Delhi: MCD to cover open dhalao near AIIMS
MCD, in their affidavit dated July 17, also stated that it is not possible to set up a Fixed Compactor Transfer Stations (FCTS) for local waste management in the area since the existing dhalao itself was found to be built-upon a covered portion of the Kushak drain in southwest Delhi.
'...the construction of an FCTS is not possible at this site, as this dhalao is existing on a part of the covered Kushak nallah coming from AIIMS side. It is also to specify that there is no other suitable MCD land available for construction of the FCTS in place of this dhalao,' the affidavit, uploaded recently, mentioned.
NGT was hearing a plea filed in March last year, alleging that the dhalao located barely 30 metres from gate number six of AIIMS, was leading to air pollution, with the foul smell making it tough for residents to live in the vicinity and also impacting the patients.
The MCD, in a previous submission in January had also stated it is not possible to shut down the dhalao, as it handles 12-14 metric tonnes (MT) of waste from nearby areas.
The plan, however, is to cover and improve the existing dhalao, with ₹15.98 lakh earmarked for installation of a gate at its entrance, galvanised iron (GI) sheets for the roof; tile-work; painting and rewashing. Further, it said it plans to increase the dhalao area by amalgamating a part of the office adjacent to it in order to streamline collection of municipal solid waste.
In its latest submission, MCD said an order was awarded in February to an agency to carry out this work, however, the agency failed to execute it on-ground.
'Hence the contract has been closed and his earnest money and performance guarantee has been forfeited after approval of the competent authority..' the MCD said, stating a fresh tender was opened on July 22 – with work to be completed within 45 days of awarding the tender.
'We will ensure that this dhalao is being maintained in good sanitary condition and it is assured that every possible efforts shall be made by the department to maintain this dhalao in good sanitary and hygienic condition, as per the provisions of the Solid Waste Management Rules, 2016..' the submission added.

The waste, it claims, is being transported from the RIICO Industrial Area of Bhiwadi, Rajasthan. 'These open burning sites operate round the clock and have turned parts of the Aravallis into gas chambers,' said Kumar. 'Toxic emissions are impacting the air, soil, water, and the health of local villagers, many of whom report breathing issues, skin problems, and eye infections.' The petition highlights that illegal units engaged in scrap-processing, tyre pyrolysis, and drum recycling are operating on village and forest land without any mandatory consent to establish (CTE) or consent to operate (CTO) from the Haryana State Pollution Control Board (HSPCB). These operations are releasing hazardous pollutants such as dioxins, furans, sulphur dioxide, and volatile organic compounds (VOCs). Responding to the NGT's May 30 directive, the HSPCB conducted inspections on May 6 and confirmed the presence of 12 illegal units in the area. According to RTI documents submitted by HSPCB with the review petition submitted on June 26, these units were shut down, and show-cause notices were issued under various sections of the Air and Water Acts. Environmental compensation is also being levied based on the scale of violations. Despite the forest classification of the affected land, the petitioner stated that the forest department and local administration have not initiated any restoration, afforestation, or remediation work. In his review petition (RA No. 18/2025), Kumar has sought urgent judicial directions for the ecological revival of the forest, especially in light of recent fires in the region that scorched over five acres of land. The petition also accuses the Rajasthan State Pollution Control Board (RSPCB) of inaction. During site inspections by RSPCB, labeled containers and packaging linked the waste to industrial units in Bhiwadi, raised serious questions of inter-state environmental accountability. 'This is not just a Haryana issue—it's an inter-state environmental emergency,' the petition states. Kumar has called for the formation of a joint expert committee to assess environmental and health damage and recommend long-term restoration measures. 'Unless the polluters are penalized and the ecosystem is revived, the Aravallis will face irreversible damage,' he said. The NGT is set to review the matter again in the next hearing scheduled for August 19, 2025. The tribunal is expected to take stock of the action taken so far and deliberate on the expanded demands for forest revival, stricter enforcement, and inter-state coordination. This case adds to mounting concerns over degradation in the Aravalli range, a vital ecological buffer for the National Capital Region, and critical to groundwater recharge and biodiversity conservation.

Illegal building to car park in protected Aravalis: NGT serves notice to Haryana
Gurgaon: The National Green Tribunal (NGT) has taken cognizance of environmental violations in the ecologically sensitive Aravali forest area near Suncity at Sector 54 and issued notices to Haryana govt, forest department and pollution department, seeking clarification. The next hearing is scheduled for Oct 29, 2025. The tribunal was hearing a petition filed by a resident, alleging that more than 10 acres of Aravali land in Sector 54 have been encroached upon. The plea claimed several violations on the forestland, including construction of an unauthorised building and a parking lot, installation of illegal borewells and light and noise pollution. It also highlighted concretisation of natural stormwater drains and operation of an unlicensed commercial cowshed, which are in violation of environmental laws and the 1992 Aravali Notification. "Remove the 1.5km unauthorised motorable road built through the forest and initiate ecological restoration. Seal illegal borewells and impose environmental compensation for groundwater misuse, sewage discharge, and waste burning. Protect and restore the wildlife corridor in the area. Relocate over 250 cattle housed in the unlicensed gaushala. Form a Joint Monitoring Committee to oversee compliance and submit quarterly reports to the tribunal," the petition filed by Rana pleaded. The petition details a series of complaints dating back to Nov 28, 2024, when locals first contacted the principal chief conservator of forests. A site inspection by the divisional forest officer followed on Dec 14. Despite verbal instructions to trustees running the illegal building in early Jan 2025 and multiple written complaints to forest and environment authorities, violations reportedly continued. Also, key actions were taken after the inspection. On Jan 17, 2025, a forest offence report (FOR No. 014/0519) was issued, citing construction of an illegal parking lot. On June 23, fresh representations were made to the deputy commissioner and state pollution control board, alleging ongoing violations. The petition alleged inaction and regulatory lapses, even after formal findings by forest officials. Rana, trustee of the Aravalli Bachao Citizens Movement, said, "A large new structure was built over the past two months, including concretised areas, metal sheds and a cemented parking lot, now spanning over two acres. Loudspeakers installed on the premises play amplified music throughout the day, disturbing wildlife in the surrounding eco-sensitive zone." Activists have also reported installation of high-intensity floodlights, disrupting nocturnal wildlife movement. Asked about the allegation, a forest said, "We will submit details to the tribunal on the matter."
