13MP: TVET Gets A Big Boost

KUALA LUMPUR, July 31 (Bernama) -- Governance of Technical and Vocational Education and Training (TVET) will be strengthened through the establishment of a dedicated TVET Commission to regulate TVET institutions and monitor strategies and initiatives under the National TVET Policy. According to the 13th Malaysia Plan (13MP) document released by the Ministry of Economy today, a study will also be conducted on drafting a TVET Act to improve the governance of skills-based education. 'The level of skills certification under the Malaysian Skills Certification System will be expanded through amendments to the National Skills Development Act 2006 to elevate TVET as a pathway equal to the academic route within the national higher education system. 'In addition, an institutional TVET rating system will be developed to ensure programme quality is aligned with industry needs and to facilitate optimal allocation of resources,' the document said. The document also said that TVET programmes will continue to be strengthened in line with industry requirements and programme offerings will take into account investment based on high-growth, high-value (HGHV) industries as well as strategic and advanced technology sectors. 'These efforts will support talent development needs in strategic investment areas such as the Johor–Singapore Special Economic Zone (JS-SEZ), Kulim Hi-Tech Park (KHTP), and the Kerian Integrated Green Industrial Park (KIGIP). 'Collaboration between public TVET institutions and industry will be intensified through sharing of expertise and the latest technologies, including AI, as well as curriculum development and upskilling and reskilling programmes for TVET educators,' the document stated. It further notes that TVET programme offerings will be extended to tahfiz and huffaz students in order to elevate TVET as a tahfiz platform. Meanwhile, lifelong learning (LLL) will be enhanced in preparation for an ageing nation by 2043, with LLL programmes for the third-age population to be offered through the concept of Third Age Universities.

KUALA LUMPUR: The minimum wage policy will be expanded to cover graduates and semi-skilled workers, says Datuk Seri Anwar Ibrahim. The Prime Minister said this will include Technical and Vocational Education and Training (TVET) graduates classified under Masco code 8 and above. 'This effort is aimed at ensuring fair wages that reflect the qualifications and skills of our workers,' he said when tabling the 13th Malaysia Plan (13MP) in the Dewan Rakyat on Thursday (July 31). Anwar said that under the 13MP period, Malaysia aims to create 700,000 new jobs in the manufacturing sector and another 500,000 career opportunities in the digital economy. He also announced that the role of the National Wage Consultative Council will be strengthened, while the e-Masco portal will be enhanced as a more transparent and responsive mechanism for wage monitoring. 'At the same time, the government is encouraging major companies to provide decent living wages, as already practised by government-linked investment companies (GLICs) and government-linked companies (GLCs),' he said. According to Anwar, the Madani administration has successfully raised the minimum wage twice, from RM1,200 to RM1,500, and subsequently to RM1,700, through minimum wage orders, the Progressive Wage Policy and public service salary reforms (SSPA). For GLC and GLIC employees, he said the living wage benchmark has been set at RM3,100 per month. TVET graduates, he said, are also earning increasingly competitive salaries, with most surpassing the RM1,700 minimum wage threshold. 'A total of 95.6% of TVET graduates have secured employment within six months of completing their training,' he said. To further enhance the labour market, Anwar said the government will expedite efforts to streamline wage structures to ensure workers receive a fairer share of the nation's economic growth. GEORGE TOWN: The Ministry of Human Resources (KESUMA) is enhancing Technical and Vocational Education and Training (TVET) programmes by integrating artificial intelligence (AI) into the curriculum. This initiative aims to prepare Malaysia's workforce for the challenges of the Fourth Industrial Revolution (IR4.0). Minister Steven Sim announced the move during the 52nd Asian Regional Training and Development Organisation (ARTDO) Conference. He emphasised the need to update syllabi across 33 Industrial Training Institutes (ILPs) under KESUMA's supervision. 'We will review current subject syllabi to include at least basic AI skills. Even if trainees don't enter tech fields, they should understand AI's role across all sectors,' Sim said. The ministry is also expanding partnerships with private training providers to strengthen tech-based education. Additionally, short-term AI literacy programmes will be offered to the public, including housewives, ensuring broader societal readiness for technological shifts. Sim highlighted the rapid growth of AI, digitalisation, and the green economy, which are reshaping Malaysia's job market. To address this, KESUMA compiled a report last year analysing future tech impacts on employment. The study gathered insights from 10 key economic sectors, guiding policy decisions on workforce training. 'This report identifies at-risk jobs and emerging opportunities. Upskilling and reskilling strategies are essential to keep workers competitive,' he explained. To facilitate this, KESUMA launched the MyMahir portal via TalentCorp, connecting Malaysians with relevant training courses. KANGAR, July 26 (Bernama) -- Applications to enrol in Technical and Vocational Education and Training (TVET) programmes have increased significantly from 25,000 to 229,000 over the past two years, as of July 12, said Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi. He said the sharp rise reflected growing awareness among parents, Sijil Pelajaran Malaysia (SPM) leavers, and those unable to pursue higher education about the advantages of TVET, particularly its potential for high-paying careers. 'They found that TVET graduates can earn premium salaries, which are not bound by the government's minimum wage of RM1,700. Instead, earnings are based on the skills acquired. In fact, some courses, such as welding, offer a starting salary of RM7,500,' he said.

KUALA LUMPUR: Young people in Perak have been urged to seize the thousands of job opportunities emerging from the state's rapid industrial development or risk losing them to outsiders and foreign workers. Menteri Besar Datuk Seri Saarani Mohamad said the state's heavy investment in industrial zones is part of its goal to position Perak as a national TVET corridor, a key agenda under the Perak Sejahtera 2030 plan to future-proof the economy and secure long-term prosperity. However, he said these roles require skilled workers, particularly those with Technical and Vocational Education and Training (TVET) certification. "I want the people of Perak to understand the government's intention. If our own children do not support this aspiration, we will have to offer these job opportunities to outsiders. And if that still is not enough, we cannot avoid hiring foreign workers," he told the New Straits Times during a visit to Balai Berita for the Malaysia Hari Ini programme. Saarani said the state has intensified awareness campaigns at the district level in collaboration with various agencies, targeting secondary school students, especially those in Form Four and Form Five, to highlight career prospects through TVET. He said the importance of removing the stigma that TVET is a second-class option, noting that the sector now offers competitive salaries and strong job market demand. "It is time we dispel the notion that TVET is a second-class certificate. With a TVET qualification, real jobs are waiting," he said. Citing internal data, Saarani said approximately 94 per cent of TVET graduates secure employment. As part of the outreach initiative, successful TVET alumni, including chefs, welders, and animation specialists, are being brought into schools to inspire students and show the real-life potential of vocational careers. He added that all TVET institutions in Perak must also ensure their academic programmes are aligned with the specific needs of local industries. "That is why we are engaging with industry players and training providers to ensure course offerings are relevant to the job market. We do not want these opportunities to slip away to outsiders simply because locals lack the necessary skills," he said. "Our goal is to create a prosperous Perak where the people thrive. That prosperity starts with employment — when people have jobs, they have income to spend, and that in turn drives the state's economy." Previously, the Perak government had outlined its ambition to position the state as a National TVET Corridor, with several mega projects, including the Automotive High-Tech Valley in Tanjung Malim, the Kerian Integrated Green Industrial Park, and the Silver Valley Technology Park, serving as anchor platforms to absorb skilled graduates. The state had also introduced the TVET 2025 Roadshow Programme aimed at correcting misconceptions about vocational education and promoting it as a primary pathway to careers in technology, manufacturing and entrepreneurship.
