
Malaysia targets transport trade deficit with local industry boost
Transport Minister Anthony Loke Siew Fook highlighted the need to strengthen high-performing domestic sectors, particularly oil and gas services, to improve export potential.
Loke acknowledged Malaysia's reliance on foreign shipping lines as a key challenge, noting that 96.4% of the country's trade is seaborne.
'Most of our exports and imports depend on international shipping firms because our local container shipping industry lacks global reach,' he said after launching Malaysia Maritime Week 2025.
Global shipping consolidation has left smaller economies like Malaysia struggling to compete.
However, Loke emphasised efforts to leverage domestic strengths, such as expanding oil and gas logistics services using local vessels.
'By increasing service exports in sectors where we excel, we can gradually narrow the trade gap,' he added.
Malaysia's transport services deficit widened to RM9.3 billion in Q1 2025, driven by maritime transport costs.
Despite being a top trading nation with world-class ports, the country remains dependent on foreign shipping, contributing to a persistent services deficit.
The transport and storage sector grew 9.5% year-on-year in Q1 2025, reflecting strong demand for freight and logistics services.
Loke stressed that boosting local maritime capabilities aligns with broader efforts to improve Malaysia's balance of payments. – Bernama

13MP: TVET Gets A Big Boost
KUALA LUMPUR, July 31 (Bernama) -- Governance of Technical and Vocational Education and Training (TVET) will be strengthened through the establishment of a dedicated TVET Commission to regulate TVET institutions and monitor strategies and initiatives under the National TVET Policy. According to the 13th Malaysia Plan (13MP) document released by the Ministry of Economy today, a study will also be conducted on drafting a TVET Act to improve the governance of skills-based education. 'The level of skills certification under the Malaysian Skills Certification System will be expanded through amendments to the National Skills Development Act 2006 to elevate TVET as a pathway equal to the academic route within the national higher education system. 'In addition, an institutional TVET rating system will be developed to ensure programme quality is aligned with industry needs and to facilitate optimal allocation of resources,' the document said. The document also said that TVET programmes will continue to be strengthened in line with industry requirements and programme offerings will take into account investment based on high-growth, high-value (HGHV) industries as well as strategic and advanced technology sectors. 'These efforts will support talent development needs in strategic investment areas such as the Johor–Singapore Special Economic Zone (JS-SEZ), Kulim Hi-Tech Park (KHTP), and the Kerian Integrated Green Industrial Park (KIGIP). 'Collaboration between public TVET institutions and industry will be intensified through sharing of expertise and the latest technologies, including AI, as well as curriculum development and upskilling and reskilling programmes for TVET educators,' the document stated. It further notes that TVET programme offerings will be extended to tahfiz and huffaz students in order to elevate TVET as a tahfiz platform. Meanwhile, lifelong learning (LLL) will be enhanced in preparation for an ageing nation by 2043, with LLL programmes for the third-age population to be offered through the concept of Third Age Universities.

BUSINESS By Durratul Ain Ahmad Fuad & Siti Noor Afera Abu KUALA LUMPUR, July 31 (Bernama) -- The 13th Malaysia Plan (13MP) has been crafted with the core objectives of the MADANI Economy framework at its foundation while maintaining the flexibility to navigate both domestic and external uncertainties over the next five years, said an economist. Putra Business School Associate Professor Dr Ahmed Razman Abdul Latiff also noted that the scope of the 13MP is broader compared to the 12MP, reflecting the country's need to stay competitive and sustainable. A wider focus is necessary, he said, as Malaysia cannot rely on a single path, and diversifying strategies is crucial to ensure resilience in the face of both global and local challenges. 'Some of the targets are realistic whilst some are a bit ambitious, but the government monitoring system will ensure that any intervention can be made in a timely and structured manner,' he told Bernama. Meanwhile, economist Professor Geoffrey Williams said the overall economic contribution is in line with normal development spending. He said the federal government's development expenditure will be RM86 billion per year as normal. 'The government-linked investment companies' (GLICs) spending is the same as the GEAR-uP programme and the RM12 billion per year in public-private partnerships (PPP) is in line with normal spending. 'It is essential that good governance practices are in place to ensure efficient and effective spending to cut wastage, leakages and corruption. This will be the key difference to the MADANI approach compared to previous administrations,' he added.
