
Sukna Capital's Fares Bardeesi on launching Saudi's first open-ended direct lending fund for SMEs, startups
Targetting sectors such as fintech, sustainability and AI, the fund addresses a critical gap in the region's capital stack by providing structured credit solutions based on commercial traction rather than collateral alone.
The fund is being led by a seasoned team, including Fares Bardeesi, a former senior banker, and Waleed Alballaa, ex-STV founding partner and co-founder of Riyadh Angel Investors.
In this interview, the firm's CEO Fares Bardeesi outlines their investment strategy, timing, and how this fund aligns with Saudi Arabia's Vision 2030 ambitions.
Congratulations on securing regulatory approval. Can you walk us through the vision behind launching the region's first open-ended direct lending fund, and why now is the right time for such a product in Saudi Arabia?
The CMA's regulatory approval represents a pivotal moment, not just for our fund, but for the entire regional financing landscape.
We're honoured by their confidence and leadership in enabling this innovation.
Our vision is to create a new institutional pathway for yield and growth capital that reflects the realities of today's economy: digital, fast-moving, and underserved by traditional financing models.
The timing is critical. While the tech and startup ecosystem has matured significantly, financing structures have not kept pace — particularly when it comes to flexible, non-dilutive credit.
Alternative credit is necessary to support the scaling of innovative businesses, bridge liquidity gaps for VC funds, and reinforce long-term ecosystem sustainability.
How will this fund fill the existing funding gap for startups and SMEs in Saudi and the wider Middle East, particularly when it comes to non-dilutive financing options?
The regional capital stack has long been polarised — companies either dilute equity or take on rigid, collateral-heavy bank loans. Our fund introduces a third path: structured, non-dilutive capital aligned with commercial momentum, not just balance sheet size.
We underwrite based on receivables, recurring revenue, scalability potential, and real operating data — unlocking access to credit for high-growth businesses that traditional lenders often overlook or pledge against misaligned collateral. Whether it's a SaaS business bridging working capital or a VC fund managing capital call timing, we structure debt around business models — not bureaucracy.
Fintech, AI, and sustainability are mentioned as focus areas — how did you prioritise these sectors, and what criteria will guide your investment decisions within them?
They are not the only focus — we target all high-growth SMEs led by dynamic, innovative founders. Our underwriting is based on verifiable traction: recurring revenue, contract visibility, customer retention, or transaction volume.
We structure every facility around growth, governance, and repayment discipline. For example, fintech is enabling financial inclusion, AI is transforming productivity, and sustainability is becoming a strategic imperative. But these sectors are often misunderstood or incompatible with legacy credit models.
Our prioritisation reflects both institutional responsibility and market momentum.
These sectors are not just innovation-driven — they are redefining the region's economic infrastructure.
With your team's collective experience, spanning $6.5bn in transactions and early-stage VC leadership, how will this background shape the fund's approach to risk, deal structuring, and startup engagement?
Our experience gives us a dual lens that few lenders possess: credit discipline and tech fluency coupled with deep founder empathy.
We know how to structure facilities that balance investor protection with commercial flexibility, from performance-based triggers to collateralised repayment waterfalls. Just as importantly, we know how to engage early, even when companies don't yet meet traditional credit thresholds.
This allows us to design solutions across stages — whether for a venture-backed startup scaling to growth or a cash-flowing SME. Ultimately, we bring institutional standards to market segments that need both capital and partnership.
Given the open-ended structure of the fund, how do you plan to balance flexibility for borrowers with long-term returns for investors?
The open-ended structure is one of the fund's greatest strengths — and also one of its core responsibilities. It enables continuous capital raising and deployment, while offering periodic liquidity to investors.
We manage this through matched-duration lending, strong credit governance, and real-time portfolio monitoring. Each facility is structured with clear triggers, backed by assets or contractual flows, and aligned with actual business cycles.
For borrowers, this means responsive access to credit tailored to operational needs. For investors, it means exposure to income-generating, collateral-backed assets — delivered with institutional-grade oversight. It's a rare balance of flexibility and discipline, and one the market is ready for.
In what ways do you see Sukna Capital and this fund contributing to Saudi Arabia's broader goals under Vision 2030—particularly in diversifying the economy and empowering entrepreneurship?
Vision 2030 is about building an ecosystem where innovation, private capital, and entrepreneurship intersect — and that's exactly where Sukna Capital is focused.
As of Q3 2024, SME lending in Saudi Arabia stood at SAR 329.23bn — just 9.1 per cent of total bank credit — well below the Vision 2030 target of 15–20 per cent. Our fund is designed to help close that gap by introducing structured, non-dilutive financing aligned with regulatory frameworks and commercial realities.
This fund enables startups and SMEs to scale without premature equity dilution or inflexible debt. Dubai leads gains in GCC equities in July with almost 8% surge
Dubai continued to outperform other GCC stock markets in July, according to a report published on Sunday. According to Kamco Invest's GCC Markets Monthly Report, the DFM General Index posted its fourth consecutive monthly gain, rising 7.9 per cent to close at 6,159.2 points—marking the strongest monthly performance across the region. This rally pushed the index's year-to-date (YTD) return to 19.4 per cent, the highest among GCC markets in 2025. Sector performance was broadly positive, with five out of eight sector indices recording gains. The Financials Index led the charge, surging 12.1 per cent, followed by Real Estate (+11.7 per cent) and Industrials (+6.9 per cent). The Financials Index was buoyed by double-digit share price increases in major players such as Commercial Bank of Dubai (+20.1 per cent) and Emirates NBD (+17.3 per cent). Conversely, the Consumer Discretionary Index fell 4.2 per cent, the steepest decline among sectors. Bloomberg's monthly stock performance data highlighted Ekttitab Holding Company as the top gainer, soaring 43.2 per cent in July. United Foods Co and Commercial Bank of Dubai followed with gains of 21.5 per cent and 20.1 per cent, respectively. On the downside, International Financial Advisors led the decliners with a 9.2 per cent drop, while National General Insurance and Dubai Refreshments Company fell 8.1 per cent and 7.6 per cent, respectively. Trading activity also picked up momentum. Total share volume rose 7.4 per cent to 7.5 billion shares, up from 7.0 billion in June. The value of shares traded increased 10.7 per cent to Dh16.7 billion. Union Properties led in trading volume with 1.2 billion shares exchanged, followed by Drake & Skull International (836.3 million) and Deyaar Development (669.7 million). In terms of value, Emaar Properties topped the chart with Dh3.6 billion in trades, followed by Dubai Islamic Bank (Dh1.5 billion) and Emirates NBD (Dh1.2 billion). Abu Dhabi maintains upward momentum The FTSE ADX Index in Abu Dhabi also recorded its fourth straight monthly gain, rising 4.1 per cent in July after a 2.8 per cent increase in June. The index closed at 10,370.66 points, bringing its YTD gain to 10.1 per cent. Seven out of ten sector indices posted gains, with Health Care, Financials, and Real Estate driving the overall growth. The Health Care Index led with an 11.0 per cent rise, closing at 2,162.1 points, supported by gains across all four constituent companies—most notably PureHealth, which jumped 11.9 per cent. The Real Estate Index climbed 7.0 per cent to 14,115.3 points, bolstered by price increases in all five companies, including a 20.2 per cent surge in Al Khaleej Investment Co. Meanwhile, the Utilities Index saw the sharpest decline, falling 4.6 per cent. Regional overview Across the region, GCC markets continued to rise in July, driven by optimism around Q2 earnings. The MSCI GCC Index posted a 2.2 per cent gain, its second consecutive monthly increase, with broad-based contributions from all exchanges. On a YTD basis, the index was up 3.7 per cent, reflecting positive momentum across most markets—except Saudi Arabia and Bahrain, which declined by 9.3 per cent and 1.5 per cent, respectively.

UAE secures top spot in global AI talent rankings
The UAE has been ranked among the world's top 20 nations for artificial intelligence (AI) talent density, alongside Saudi Arabia, in the latest Global AI Competitiveness Index published by the International Finance Forum (IFF) and Deep Knowledge Group (DKG). With 0.7 per cent of the global AI talent pool, the UAE has outpaced countries such as Italy and Russia — affirming its growing stature as a global innovation powerhouse. While much of the spotlight has been on Saudi Arabia's ambitious AI push, the UAE's AI ecosystem has quietly gained strength through long-term strategic investments, visionary policymaking, and global partnerships that position it at the forefront of AI development and governance. The UAE's focus on AI began with the launch of the UAE Artificial Intelligence Strategy 2031, which aimed to integrate AI across key sectors including education, healthcare, transport, and space. The country was among the first in the world to appoint a Minister of State for Artificial Intelligence in 2017, and today it continues to expand AI readiness through initiatives such as the Mohammed bin Zayed University of Artificial Intelligence (MBZUAI) — a graduate-level, research-centric university that is already attracting global talent and publishing cutting-edge research. MBZUAI is currently ranked among the world's top 50 institutions in AI research output, and is collaborating with global tech giants including IBM, NVIDIA, and BCG to foster research in machine learning, robotics, computer vision, and AI ethics. 'The UAE's ecosystem is built not just on infrastructure, but on a vision of ethical AI, global cooperation, and a diversified economy driven by knowledge and innovation,' said Dr. Eric Xing, President of MBZUAI. The IFF report underscores the UAE's growing influence in global AI competitiveness by evaluating not only talent density but also the nation's institutional and innovation performance. The UAE ranked well above many traditional tech economies in per capita AI talent and research productivity, due in part to its business-friendly environment, tax-free salaries, and quality of life — factors that attract leading scientists, engineers, and entrepreneurs from around the world. The report's co-author Dmitry Kaminskiy of Deep Knowledge Group remarked: 'Saudi Arabia and the UAE's strategic focus on AI, coupled with visionary investments in talent and infrastructure, is setting the stage for a tectonic shift in global AI leadership.' According to the UAE's Ministry of Economy, the nation aims to increase the AI sector's contribution to GDP by up to 14 per cent by 2030 — translating to over $100 billion in economic output. Much of this is being driven by AI applications in logistics, government services, fintech, and smart city solutions, especially in hubs like Dubai and Abu Dhabi. The Dubai Future Foundation, for instance, is pioneering large-scale AI use cases in government and urban mobility through its Dubai AI Roadmap. Similarly, Abu Dhabi's Hub71 and its partnership with global VCs and accelerators has made the UAE one of the fastest-growing AI startup ecosystems in the region. As per data from Crunchbase and Startup Genome, AI-focused startups in the UAE raised more than $1.3 billion in venture capital in 2024 alone, with projections pointing to a 25 per cent increase in funding in 2025. While Saudi Arabia is investing heavily in infrastructure-led projects like NEOM — where over 30 per cent of its $500 billion budget is earmarked for AI-powered technologies — the UAE's strength lies in policy innovation and ecosystem-building. This complementary approach is helping the broader Gulf region gain momentum as a global AI innovation corridor. 'The UAE provides a unique balance of global accessibility, talent development, and future-ready governance,' noted Professor Patrick Glauner, IFF AI committee coordinator. 'Its neutral diplomatic positioning and strong ties with both Western and Eastern tech partners make it a magnet for cross-border AI collaboration.' At the heart of this transformation is the battle for AI talent. The UAE's efforts in creating AI labs, reskilling programmes like the National Program for Coders, and special visas for AI professionals are enhancing its ability to attract and retain global talent.

UAE's e-invoicing revolution: The Peppol promise in tax filing
The UAE is gearing up for a digital transformation in tax compliance with the mandatory launch of e-invoicing starting July 1, 2026. This shift isn't just about reducing paperwork — it's about redefining how businesses issue, track, and report transactions across sectors. But what exactly does e-invoicing mean in practice? And what can the UAE learn from early movers like Saudi Arabia, India, and global frameworks like Peppol? Contrary to popular belief, e-invoicing is not about emailing a PDF. Think of an e- invoice not just as a document, but as a conversation between five parties — two familiar, and three newly invited guests: 1. The seller – That's you, the business issuing the invoice. 2. The buyer – Your customer who receives the invoice. 3. The seller's ASP (Accredited Service Provider) – An FTA-approved tech platform that formats and securely sends your invoice to the right channels. 4. The buyer's ASP – Another approved platform that receives and processes the invoice on the buyer's side, ensuring compatibility and security. 5. The Federal Tax Authority (FTA) – The ultimate overseer. It validates the invoice in real time for compliance, accuracy, and auditability. So, every e-invoice is more than a digital receipt — it's a structured dialogue routed through secure intermediaries, keeping everyone accountable and in sync. So, every time an e-invoice is created, it's not just a one-way message from seller to buyer. It's a five-way interaction that promotes trust, automation, and audit- readiness. As in most economies, even the FTA's rollout will occur in two phases: • Phase 1 (July 2026): Targets large businesses issuing B2B and B2G invoices. • Phase 2 (2027 onward): Extends to SMEs and B2C entities with invoice clearance and real-time reporting. Saudi Arabia: A regional success story Saudi Arabia's Zatca introduced e-invoicing in 2021 with a phased approach — first requiring businesses to generate e-invoices, and later mandating real-time integration with tax systems. The result? Millions saved in VAT leakage, quicker audits, and improved compliance. Businesses became more transparent and tax administration more efficient. For the UAE, Saudi Arabia's approach offers a ready blueprint for scale and execution — backed by data and success metrics. India's experience: Scale, simplicity, and structure India launched its e-invoicing regime under the GST framework in 2020. Starting with large taxpayers and expanding downward, every invoice passes through a centralised Invoice Registration Portal (IRP) and is validated in real time. This system exposed large-scale mismatches and helped recover massive tax leakages, while improving invoice trail integrity. One key takeaway from India is that technology alone isn't enough — effective training, stakeholder awareness, and robust onboarding are critical to success. The Peppol model: A path to global compatibility Peppol is like the global party planner for e-invoicing — making sure every guest (buyer or seller) shows up on time, wears the right outfit (standard format), speaks the same language (structured data), enters through the approved door (access point), and follows house rules (security and validation). Whether the party's in Singapore, Sydney, or Sharjah, Peppol ensures the compliance stays smooth and no one gets lost in translation. For the UAE, it could be the key to hosting seamless e-invoicing across the GCC ensuring flawless digital harmony. Countries like Singapore and Australia have already adopted Peppol to simplify both domestic and international e-invoicing. For the UAE, it could serve as the backbone for GCC-wide interoperability, reducing system mismatches and enabling seamless digital trade in B2B and B2G environments. The time to act is now The FTA may have set the deadline for 2026, but readiness must begin today. Companies should assess their ERP capabilities, ensure XML/JSON compatibility, engage with registered ASPs, and prepare teams for new workflows. This transformation isn't just about compliance — it's about competitiveness. The UAE Vision 2031 imagines a fully digital tax ecosystem powered by AI, real-time validation, and data transparency.
