Ugu council appoints Vela Mazibuko as MM

The Citizen11-05-2025

Messages of congratulations were directed at Ugu District Municipality's acting municipal manager, Vela Owen Mazibuko, on social media last week for being appointed municipal manager, a post which has been vacant for some time.
Ugu municipal spokesperson France Zama said the recruitment process for the position of municipal manager was at an advanced stage.
Zama said on April 17, the Ugu Council considered a report from the Recruitment and Selection panel, which presented a suitable candidate with prescribed skills and competencies for the vacant position of municipal manager.
'After due consideration, council unanimously resolved to appoint Vela Owen Mazibuko as municipal manager, subject to obtaining a concurrence from the KZN MEC of Cooperative Governance and Traditional Affairs (Cogta), Rev Thulasizwe Buthelezi. Once a concurrence has been obtained, an official announcement will be made as provided in the recruitment process of municipal managers,' said Zama.
Comment from Cogta had not been received at the time of going to press.
In October 2024, labour unions in Ugu opposed the appointment of a new municipal manager other than Mazibuko.
The Independent Municipal and Allied Trade Union (IMATU) and the South African Municipal Workers Union (SAMWU) previously told Fever that Umzumbe municipal manager, Nandi Dlamini, was preferred by Ugu's Executive Committee (Exco) members.
This was confirmed by some Exco members.
Lungisa Njiyela, IMATU's Ugu chairperson, said they were shocked to learn about Dlamini's possible appointment at the cost of Mazibuko, who has acted in the position for more than two years.
'We normally do not interfere with the nomination of senior administrators in municipalities, but the situation in Ugu requires us to make a statement. Mazibuko has effectively guided the ship through difficult conditions at Ugu. We at IMATU strongly support and recommend that Mazibuko be allowed to fulfil his tasks of fully returning the municipality to its former grandeur. We warn the council that their conduct may lead to and have unfavourable effects,' said Njiyela.
After Mazibuko's appointment, Njiyela said they welcomed the decision and wished him well in his new position.
Also, SAMWU's Mthandeni Ngcobo previously said they had written to Ugu mayor Sikhumbuzo Mqadi and the council to challenge the hiring process.

Metro reacts to criticism over Housing Company's poor performance

The metro said it is addressing concerns over poor rental collection rates in its public housing, especially in areas like Clarina. Spokesperson Lindela Mashigo emphasised that the tenants at Clarina, who are part of the ex-Schubart Park group, were served with eviction notices following a court order. As a result, the metro has no obligation to provide temporary emergency accommodation for these residents. This comes after Freedom Front Plus councillor Lenor Janse van Rensburg levelled heavy criticism against the instability of the House Company Tshwane (HCT). Mashigo said the metro's broader rental collection efforts are focused on strategies such as encouraging tenants to make payment arrangements, implementing deductions for city employees, and addressing illegal tenants through eviction notices. These actions aim to improve the overall rental collection, which stands at 85%, excluding Clarina and Rooiwaal. Long-term, the metro aims to reduce taxpayer reliance by diversifying the HCT's operations. Mashigo revealed that HCT's mandate has been extended to include affordable student housing, rental units, and first-home finance options, allowing the entity to cross-subsidise lower-income residents and work towards self-sustainability. 'This will enable the entity to cross-subsidise the lower-income earners and enable the entity to become self-sustainable.' Regarding HCT's R50-million salary bill, Mashigo defended the expenditure, pointing out the entity had made significant progress in improving rental collections since taking over the management of these properties. He also confirmed that HCT undergoes annual audits by the Auditor-General of South Africa (AGSA), with no findings of financial mismanagement. The metro is also exploring private sector partnerships and strategies to enhance social housing service delivery and financial viability, as part of its broader affordable housing plan. Housing projects managed by HCT, include: – Eloff Gebou, Pretoria CBD; – Townlands Social Housing, Pretoria CBD; – Sunnyside Social Housing, Sunnyside; – Chantelle Village, Akasia – Clarina Estate, Pretoria North; – Little Manhattan, Pretoria West. – Marabastad: Western Pretoria Inner City and home to the large Townlands Social Housing project. England defender Bright rules herself out of Women's Euros

England defender Millie Bright on Wednesday ruled herself out of selection for next month's women's Euros, saying she is "not able to give 100 percent mentally or physically". The 31-year-old, who captained the Lionesses to their first World Cup final in 2023, last week pulled out of Sarina Wiegman's Nations League squad to take an "extended period of recovery". "This is one of the hardest decisions I've ever had to make, but after careful thought and discussions with my team, I have decided to withdraw from selection for the England squad ahead of Euro 2025," the Chelsea captain posted on Instagram. "Football has given me so much, and representing my country has always been my greatest honour. My pride and ego tells me to go but I think the team and the fans deserve more. Right now I am not able to give 100 percent mentally or physically. "As much as I want to be out there running through brick walls for England and fighting alongside my teammates, stepping back is the right thing for my health, my future in the game and most importantly the team." Bright said it would not be fair to take the place of another player "who is ready and able to give everything for the badge and country". The centre-back, capped 88 times for England, won a domestic treble with Chelsea during the 2024/25 season. Her withdrawal follows the shock international retirement of goalkeeper Mary Earps and the announcement on Tuesday that playmaker Fran Kirby was calling time on her England career after learning she was unlikely to make Wiegman's squad for the Euros in Switzerland. All three started every game when England secured their first major silverware at their home Euros in 2022. The Lionesses were knocked out of the Nations League with a 2-1 group-stage defeat to Spain on Tuesday. Wiegman is expected to announce her squad for the Euros on Thursday, with their title defence beginning on July 5 against France. Current and former England teammates offered their support in the comments section of Bright's post, including England and Arsenal forward Chloe Kelly, who wrote "proud of you always", while Aston Villa striker Rachel Daly said: "Couldn't be more proud. With you through EVERYTHING my girl."
