabin crew statements, and examined digital evidence. Immigration records and past travel data of the accused are being reviewed.
'During interrogation, Pan confessed that he and his accomplices were part of a coordinated syndicate operating on international transit flights. Their tactics included booking transit flights with longer durations to maximise access to unsupervised cabin luggage,' said Usha Rangnani, Additional Commissioner of Police, IGI Airport.
'They would spread group members across different seats to avoid detection as a coordinated unit. They would target sleeping passengers, carefully open their bags, and extract high-value items and cards. They would then discard the cards after attempting misuse, making detection harder. The group deliberately used flights between high-traffic international routes, exploiting long-duration flights and cabin fatigue,' the ACP added.
The police have so far recovered a Bank of America credit card found at seat 14C, along with several bags, wallets, and electronic items currently under investigation.
Benlai Pan has been arrested, while further inquiry continues against his three companions, the police said. Authorities are examining travel records from the past year to trace connections to other unresolved cases. Alerts have been issued across airports in India, and international enforcement agencies have been contacted to explore the possibility of a broader theft syndicate.

'15 hotel fire: HC orders BMC to pay 50L each to kin of 8 victims
Mumbai: Nearly a decade after a fire at Hotel City Kinara, Kurla West, claimed 8 lives, Bombay HC Tuesday ordered BMC to pay 50 lakh each compensation to their families, nailing it for gross negligence in discharge of its duties. Justices Burgess Colabawalla and Firdosh Pooniwalla said Kinara was granted an eating housing license without it obtaining any fire NOC from the fire brigade. "This, in our view, was one of the most egregious breaches committed not only by the owner... but also by BMC," they said, adding it was even more shocking that even after BMC became aware of the lack of fire NOC, did not take any action in that regard. They said BMC officials' deliberate inaction and negligence in fulfilling their duties led to loss of lives at Kinara. On Oct 16, 2015 the fire broke out around 1.20pm in the mezzanine. Among the dead were seven students, between 18 and 20years, of Don Bosco Institute of Technology and the eighth, a civil engineer (32). The court heard a 2018 petition by the victims' parents and wife to quash the Lokayukta's Feb 27, 2017 order which dismissed their complaint seeking investigation noting that Rs 1 lakh each compensation is disbursed. HC said by initially granting eating house license to Kinara without a FIR NOC and thereafter not taking action when it was discovered that Kinara was operating without a fire NOC, BMC committed gross negligence and acted totally in breach of its statutory duties. The judges agreed with senior advocate Naushad Engineer and advocate Jayesh Mistry for the petitioners that a higher standard of care was imposed on BMC to ensure public safety. They disagreed with advocate Anil Sakhare for BMC that there was no proximate cause link to acts of omission and/or commission of municipal officers and the fire and fatalities. The judges set aside the Lokayukta's order saying it failed to consider the Rs 1 lakh compensation each paid by the state govt to the families was only ad-hoc compensation. The judges said all victims "had a full working life ahead of them". Since the students were studying engineering (IT) or mass media and Arvind Kanaujia was employed at Sterling Engineering Consultants, "it would be safe to presume that, during their whole working life, they would earn a good salary". The judges said compensation of at least Rs 30 lakh each would be payable. Considering inflation and interest over 10 years, the compensation payable, in 2025, would be Rs 50 lakh. They directed BMC to pay each petitioner within 12 weeks failing which it "shall carry interest at rate of 9 % per annum...".

Former finance staff held for 51L loan fraud
1 2 Pune: A 35-year-old finance manager working with a private company was shocked after receiving a notice from a private bank about EMI payment default on a loan of Rs 18 lakh, which he never applied for. When he checked with the bank, it was found that someone obtained the loan from the bank by preparing fake documents in the victim's name in October last year. He approached the Pimpri Chinchwad police and lodged a complaint. A team of Pimpri Chinchwad cyber police took action and traced Yuvraj Tivade (41) of Pimple Saudagar, who obtained the loan using the finance manager's name. "Investigations revealed that Tivade obtained a loan of Rs 51 lakh using fake documents. We also found loan applications of 20 people with him, which he prepared using fake documents," senior police inspector Ravikiran Nale of the Pimpri Chinchwad cyber police told TOI. Assistant police inspector Pravin Swami of the Pimpri Chinchwad cyber police told TOI that the complainant, Tivade, was working with a private finance firm's loan section. He knew about the documents required for obtaining a loan. "Tivade used to visit cyber cafes where people went to get printouts of their PAN cards and other documents. "He then contacted customer care of UIDAI by posing as the PAN card holder and obtained the Aadhaar number connected to that card," he said. Swami said that by using the PAN and Aadhaar details of that particular person, he prepared fake documents required to get a personal loan. "By using this modus operandi, Tivade obtained loans collectively worth Rs 51 lakh in the names of three persons," Swami said. The officer said that in the case registered with the Chinchwad police, it was found that Tivade submitted the loan application without any photograph, the address was fake, and he also prepared a fake salary slip in the victim's name. "Tivade even opened an account in the victim's name, where the loan amount was disbursed," the officer said. Swami said that Tivade was handed over to the Chinchwad police for further investigations.

Goa police's ‘radical content analyser' to curb extremist blitz
Panaji: Goa police on Tuesday started monitoring online and offline content using the 'radical content analyser' to tackle extremist propaganda. Videos lasting up to 25 minutes will be subject to such monitoring too. Chief minister Pramod Sawant said that Union home minister Amit Shah wants the radical content analyser, developed in Goa, to be used across the country. Goa police, in collaboration with BITS Pilani Goa, developed two AI-based policing tools — Spot the Scam (online fraud detection), and the radical content analyser. Sawant launched the AI-based policing tools. Sawant said that when Goa police gave a presentation to Shah, he was impressed and said that such AI policing tools should be used nationwide. The CM said that technology tools used for policing will help Goa police maintain law and order. Sawant noted that criminals are using advanced tools to commit crimes, and it is necessary to deploy sophisticated tools to crack the cases. The radical content analyser has the capability to monitor radicalisation content — both online and offline. A police officer said that the QR-based initiative of Goa police aims to enhance traffic-rules compliance and reduce inconvenience to road users through technology-driven enforcement. This was developed by students of Padre Conceicao College of Engineering during Hackathon 2024. A cloud call centre for the 1930 cybercrime helpline is being developed at the AI-ML Lab. It is a cloud-based call-handling system for the cybercrime helpline to handle calls from citizens. 'It allows the handling of large volumes of calls, real-time monitoring, and call conferencing during a cyber distress call,' police said.
