US-China trade: Beijing warns Washington against coercion on Russian oil tariffs; vows to defend energy sovereignty

China on Wednesday issued a warning to the United States, rejecting threats of increased tariffs over its continued purchase of Russian oil.
In a pointed response posted on X, Chinese foreign ministry spokesperson Guo Jiakun said, 'Tariff wars have no winners.
Coercion and pressuring will not achieve anything.'
He added that China would 'firmly defend its sovereignty, security and development interests,' and would continue to secure its energy supplies in ways that serve national interests.
The statement came after US treasury secretary Scott Bessent warned Chinese officials during trade talks in Stockholm that the US may impose significant tariffs if Beijing continues buying sanctioned Russian oil.
According to The Straits Times, Bessent told the Chinese side that new legislation in Congress could authorise tariffs of up to 500 per cent on countries that purchase Russian oil, and may prompt US allies to follow suit in a coordinated effort to choke Moscow's energy revenues.
As per news agency ANI, the warning also included US objections to China's purchase of Iranian oil and sales of over $15 billion worth of dual-use technology to Russia, items Washington says have bolstered Moscow's military operations in Ukraine.

Despite the sharp rhetoric, Bessent characterised the two-day US-China talks in Sweden as 'constructive,' with both sides expressing willingness to explore an extension of the current tariff pause, which ends on August 12.
As per news agency AP, Chinese trade official Li Chenggang confirmed that both countries had agreed to work toward extending the tariff truce and would maintain close contact to address trade concerns.
The US has already finalised trade agreements with key partners like the UK, Japan, and the EU after US President Donald Trump's announcement of broad "Liberation Day" tariffs earlier this year.
However, a comprehensive deal with China remains elusive. US trade representative Jamieson Greer, speaking on MSNBC, acknowledged ongoing tensions but described China as 'very pragmatic' and the talks as 'going in the right direction.'
Trump's broader foreign policy posture remains aggressive. He recently shortened a 50-day deadline for Russian President Vladimir Putin to reach a peace deal on Ukraine to just 10–12 days. Speaking alongside UK Prime Minister Keir Starmer in Scotland, Trump said, 'I want to be generous, but we just don't see any progress being made... I don't want to do that to Russia, but it would be sanctions and maybe tariffs.'
The Stockholm round offered little clarity on the possibility of a Trump-Xi summit, though Bessent said the talks reflected the two presidents' shared desire to maintain trade negotiations.
Trump, on his Truth Social platform, claimed he wasn't seeking a summit with Xi, but acknowledged receiving an invitation from the Chinese leader.
Amid escalating tensions over energy and technology trade, analysts believe Beijing is unlikely to yield under pressure. As Wendy Cutler of the Asia Society Policy Institute was quoted by AP, saying, 'Beijing will not buy into a one-sided deal this time around.'

Panaji: Goa has Rs 973.2 crore blocked in 3,395 incomplete projects as of March 31, 2024, reflecting poor execution and weak monitoring of capital works, the Comptroller and Auditor General (CAG) said. Of these, 63 projects were reported to be '100% physically completed', but did not attain financial closure, while 128 projects were to be completed by March 2024. Information on the completion timeline or physical progress was missing for 33 projects, said the CAG in its report on state finances for the year 2023-24. The central auditor in its report also flagged missing data from several divisions of the public works, water resources, and power departments, which hindered a full assessment. 'Blocking of funds in incomplete projects and works negatively impacts the quality of expenditure and deprives the state of the intended benefits. Further, funds borrowed for the implementation of these projects during the respective years add to the fiscal burden in terms of servicing of debt and interest liabilities,' said the CAG in its audit report. A total of 102 large projects, with an estimated cost of Rs 790.7 crore, were delayed by one to three years. The roads, bridges and buildings department accounted for 78% of the total estimated cost of such projects. The CAG said that incomplete works not only fail to benefit citizens but also increase the strain on the state's limited revenue. The CAG recommended that state govt put in place a robust monitoring mechanism to track project progress, enforce timelines, and prevent unnecessary delays. Panaji: Goa needs to make concerted efforts to secure grants recommended by the finance commission, said the Comptroller and Auditor General (CAG) of India in its latest report. The CAG pointed out that the grants significantly augment the state's resources, but the state risks losing access to the crucial funds due to its failure to comply with constitutional provisions. The 15th finance commission in its main report of 2021-26 had urged all states to constitute a finance commission, act upon its recommendations, and table the action-taken report in the legislature before March 2024. The CAG observed that the 3rd state finance commission for Goa was formed in Dec 2016 after a delay of more than six years, and the three-member commission chaired by a retired IAS officer, Daulat Hawaldar, submitted its report in June 2024, well past the deadline. 'State govts may consider the recommendations given by the state finance commissions at the earliest, so that the accepted ones can be implemented promptly,' said the CAG in its report for the year ending March 2024. The CAG pointed out that no grants would be released to a state that has not complied with the constitutional provisions in respect of state finance commissions. Nagpur: The last election for Nagpur University (NU) student council was held in September 2019 and now demand is being made to conduct a fresh election. The demand was taken up on Sunday at Union Minister Nitin Gadkari's Janata Darbar, where other issues like space for a Muslim kabrastan, salaries for teachers in Naxal-affected border villages, and job reinstatement were also raised. National Students' Union of India (NSUI) district member Abdul Reheman claimed that student representation has weakened and left major issues unresolved at NU in absence of a students' council. "The union has renewed calls to continue with the "carry-on" system. This is about fairness and the future of thousands of students. We will push until the rules are revised and elections are held," Reheman said. He noted that while the student body's tenure is technically one year, the election process itself takes nearly two months, with official notices consuming another 6-8 months. "Gadkari has directed NU core committee member Vishnu Chande to look into the matter," said Rehemen. Some citizens present at the Janata Darbar sought urgent attention to their civic grievances.
