Jinggoy seeks removal of SHS in basic education
In his explanatory note for Senate Bill No. 3001, Estrada said that the SHS 'still has not fully achieved its goal' to produce skilled and job-ready graduates 12 years after the enactment of Republic Act No. 10533, also known as the Enhanced Basic Education Act of 2013.
'We can't keep letting students and their parents shoulder the extra time and cost of senior high school. Bakit natin hahayaan na patuloy na maging dagdag pasanin sa oras at gastusin ang dalawang taon sa high school level?' Estrada said in a statement.
(Why should we continue allowing the additional two years in high school to be an extra burden to the time and expenses of the students and parents?)
Under the proposed measure, Estrada seeks to retain the fundamental principles of RA 10533, sans the SHS level in a bid 'to simplify the high school system while still making sure students get quality education that meets global standards.'
He recommended a one-year kindergarten education, followed by six years of elementary education, and four years of secondary education.
'This bill is a practical step to fix our basic education system – make it more efficient, use resources better, and give students a more meaningful learning experience,' Estrada added.
The incoming academic year will run from June 16, 2025, and end on March 31, 2026, marking a return to the pre-pandemic school calendar.
The revised SHS curriculum, which underwent extensive review and consultation from education stakeholders, will also be piloted in School Year 2025-2026. There are 841 schools set to participate in the pilot run.
One of the key features of the new curriculum is the reduction of core subjects from the 15 being offered per semester, to just five that will be offered for a full year in Grade 11.
These five new subjects are: Effective Communication (Mabisang Komunikasyon), Life Skills, General Mathematics, General Science, and Pag-aaral ng Kasaysayan at Lipunang Pilipino.
All subjects that are no longer part of the core will already be called 'electives,' instead of applied and specialized subjects. The new subjects or electives are also updated and grouped under the Academic and TechPro clusters.
Under the new curriculum, students will also be allowed to take up any subject from any of the clusters of subjects offered by their school. The learners may also avail of a 'doorway option' wherein they will take subjects from the other strand. — RSJ, GMA Integrated News

Bonoan: DPWH validating 'ghost' flood control projects in Bulacan
Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan on Tuesday expressed belief that "ghost" flood control projects worth P5.9 billion mar some areas in Bulacan. In his interpellation during a Senate blue ribbon committee hearing, Senate President Pro Tempore Jinggoy Estrada said his office received reports that there are "ghost projects" in Malolos City and the municipalities of Calumpit and Hagonoy in Bulacan. Estrada said that among the contractors allegedly involved is the Wawao Builders—one of the 15 contractors named by President Ferdinand "Bongbong" Marcos Jr. that supposedly got 20% of the total P545 billion budget of flood control projects in the country. Bonoan said that the DPWH is still validating such reports of ghost projects, but when asked by Estrada if he believes the existence of such, the Secretary said, "In all honesty Your Honor, I think so." "There are district offices that try to continue the validation of some of the projects. Let me just point out, Your Honor, that many of these projects… I have mentioned, some of the projects were implemented in 2021 [and] 2022," Bonoan said. The DPWH chief further said he learned of the possible existence of the ghost projects "just lately." "There are already information coming… There are people actually in the department, that are… There are people who can actually testify, Your Honor. There are projects that we are intensively validating," Bonoan added when asked how he learned of such. Estrada then asked Bonoan how much was awarded to Wawao Builders, but the DPWH chief initially said that he had no figures to show. This infuriated the senator. "Mayroong mga figures diyan, 'wag niyo ko lolokohin dito. Ilabas niyo kung magkano 'yung in-award niyo du'n sa Wawao Builders, mga ghost projects. We'll wait for it… Nakakadiri kayo," Estrada said. (You have figures there to show. Don't try to fool me. Tell us how much you awarded Wawao Builders, the ghost projects. We'll wait for it... You are disgusting.) According to Bonaoan, Wawao Builders had 85 projects worth P5.971 billion in the first engineering district of Bulacan. "There seems to be some ghost projects that have actually been reported, Your Honor. Bonoan open to rotating district engineers of DPWH
Department of Public Works and Highways (DPWH) Secretary Manny Bonoan on Tuesday welcomed the proposal of Senator JV Ejercito to enforce a revamp among the agency's district engineers. ''Ongoing naman. Actually marami kaming ni-rorotate ngayon na mga district engineers so I think, siguro napapanahon na nga siguro… Pag-isip-isipan namin 'yung mga ganyang pagro-rotate,'' Bonoan said in an interview on Super Radyo dzBB. Last week, President Ferdinand ''Bongbong'' Marcos Jr. launched a website where the public can report on questionable flood control projects. Marcos disclosed that 20% of the P545-billion budget for flood control projects was awarded to only 15 contractors, five of whom have contracts across the country. Senate blue ribbon panel to summon contractors absent in flood control hearing
The Senate blue ribbon committee on Tuesday ordered the issuance of subpoenas against private contractors that failed to attend the initial public hearing into the supposed anomalous flood control projects in the country. This came after Senator Ronald 'Bato' Dela Rosa made a motion for the issuance of subpoena against absent invited contractors to require them to attend the next hearing. Panel chairperson Senator Rodante Marcoleta approved the motion after no senator objected. Senate blue ribbon oversight office management director general Atty. Rodolfo Noel Quimbo noted that invitations were submitted to 15 contractors, but only 11 replied and seven are represented in the ongoing hearing. 'Seven out of 15 are represented today in this hearing? And they just simply replied but did not send representatives? I just hope this is not a sign of disinterest on their part because this meeting is called precisely to get to the bottom of this problem,' Marcoleta said. Committee vice chairperson Erwin Tulfo then made a manifestation, saying that the contractors that will be summoned to the Senate have to come up with a reasonable answer why they were absent. 'Para hong ginagago itong committee natin—na may sakit, nagbakasyon na, may mga prior schedule. Ano mas importante—prior schedule o itong imbestigasyon na 'to? Because P544 billion ang pinag-uusapan natin, not a small change, Mr. Chair,' Tulfo said. In his opening speech, Marcoleta said that the root of the flood control issue 'boils down to the rampant corruption entangled within the core of our government.' 'The magnitude of this issue cannot be understated. Funds are wasted over questionable projects. Lives and properties are lost due to failures in flood control.
