13MP: TVET Gets A Big Boost
According to the 13th Malaysia Plan (13MP) document released by the Ministry of Economy today, a study will also be conducted on drafting a TVET Act to improve the governance of skills-based education.
'The level of skills certification under the Malaysian Skills Certification System will be expanded through amendments to the National Skills Development Act 2006 to elevate TVET as a pathway equal to the academic route within the national higher education system.
'In addition, an institutional TVET rating system will be developed to ensure programme quality is aligned with industry needs and to facilitate optimal allocation of resources,' the document said.
The document also said that TVET programmes will continue to be strengthened in line with industry requirements and programme offerings will take into account investment based on high-growth, high-value (HGHV) industries as well as strategic and advanced technology sectors.
'These efforts will support talent development needs in strategic investment areas such as the Johor–Singapore Special Economic Zone (JS-SEZ), Kulim Hi-Tech Park (KHTP), and the Kerian Integrated Green Industrial Park (KIGIP).
'Collaboration between public TVET institutions and industry will be intensified through sharing of expertise and the latest technologies, including AI, as well as curriculum development and upskilling and reskilling programmes for TVET educators,' the document stated.
It further notes that TVET programme offerings will be extended to tahfiz and huffaz students in order to elevate TVET as a tahfiz platform.
Meanwhile, lifelong learning (LLL) will be enhanced in preparation for an ageing nation by 2043, with LLL programmes for the third-age population to be offered through the concept of Third Age Universities.

Ringgit opens firmer against US$ amid renewed US rate cut hopes
KUALA LUMPUR: The ringgit opened stronger against the US dollar on Monday as hopes for an upcoming United States (US) rate cut increased following the latest data that showed a weaker US labour market, an economist said. At 8 am, the local note climbed to 4.2350/2550 against the greenback from Friday's close of 4.2750/2815. Bank Muamalat Malaysia Bhd chief economist Dr Mohd Afzanizam Abdul Rashid told Bernama that the US Non-farm Payroll (NFP) data came in lower than expected and surprised the market. The US Bureau of Labour Statistics (BLS) reported on Friday that NFP stood at 73,000 for July, coming in much lower than the market consensus of 110,000. Mohd Afzanizam believed that the US labour market has weakened, which would bolster the case for an interest cut in the upcoming Federal Open Market Committee (FOMC) meeting in September. "Already, the US Dollar Index (DXY) has declined to 98.708 points while the 2-year US Treasury yield saw a steep drop by 25 basis points to close at 3.69 per cent last Friday. "On that note, the ringgit may gain some strength today, having depreciated by 0.22 per cent on Friday to 4.2782," he said, adding that the ringgit is likely to trade within a range of 4.26 to 4.27 today. Nevertheless, the ringgit was lower against other major currencies in early trade. It weakened against the Japanese yen to 2.8749/8887 from 2.8407/8452 on Friday, fell slightly against the British pound to 5.6296/6562 from 5.6208/6293, and was lower against the euro at 4.9075/9307 from 4.8752/8826. Conversely, the local unit was mostly higher versus regional currencies. The ringgit rose against the Singapore dollar to 3.2873/3031 from Friday's close of 3.2907/2960, but slipped versus the Thai baht to 13.0388/1084 from 13.0058/0319. It went up against the Philippine peso at 7.28/7.32 from 7.35/7.36 last week and gained against the Indonesian rupiah to 256.4/257.8 from 258.8/259.4. - Bernama

Centralised price system to boost transparency

PENAMPANG: The Government will develop a centralised Price and Supply Repository System to monitor price trends and prevent manipulative practices in the market, said Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali. He said the system, to be introduced under the 13th Malaysia Plan (13MP), will provide a transparent data platform to detect abnormal price movements and support enforcement action against profiteering and cartel-like behaviour. 'This is a proactive step toward ensuring fairer market practices and greater price transparency across the supply chain, especially for essential goods,' he told reporters after officiating the Seminar Kenegaraan Malaysia Madani: Rancakkan Madani Sabah at ITTC Penampang. According to Armizan, the repository system will consolidate real-time information on pricing, supply volumes, and distribution to assist both consumers and regulators in making informed decisions. 'Through this system, enforcement agencies will be able to act more swiftly and decisively using data-driven evidence. It's a game-changer in combating unethical manipulation and protecting consumer interests,' he said. He added that the system will be developed through inter-ministerial cooperation and partnerships with industry players, including suppliers, retailers, and logistics operators. Armizan emphasised that the initiative reflects the Madani Government's commitment to protecting consumers while creating s healthier market environment that encourages genuine competition. Bold rail initiative to reduce road congestion
PETALING JAYA: Transport Minister Anthony Loke has reaffirmed the government's pledge to shift the country's freight and passenger movement from road to rail – a strategic move under the Road to Rail initiative outlined in the 13MP. In a video shared on his official Facebook page, Loke said the government is prioritising the development of rail infrastructure to reduce heavy reliance on lorries for cargo transport, particularly between industrial zones and ports. 'When cargo volumes increase, lorry traffic also increases on the road, causing congestion and raising the risk of accidents. The solution is to transport cargo via train directly from factories to ports.' Loke said the government will invest in both new railway lines and rolling stock, with over 200 new train sets to be procured under the 13MP, as announced by Prime Minister Datuk Seri Anwar Ibrahim. 'The new trains will enhance services for both commuters and cargo operators.' Among the reforms is a new leasing model for acquiring trains – a mechanism designed to speed up procurement without requiring full upfront payment. 'The model includes long-term maintenance in the package, which helps address long-standing issues involving spare parts and servicing delays. 'In the past, when components failed, we had trouble replacing them. We'd end up cannibalising parts from other trains. With leasing, maintenance is assured.' Loke also outlined plans to strengthen the domestic rail manufacturing industry. The existing train assembly plant in Batu Gajah, Perak, will be developed into a national rail production hub. He said this would open up new opportunities for local industry players and generate high-skilled employment. 'Just like expanding a food stall into a restaurant, this is how we plan to grow the country's transport capacity and economic competitiveness.' Loke also assured that existing public transport support programmes – including the My50 unlimited travel pass, free stage bus services and flight subsidies for students travelling between Peninsular Malaysia and East Malaysia – will continue.
