5 students from UP will head to UK to pursue master's degree each year
The decisions were taken during a Cabinet meeting chaired by Chief Minister Yogi Adityanath in Lucknow.
The proposed scholarship programme, Bharat Ratna Shri Atal Bihari Vajpayee-Chevening Uttar Pradesh State Government Scholarship Scheme in partnership with the UK's Foreign, Commonwealth and Development Office (FCDO), will be rolled out for the next three years, and will cover the students' stay and travel for studying at top UK institutions of higher studies such as universities of Oxford, Cambridge, Edinburgh, and the Landon School of Economics and Political Science (LSE).
The scheme will be renewed or extended thereafter, state Higher Education Minister Yogendra Upadhyaya said.
The government has cleared the proposal to sign a memorandum of understanding (MOU) with the FCDO and the funding will be equally shared by the two, Upadhyaya added. The scheme will cover tuition, and scholarship fees, and round-trip economy class air fare, the minister said.
The selection process of students for the scholarship programme will be conducted as per the MoU and the scheme will come into effect from the 2025-26 academic year.
The scholarship will cost the state exchequer nearly £19,800 ( Rs 23 lakh) for each student and the state government has already cleared Rs 2 crore for the current financial year, it is learnt.
The Cabinet granted an intent letter for the establishment of Vedanta University in Muzaffarnagar under the Uttar Pradesh Private Universities Act, 2019. The proposed university will be set up on 23 acres of land at Hussainpur Bopada village in Khatauli tehsil. The Cabinet also okayed the establishment of KD University in Mathura and Bodhisattva University in Barabanki under the Uttar Pradesh Private Universities Act, 2019, which regulates and facilitates the establishment and incorporation of private universities across the state.
The Cabinet has cleared the promulgation of the 'Uttar Pradesh Private Universities (Third Amendment) Ordinance, 2025' to officially include the new university under the Act and issue it the operational licence.
In another decision, the Cabinet approved the proposal to allow the use of funds of the Uttar Pradesh Finance Commission for distribution of flags under the 'Har Ghar Tiranga' campaign on the occasion of Independence Day. Nearly 60 lakh national flags costing nearly Rs 12 crore will be distributed during the campaign, which began on August 2 and will continue till August 15. The flags will be made by women self-help groups (SHGs) associated with the State Urban Livelihoods Mission.
It has also been decided to organise special cleanliness drives and other activities, called 'Swachh Nagari – Jhanda Nagari'.
The Cabinet also approved the proposal to include a member each from the SC/ST and OBC communities into the working council of King George's Medical University (KGMU), Lucknow. The appointments will be made on seniority basis and one person at a time on rotation basis.
Funds for reviving 1750 hand-pumps, which have become defunct, were also given approval.
In yet another decision, the Cabinet approved an amendment to Section 305(1) of the Uttar Pradesh Municipal Corporation Act, 1959, related to permissions and renewal durations for aerial signage and advertisements. The amendment proposes increasing the validity period for advertising licences from two years to 15 years.
The new rule, to be implemented through the UP Municipal Corporation (Regulation of Signs and Advertisements) Rules, 2025, is expected to attract larger investments and innovations in the urban advertising sector.
It will also reduce the frequency of tender processes and offer greater revenue stability for municipal corporations across the state. Following the Cabinet approval, the UP Municipal Corporation (Amendment) Ordinance, 2025, will be promulgated to formalise this change. — With PTI input

RBI proposes new rules for faster settlement of claims on accounts, lockers of deceased customers
The Reserve Bank of India (RBI) has proposed new rules to make it easier and faster to settle claims on the bank accounts and lockers of customers who have passed away. The central bank has issued a draft circular, "Reserve Bank of India (Settlement of Claims in respect of Deceased Customers of Banks) Directions, 2025", and invited public feedback on it by August 27. Under the proposal, banks will have to use standardised forms to receive claims and related documents from nominees or legal heirs. These forms will be available in all bank branches as well as on their websites, along with a list of required documents and the step-by-step procedure for claim settlement. The draft says that if a nominee is named in a deposit account or locker, they will need to submit a claim form, the deceased customer's death certificate, and proof of their own identity and address. For cases where no nomination was made, banks must follow a simplified procedure to avoid inconvenience to legal heirs. Banks will have to set a claim threshold of at least Rs 15 lakh. Claims up to this limit will require documents such as an indemnity bond and a no-objection letter from other legal heirs. For higher claim amounts, additional legal documents like a succession certificate or legal heir certificate will be needed. The RBI has also set a clear timeline for settlement. Banks must complete the process within 15 calendar days of receiving all necessary documents. For lockers or articles kept in safe custody, banks must also issue a communication within 15 days to fix a date for taking inventory of the contents. If banks delay the settlement of deposit-related claims beyond the deadline due to their own fault, they will have to pay compensation in the form of interest -- at a rate not less than the prevailing Bank Rate plus 4 per cent per annum -- for the period of delay. In the case of lockers or articles in safe custody, compensation will be Rs 5,000 for each day of delay.

In tech city, PM Modi calls for tech self-reliance, says India on course to top 3 economies
Describing India as 'the fastest-growing major economy in the world', Prime Minister Narendra Modi said Sunday that it is in the top five globally and is 'rapidly progressing' to 'becoming one of the top three economies'. Addressing a gathering at IIIT-Bangalore emphasised that amidst evolving problems, India's next big priority should be becoming self-reliant in technology and that it was time for Indian tech companies to prioritise the country's own needs. 'Our next big priority should be becoming self-reliant in technology. Indian tech companies have made a mark globally, developing software and products for the entire world. It is now time to prioritise India's own needs more strongly and accelerate the development of new products, especially as software and apps are now being used across every domain,' he said after inaugurating critical mobility infrastructure projects in Bengaluru. He inaugurated the 19.16-km Yellow Line of Bengaluru Metro worth Rs 7,160 crore, thus expanding the city's metro network to 96 km. He also laid the foundation stone of Bengaluru Metro Phase-3 project, worth over Rs 15,610 crore, and flagged off three Vande Bharat Express trains at KSR Railway Station, Bengaluru. Vande Bharat trains were launched between Bengaluru and Belagavi, Nagpur and Pune, and Shri Mata Vaishno Devi Katra and Amritsar. Modi also took a Metro ride on the newly inaugurated metro line from Ragigudda Metro station to Electronic City station. Modi said it is essential for India to reach new heights in emerging fields. As PM Modi Inaugurates Namma Metro, Karnataka Govt Highlights Contribution Hinting At Credit War
BENGALURU: Karnataka Deputy Chief Minister D.K. Shivakumar said on Sunday that the state's contribution to Bengaluru's Namma Metro was 80 per cent while that of the Centre was only 20 per cent. Speaking to reporters at his Sadashivanagar residence, he said, "I will appeal to Prime Minister Narendra Modi to provide at least Rs 1 lakh crore for Bengaluru. The Centre was supposed to bear 50 per cent of the land acquisition cost for the Metro project but it hasn't given. However, we completed the project in the interest of the city. Though Bengaluru is the second highest tax contributor, it gets very little in return." "Ahmedabad is given 20 per cent of the tax devolution while Bengaluru gets only 10 per cent. Bengaluru needs to be treated on par with other large cities in the country like Delhi. We are not doing politics over this, we are only appealing," Shivakumar added. BJP hasn't brought even Rs 10 as funds for Karnataka, he chided. "BJP claims it has done everything. No BJP MP has even got Rs 10 as funds for Bengaluru. They should be ashamed of themselves. The Union Jal Shakti Minister has been responsive at times to our requests. Even MGNREGA funds haven't been released," the Deputy Chief Minister said. "Some BJP MPs think that tweeting and media coverage amounts to achievement. MPs must keep aside politics and PR and work for the welfare of the people," he said, while lashing out at the BJP MPs from the city. "The Centre has completely neglected Karnataka and hasn't released any funds. We have invited the Prime Minister out of respect for the post. The Metro Yellow line will benefit the IT corridor. Electronic City flyover was also completed at the time of former Prime Minister Manmohan Singh," Shivakumar told. Asked about BJP's comments that Prime Minister Narendra Modi-led government's contribution to Metro phase 2 and 3, the Deputy Chief Minister said, "There is no contribution. All this started during former Chief Minister late S.M. Krishna and former Prime Minister Atal Bihari Vajpayee's tenure. Let them (Union government) release the data on their contribution, I will release the numbers too." "I would like to thank Infosys Delta, Biocon and other companies, who contributed to building the Metro Yellow line stations," Shivakumar concluded.
