NGT pulls up MCD over failure to clean Aya Nagar pond, seeks affidavit from commissioner
Taking suo motu cognisance of the matter, the Tribunal has now directed the MCD Commissioner to file an affidavit within four weeks explaining the prolonged inaction.
The case was triggered by multiple inspection reports filed by the DPCC, which highlighted the alarming condition of the pond. The most recent report, submitted on June 11, 2025, following an inspection on May 13, noted that the pond remained filled with plastic waste, garbage, and sewage.
Geo-tagged photos submitted by the DPCC confirmed dumping of waste along the pond's periphery, with the garbage ultimately contaminating the water. The area also emitted a strong foul smell, indicating the presence of untreated sewage. Crucially, water samples collected during the inspection failed to meet the prescribed standards for Biochemical Oxygen Demand (BOD) and Total Coliform levels, confirming high levels of contamination.
'The above report of DPCC was filed on or about June 11, 2025. Thereafter, more than one and a half months have passed, but MCD has not filed any response to the status noted in the report,' observed the Tribunal, pulling up the civic body for its 'complete failure' to comply with its earlier orders and to take necessary remediation steps. The issue dates back to November 2023, when the NGT had first directed the DPCC to inspect the pond and initiate remedial measures.
A follow-up inspection in February 2024 had already revealed rampant pollution, including the dumping of plastic, washing of cattle nearby, and direct discharge of sewage into the water body due to lack of a functional sewerage system. Despite notices issued in August 2024 and a series of directions over the months, the MCD has remained largely non-responsive, according to the Tribunal's records.
In its latest order, the NGT said: 'We require the Commissioner, MCD to file an affidavit disclosing the reasons for not taking steps to keep the pond clean and failing to restore the pond and not complying with the orders of the Tribunal.' The next hearing is scheduled for August 25, 2025. Environmental activists have called the situation a reflection of civic apathy.

MCD approves installation of ingesta plant at Ghazipur slaughterhouse
New Delhi: Municipal Corporation of Delhi has told National Green Tribunal that its standing committee has approved the installation of an ingesta plant at Delhi's lone slaughterhouse in Ghazipur that has remained shut since May 30, 2022, for flouting environmental norms. MCD said that after the work order has been issued and it will take three to six months to complete the plant's installation. The ingesta plant helps in handling large quantities of paunch waste and dung generated at the slaughterhouse. The senior counsel appearing for MCD has submitted that the "meeting of the standing committee was held on July 16", when it approved the proposal and the work order will be issued in two weeks. The RO plant was installed by the concessionaire of the slaughterhouse on a public-private partnership (PPP) basis. After multiple efforts, MCD was successful in identifying an agency for running the ingesta plant project last year. "But the project was costing around Rs 6 crore and it needed approval from the standing committee," an official earlier said. The abattoir has a capacity of slaughtering 15,000 animals per day in three shifts. It became operational in 2009 after the old slaughterhouse at Idgah was shifted to Ghazipur.

Delhi: MCD to cover open dhalao near AIIMS
The Municipal Corporation of Delhi (MCD) has informed the National Green Tribunal (NGT) that a fresh tender has been issued to renovate and cover a dhalao near the All India Institute of Medical Science (AIIMS). A fresh tender was required as the previous bidder failed to carry out any work, MCD said. The dhalao located near AIIMS gate number 6. (HT Photo) MCD, in their affidavit dated July 17, also stated that it is not possible to set up a Fixed Compactor Transfer Stations (FCTS) for local waste management in the area since the existing dhalao itself was found to be built-upon a covered portion of the Kushak drain in southwest Delhi. '...the construction of an FCTS is not possible at this site, as this dhalao is existing on a part of the covered Kushak nallah coming from AIIMS side. It is also to specify that there is no other suitable MCD land available for construction of the FCTS in place of this dhalao,' the affidavit, uploaded recently, mentioned. NGT was hearing a plea filed in March last year, alleging that the dhalao located barely 30 metres from gate number six of AIIMS, was leading to air pollution, with the foul smell making it tough for residents to live in the vicinity and also impacting the patients. The MCD, in a previous submission in January had also stated it is not possible to shut down the dhalao, as it handles 12-14 metric tonnes (MT) of waste from nearby areas. The plan, however, is to cover and improve the existing dhalao, with ₹15.98 lakh earmarked for installation of a gate at its entrance, galvanised iron (GI) sheets for the roof; tile-work; painting and rewashing. Further, it said it plans to increase the dhalao area by amalgamating a part of the office adjacent to it in order to streamline collection of municipal solid waste. In its latest submission, MCD said an order was awarded in February to an agency to carry out this work, however, the agency failed to execute it on-ground. 'Hence the contract has been closed and his earnest money and performance guarantee has been forfeited after approval of the competent authority..' the MCD said, stating a fresh tender was opened on July 22 – with work to be completed within 45 days of awarding the tender. 'We will ensure that this dhalao is being maintained in good sanitary condition and it is assured that every possible efforts shall be made by the department to maintain this dhalao in good sanitary and hygienic condition, as per the provisions of the Solid Waste Management Rules, 2016..' the submission added.
