Bonoan open to rotating district engineers of DPWH
''Ongoing naman. Actually marami kaming ni-rorotate ngayon na mga district engineers so I think, siguro napapanahon na nga siguro… Pag-isip-isipan namin 'yung mga ganyang pagro-rotate,'' Bonoan said in an interview on Super Radyo dzBB.
(This is ongoing. Actually we have rotated a number of district engineers. So I think it's time to rethink that rotation.)
According to Bonoan, there is also a policy indicating that district engineers should be rotated every three years.
Ejercito had called for the arrest of big personalities linked to irregularities in flood control projects, raising a possible "collusion" between government officials and private contractors.
Ejercito, who serves as Senate deputy majority leader, stressed that there is 'a special place in hell' reserved for those who are engaged in ghost and fraudulent flood control projects in the country.
Bonoan confirmed that he would attend the Senate blue ribbon committee hearing on alleged irregularities in flood control projects, saying the DPWH has already begun inspections across the country.
Last week, President Ferdinand ''Bongbong'' Marcos Jr. launched a website where the public can report on questionable flood control projects.
Marcos disclosed that 20% of the P545-billion budget for flood control projects was awarded to only 15 contractors, five of whom have contracts across the country.
Marcos recently sought explanation from St. Timothy Construction Corp. regarding its supposed failed flood control project in Calumpit Bulacan, which was hit by floods, with residents of several barangays forced to wade through flood water for at least two weeks. —KG, GMA Integrated News

Bonoan: DPWH validating 'ghost' flood control projects in Bulacan
Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan on Tuesday expressed belief that "ghost" flood control projects worth P5.9 billion mar some areas in Bulacan. In his interpellation during a Senate blue ribbon committee hearing, Senate President Pro Tempore Jinggoy Estrada said his office received reports that there are "ghost projects" in Malolos City and the municipalities of Calumpit and Hagonoy in Bulacan. Estrada said that among the contractors allegedly involved is the Wawao Builders—one of the 15 contractors named by President Ferdinand "Bongbong" Marcos Jr. that supposedly got 20% of the total P545 billion budget of flood control projects in the country. Bonoan said that the DPWH is still validating such reports of ghost projects, but when asked by Estrada if he believes the existence of such, the Secretary said, "In all honesty Your Honor, I think so." "There are district offices that try to continue the validation of some of the projects. Let me just point out, Your Honor, that many of these projects… I have mentioned, some of the projects were implemented in 2021 [and] 2022," Bonoan said. The DPWH chief further said he learned of the possible existence of the ghost projects "just lately." "There are already information coming… There are people actually in the department, that are… There are people who can actually testify, Your Honor. There are projects that we are intensively validating," Bonoan added when asked how he learned of such. Estrada then asked Bonoan how much was awarded to Wawao Builders, but the DPWH chief initially said that he had no figures to show. This infuriated the senator. "Mayroong mga figures diyan, 'wag niyo ko lolokohin dito. Ilabas niyo kung magkano 'yung in-award niyo du'n sa Wawao Builders, mga ghost projects. We'll wait for it… Nakakadiri kayo," Estrada said. (You have figures there to show. Don't try to fool me. Tell us how much you awarded Wawao Builders, the ghost projects. We'll wait for it... You are disgusting.) According to Bonaoan, Wawao Builders had 85 projects worth P5.971 billion in the first engineering district of Bulacan. "There seems to be some ghost projects that have actually been reported, Your Honor. Yes, we're investigating … They'll be coming up with a financial and physical report in one week's time in my office," he added. — VDV, GMA Integrated News

Bonoan: 'No significant coordination' yet with DENR agency on flood control plan
Secretary Manuel Bonoan said on Tuesday that there is currently "no significant coordination" between the Department of Public Works and Highways (DPWH) and the River Basin Control Office (RBCO) in relation to the development of a master plan for flood control projects. The DPWH has had "no significant coordination at this point in time" with the RCBO, an attached agency of the Department of Environment and Natural Resources (DENR), to develop a master plan to address flooding, said Bonoan, who was speaking at the Senate Blue Ribbon Committee hearing on the alleged anomalous flood control projects. Bonoan's predecessor, Senator Mark Villar, emphasized the importance of master plans and funding for their implementation. 'Base sa karanasan ko bilang Secretary ng Public Works, napaka-importante po ang master planning sa flood control kasi pwede mong ayusin ang isang section at bibilis ang daloy ng tubig. Pero pagdating sa ibang section na walang flood control, maiipon ang tubig at mas lalala ang baha sa ibang areas,' Villar said. (Based on my experience as DPWH secretary, master planning is very important in flood control because through it, you can fix an affected section and the flow of water will ease. But the water will accumulate and the flood will worsen in other areas that have no flood control.) 'So napaka-importante na magkaroon tayo at suportahan natin ang mga master plan ng flood control projects. And there are master plans. I'm aware; may mga master plan talaga sa DPWH. Some of them are foreign-funded master plans, and some of them are each water basin na may master plan,' he added. (So it is very important that we come together and support the master plan for flood control projects. And there are master plans. I'm aware there are master plans in the DPWH. Some of them are foreign-funded master plans, and some of them are master plans of each water basin.) Villar, who served as DPWH chief during the Duterte administration, also called for more accountability measures to prevent substandard flood control projects. 'Nung nagkaron ng inspection si President Marcos, may nakita siyang mga substandard. 'Yun ang kailangan natin solusyonan sa lalong madaling panahon dahil that is very unacceptable that we have substandard projects,' he said. (When President Marcos did an inspection, he found substandard projects. That is what we need to solve as soon as possible because it is very unacceptable that we have substandard projects.) Between July 2022 and May 2025, the DPWH recorded 9,855 completed flood control projects, according to Bonoan. He said 3,709 projects worth P183 billion began construction as early as 2020 and 2021. Senate Blue Ribbon Committee chairman Rodante Marcoleta also noted during the hearing that based on the report submitted by the Senate Legislative Budget Research and Monitoring Office, the actual budget for flood control projects between July 2022 and May 2025 was P849 billion. 'We recognize the concern raised by the President…last Monday that while thousands of projects are reflected as completed, our citizens continue to experience recurring flooding. This is not a contradiction but a call for deeper accountability,' he added. President Ferdinand ''Bongbong'' Marcos Jr. earlier disclosed that 20% of the P545-billion budget for flood control projects was awarded to only 15 contractors. In his fourth State of the Nation Address (SONA) last month, the President vowed that those involved in anomalous flood control projects would be held accountable. –VBL, GMA Integrated News

Bonoan open to rotating district engineers of DPWH
Department of Public Works and Highways (DPWH) Secretary Manny Bonoan on Tuesday welcomed the proposal of Senator JV Ejercito to enforce a revamp among the agency's district engineers.
