Long-term damage: Telangana state info panel struggles to clear RTI plea backlog

HYDERABAD: The Telangana State Information Commission is struggling to clear a backlog of 17,509 pending appeals and complaints, an accumulation from the two years it functioned without a commissioner.
The absence of leadership stalled the commission's work, delaying citizens' access to critical information across departments.
According to the commission, common appeals include issues related to house and town planning in localities, departmental permissions for housing, land records and ownership queries, as well as information on financial allotments and revenue generation. Many seek information on whether specific schools have fire safety equipment, proposed class wise students strength and fee, sanitary certificate etc.

Speaking to TOI, information commissioner PV Srinivasa Rao said, "Many applicants submitted repeated appeals and got no replies in the past few years. We are now identifying such cases, grouping them, and passing combined orders to speed things up."
One such case is that of G Srinivas Reddy, who filed multiple appeals seeking information on the financial accountability of department heads across the state govt. When the Public Information Officer responded that the data was too scattered to be compiled and shared, Reddy approached the commission.

After a delay of over two years, the commission issued a directive that the RTI request must be answered regardless of how dispersed the information may be.
Gunashekar K, a resident of Khairtabad, told TOI that he had to file three appeals but still received no response. "I filed an RTI to check whether the land near my house falls under a nearby temple's ownership. But the department did not respond. I eventually had to approach the Information Commission to get things moving," he said.
Chief information commissioner G Chandrasekhar Reddy added, "A major contributor to the problem is the poor response from govt departments. Under the RTI Act, departments are legally required to reply within 30 days, and that is not happening consistently,"
The commission has set a goal to achieve zero pendency across 30 departments in the coming months. By next year, the commission aims to expand this effort to all 22 districts.

Bhubaneswar: To promote use of Odia language in public spaces, the Odisha govt has announced a 5% discount on trade license renewal fees for shops and commercial establishments that use Odia script on their signboards. Tired of too many ads? go ad free now The housing and urban development department issued a notification on Wednesday to ensure compliance with the Orissa Shops and Commercial Establishments Act, 1956, which mandates the use of Odia on signboards. Citing Rule 32 of the 1958 Rules framed under the Act, the govt reiterated that every business outlet must display its name prominently in Odia script. "To promote and protect the rich cultural and linguistic heritage of Odisha, the state govt shows its strong commitment and helps the public who do not understand any other language or script except Odia," read the notification. All municipal corporations, municipalities, and urban local bodies (ULBs) in the state will ensure that shops and commercial establishments in their areas are using Odia billboards. Official sources said despite repeated directives in the past, many establishments continue to flout the rule by using only English or other scripts. The latest circular warns that strict action will be taken against violators while offering a financial incentive to encourage compliance. "All shop owners and business operators are hereby directed to prominently use Odia in at least 60% of the signages. Non-compliance will attract penal action," the order stated. "To encourage more shops and business establishments to use Odia scripts, the govt has offered a 5% discount on the renewal of their trade licenses. The discount can be availed on the SUJOG and portals," it read. Urban local bodies have been instructed to strictly enforce the rule across their jurisdictions and submit a report about adherence within the next 60 days. The govt's decision has been welcomed by language activists, who have long demanded stricter implementation of the policy to safeguard the identity and dignity of Odia language.

KSLU to get dedicated administrative building after 15 yrs

Hubballi: After more than 15 years since its establishment, Karnataka State Law University (KSLU) in Hubballi is set to have its own dedicated administrative building. The construction of the G+3 structure is under way on 2.4 acres, at an estimated cost of Rs 39.5 crore. The building is expected to be completed by May 2026. KSLU, established in Jan 2009, currently operates from a former PWD guest house that was repurposed into an administrative office. Spread over a 55-acre campus, the university offers undergraduate and postgraduate courses in constitutional law, intellectual property rights, business and trade law, criminal law, and international law. While around 1,200 students study on the campus, the university has a total student strength of approximately 45,000 across the state. The total built-up area of the four-storey structure will be 94,761 sq. ft. The ground floor will be 24,440 sq. ft, first floor 20,321 sq. ft, second floor 22,255 sq. ft, and third floor 20,321 sq. ft. KSLU vice-chancellor Prof C Basavaraju told TOI that the new building is being constructed on 2.4 acres in front of the existing building. "The project faced land allocation issues earlier. RM Kulkarni, KSLU assistant executive engineer (AEE), explained that the ground floor will house a canteen, bank, post office, storeroom, physical director's office, laboratory and toilets. The first floor will include the vice- chancellor's office, related administrative offices, DPAR section, legal cell, clinic, and a 60-seat auditorium. The second floor will accommodate the finance section, ICT section, syndicate zone and cabins, student welfare and development section, academic zone and toilets. The third floor will feature the engineering section, SC/ST records cell, planning and management office, NSS office, administrative section, and toilets.
