Chinnaswamy stadium stampede: Government submits inquiry commission's report to Karnataka High Court

The State government on Thursday submitted copies of the report submitted by the John Michael D'Cunha Commission of Inquiry on the stampede that occurred outside M. Chinnaswamy Stadium.
A Division Bench comprising Justice Jayant Banerji and Justice Umesh M. Adiga, which briefly perused the report, adjourned further hearing till August 11.
The Bench, on August 5, directed the government to submit the report while hearing a petition filed by M/s DNA Entertainment Networks Pvt. Ltd., the event management partner of Royal Challengers Sports Pvt. Ltd., which owns the Royal Challengers Bengaluru (RCB) cricket team.
DNA's petition
DNA had filed the petition complaining that the commission violated the provisions of the Commissions of Inquiry Act (CoI Act), 1952, in conducting the proceedings, as no opportunity to cross-examine the witnesses was given to DNA.
It has also been alleged in the petition that the commission had failed to give a personal hearing as per the provisions of the CoI Act before making any adverse remarks that could prejudicially affect the reputation of any person, despite the representative of the DNA having made a request in this regard.
The court had directed the production of the commission's report in a sealed cover to ascertain the allegations made in the DNA's petition.

Critics from both PoK and Balochistan argue that Pakistan is still 'shackled' not by colonial powers, but by poverty, hunger, unemployment, and, above all, military dominance. They point out that although Pakistan adopted democracy after independence, no prime minister has ever completed a full five-year term, with the military seen as the ultimate authority. Currently, they say, while Prime Minister Shehbaz Sharif is the nominal head of government, real power rests with General Asim Munir, under whose direction national decisions are made. Kolhapur: The Bombay high court on Thursday issued a "sitting list" of judges who will serve at the Kolhapur circuit bench, which will start operations from Aug 18. A division bench comprising Justices M S Karnik and Sharmila U Deshmukh, along with single bench judges Justice Shivkumar Dige and Justice S G Chapalgaonkar, will commence hearings. Tired of too many ads? go ad free now Justices M S Karnik and Sharmila U Deshmukh will sit in courtroom 1 as the division bench and handle all public interest litigation, civil writ petitions, first appeals, family court appeals, contempt appeals, and various other applications, including confirmation of death sentence cases with connected appeals. Justice Shivkumar Dige will preside over courtroom 2 as single bench 1, while Justice S G Chapalgaonkar will oversee courtroom 3 as single bench 2. An order signed by H M Bhosale, registrar (judicial 1), mandates that cases where the Apex Court has ordered expeditious or time-bound hearings will receive priority. "The matters of senior citizens and the marginalised sections would also be given priority," the order states. Additionally, criminal appeals pending for more than five years, where the accused are detained, will be prioritised. Under the Arbitration and Conciliation Act, 1996, Justice Shivkumar Dige is designated to hear and decide cases. Matters on the Companies Act, 1956, Companies Act, 2013, and the Banking Regulation Act 1949 will fall under the jurisdiction of Justice S G Chapalgaonkar. For partially heard matters, where all parties submit a joint written request for retention before the high court, the cases will be reviewed by the Chief Justice. If approved, the Chief Justice will assign these matters to the HC judges.
