CAG to deploy AI, machine learning for faster, accurate audits
New Delhi: India's apex auditor will integrate generative AI, machine learning and optical character recognition into its processes to fast-track work and reduce manual burden, according to two deputy heads of the federal auditing body.
The Comptroller and Auditor General (CAG) will use these tools for voucher verification and risk detection and will expand remote and hybrid audits in complex revenue areas such as goods and services tax, stamp duty and public works, deputy CAGs A.M. Bajaj and K.S. Subramanian said in an interview.
These technologies are expected to significantly reduce manual workload, enhance anomaly detection, and enable predictive identification of high-risk areas, making audits more focused and data-driven, they said.

CAG is reshaping audit practices to match the complexity of India's growing economy and sprawling governance structure. With over 700 central public sector units, 1,600 state enterprises, 485 central autonomous bodies and thousands of panchayats and urban local bodies now under its jurisdiction, the federal auditor is adapting to not just the size, but also the changing nature of public service delivery, they said.
The CAG is conducting multi-state audits on key welfare and infrastructure areas, including solid-waste management in urban bodies, welfare of construction workers, management of District Mineral Funds, implementation of rural jobs guarantee programme, functioning of regional transport offices and the Jal Jeevan Mission.
All-India audits covering the Green India Mission, Smart Cities, MSME support and skill development are also underway and are expected to be completed by mid-2025. These audits aim to assess how effectively these national initiatives are delivering measurable benefits to citizens and improving their lives.
For the first time, the CAG has institutionalized stakeholder consultations at all stages of the audit cycle from planning to reporting, said Bajaj.
'We've made it mandatory to consult the Secretary, senior officials, academia, and civil society while finalising the Annual Audit Plan and audit reports. This inclusive process helps ensure our audits are grounded in real issues and deliver meaningful value to both institutions and citizens," Subramanian added.

Dattesh Parulekar, assistant professor of International Relations at Goa University, said, 'The CAG's digital-first and stakeholder-led approach signals a decisive shift from traditional compliance checks to dynamic, technology-enabled, performance-linked audits. If sustained, this could mark a new era in public accountability—where audit reports not only flag inefficiencies but help shape more responsive governance."
Focus on training
Training remains central to this revamp. The CAG has signed eight memoranda of understanding with institutions such as the Indian Institute of Technology Madras, the Indian Institution of Management Ahmedabad, Bhaskaracharya National Institute for Space Applications and Geo-informatics and the National Institute of Urban Affairs to co-develop specialised curricula.
'For capacity building, we are training audit staff in AI, data analytics, cybersecurity, and public policy at top institutes, including a nationwide boot camp on AI and machine learning for audit at IIT Delhi," said Bajaj.
A nine-month AI and cybersecurity diploma programme is already underway at IIT-Madras for CAG officers, with modules on environmental audit, ESG reporting, procurement, and non-cognitive skills running in parallel across various centres, said Subramanian.

The CAG submits audit reports to the President or governors, which are then tabled in Parliament or state legislatures. These reports have historically played a key role in ensuring financial accountability and transparency in governance, uncovering issues from expenditure irregularities and poor scheme implementation to systemic inefficiencies. These audits have led to policy reforms, public debates, and accountability at the highest levels.

BJP wants KCR to own up responsibility for Kaleshswaram project imbroglio
Telangana BJP vice-president and ex-MLA N.V.S.S. Prabhakar wanted former Chief Minister K. Chandrasekhar Rao to own moral responsibility for the irregularities in the Kaleshwaram Lift Irrigation Project (KLIP) as head of the government then, instead of putting the blame on his Cabinet and engineers. Addressing a press conference here on Saturday, Mr. Prabhakar accused KCR of trying to wash off his hands by shifting responsibility on the engineers when he had appeared before the P.C. Ghosh Commission a few days ago. Mr. Prabhakar charged KCR with ignoring the warnings of CAG, which had remarked that undue favour was given to contractors and instead of rectifying and correcting the mistakes in the project, he (KCR) went ahead with the works causing a huge loss to the exchequer. Before the BRS had come to power, the then Congress Government had commenced project work at Tummadihatti but KCR has changed the location, increased project estimation by double and triple without calling tenders for Medigadda barrage works. 'Who is responsible for shrinkage of columns in the barrage, non-functioning of pump motors, breaches in canals and other irregularities which had surfaced? KCR is liable to answer all these,' he said. The former MLA also claimed that the change of site to Medigadda is purely a political decision and was later ratified in the Cabinet. There should be no question of sparing anyone involved in the irregularities, and the party would wait for the final report of the Commission, he added. Local body polls Mr. Prabhakar and former MP B. Narasaiah Goud (in a separate press conference) demanded the Congress Government to immediately hold the local body elections by publishing the BC census data and implementing 42% quota to BCs. The government has been sitting on the proposal for the last 18 months, the tenures of most of the elected bodies completed and people of State are waiting to teach a lesson for the hollow promises made to them, they said. Due to the delay in local body polls, about ₹1,514 crore due from the Finance Commission and another ₹800 crore pending dues from the previous commission have been held up, he claimed.

CAG creates separate vertical for auditing of 1,600 state public sector units
Comptroller and Auditor General of India (CAG) has set up a separate unit for auditing of about 1,600 public sector undertakings (PSUs) run by various state governments for faster auditing and achieving greater efficiency. "Very recently a separate vertical has been created. An order has been issued. Once this vertical comes up, one location will have positions for auditing only state PSUs of a particular state," Deputy CAG K S Subramanian (HR, IR, Coord and Legal) said. This will help in faster auditing of state PSUs and improving efficiency of public enterprises, he said, adding, this is similar to the Central Public Sector Enterprises which are audited by a separate vertical. Currently, state PSUs are audited by members of senior management which has to do auditing of 4-5 states rather than one particular region, Subramanian said, adding, it takes time. A separate vertical would help in consolidation of information of all state PSUs and it will be easy for stakeholders to compare, Deputy CAG A M Bajaj said. There are about 700 Central Public Sector Enterprises (CPSEs), 1,600 State Public Sector Enterprises (SPSEs), 485 Central Autonomous Bodies (CABs), and more than 700 State Autonomous Bodies. Riding on the back of digital transformation, the office of CAG is working on expanding scope of remote auditing to enhance efficiency, transparency, and collaboration. The planned integration of Generative AI and OCR in voucher verification reduces errors, boosts accuracy, and generates audit leads, while the Standardized Risk Assessment Model, powered by tools like IDEA and Tableau, ensures data-driven, risk-focused audit planning nationwide, Bajaj said. "Our initial efforts at remote/hybrid audit of GST, stamp duty and registration and public works have been highly successful and encouraging. This has spurred us to fast-track such hybrid audits across the country by engaging with the executives to ensure that they achieve end-to-end digitisation of their work processes," he said. In fact, he said, this would be one of the important agenda items at the upcoming State Finance Secretaries Conference planned in September 2025. Clarifying the issue of hiring of empanelled CA firms for auditing of central autonomous bodies, he said the move will not undermine the autonomy of apex audit body but strengthen the auditing process. He said the office of CAG is in the process of hiring CA firms for 30 stations or cities, and the list would be finalised in the next two weeks for co-option with the CAG team for auditing of central autonomous bodies. "We have been auditing every year (autonomous bodies), but need has been felt to augment our audit effort with expert professionals wherever required," he said when asked for a reaction on a CPM MP objecting to hiring of CA firms claiming that it would dilute the independence of the CAG. Madurai MP S Venkatesan (CPM) wrote a letter to President Droupadi Murmu on June 3 objecting to the CAG's move, claiming that it dilutes the independence of the CAG and principles envisaged by the Constitution. The co-option of CA firms will strengthen the auditing process, he said, audit responsibilities have gone up manifold and autonomous bodies have become very big.
