
'Options paper' suggests landlords be allowed 2% rent rise once RPZs run out
Minister for Housing James Browne has received an "options paper" from the Housing Agency which suggests landlords should be allowed to increase rent by more than 2% when rent pressure zones run out at the end of this year.
RTÉ News understands the Department of Housing was given the options paper in the past week, at the same time as Mr Browne was at the centre of the Housing Activation Office housing czar appointment controversy.
According to a number of sources, the options paper sets out three options for what should happen when rent pressure zones finish at the end of this year.
The first is to retain the existing system, the second is to scrap it entirely and the third is to allow landlords who own properties in rent pressure zones to increase their rents by more than the current limit of 2% if they wish to do so.
It is understood the options paper has recommended the third option - namely to allow landlords to increase their rents over and above current rent pressure zone limits.
However, sources have stressed that this is currently simply an options paper, and that neither Mr Browne nor the Cabinet will be making any decision on the matter for a number of weeks.
Rent pressure zones have been in place for a number of years in parts of the country where rents are highest, where rental prices are rising quickly, and where there is a shortage of affordable accommodation.
Under the current system, a landlord cannot increase their rent by more than 2% per year if it involves a property in a rent pressure zone.
While the system was due to run out at the end of 2024, the Government instead agreed in May 2024 to extend the system under 31 December 2025.
Speaking in March, Taoiseach Micheál Martin confirmed that the Government is considering whether to continue with the existing system or to replace it with a system "which protects renters but also enables people to have a clear, stable environment in which to invest".
Govt must ask if it has confidence in housing minister, says SF
Sinn Féin TD Donna McGettigan has said the Government should ask itself if it still has confidence in Minister for Housing James Browne following how the appointment of a housing czar was handled.
Speaking on RTÉ's The Week in Politics programme, Ms McGettigan said after recent days she wanted to know whether the Government had confidence in Mr Browne to solve the housing crisis.
Ms McGettigan said the mooted €430,000 retained salary for NAMA chief executive Brendan McDonagh, who on Thursday said he no longer wanted to be considered to lead the Housing Activation Office, was the equivalent of 11 gardaí.
On the same programme, when asked what chance he believed the Government has in meeting its housing targets this year, Social Democrats TD Gary Gannon said: "Zip."
Mr Gannon described the controversy around the appointment of a housing czar as being "in omnishambles territory" and said while the independent housing commission recommended a housing executive with legislative footing "what we got was a strong man" suggestion from Government.
Responding to the criticism, Fianna Fáil TD and Minister for Higher and Further Education James Lawless said the "public don't want parlour games" and that he believes it is "crystal clear" a Housing Activation Office is needed.
Asked to respond to the housing czar plan, he said the Government was focused on the Housing Activation Office and that "nobody was talking about [a housing tsar]".
On Friday, Tánaiste and Fine Gael leader Simon Harris said he did not believe a €430,000 salary to lead the Government's new Housing Activation Office would be appropriate, insisting "we have to get this right".
Asked on RTÉ's The Late Late Show whether such a salary is appropriate for a job which is meant to involve overseeing housing reforms to help people who cannot currently afford a home, Mr Harris said, "I don't".
However, he added, "this isn't about any one person", adding "I think what's most important is we get the skillset right".

State still missing targets despite 70pc of new vehicles bought last year being electric
Analysis by transport management firm Geotab shows that while the public sector is setting the pace for replacement of petrol and diesel with electric, it still has a long way to go. At the end of last year, 782 of a total of 13,058 state-owned vehicles were fully electric – up from 550 in 2023. It is a significant improvement on 2019, when the Government first set a target for EV adoption for the whole country. It emerged at the time that just 13 state-owned cars were electric. Since then, the percentage of the fleet that is powered by electricity has grown from 1.1pc in 2020 to 1.7pc in 2021, 2.6pc in 2022, 4.3pc in 2023 and 6pc in 2024. However, the fleet has also almost doubled in size in that period, so there are now more petrol and diesel cars to replace. Across the country, the proportion of fully electric vehicles on Irish roads is around just 3pc. Buying electric also made better financial sense, with a possible saving of €12,900 per vehicle over a seven-year period 'While the latest figures on the increasing number of EVs in the state fleet make for positive reading, there is still a long way to go in terms of adoption of zero-emission vehicles,' said Oliver Holt of Geotab. 'The Public Sector Climate Action Mandate has clearly been a positive influence, but significant momentum now needs to be built whereby vehicles are being proactively replaced as opposed to waiting for procurement cycles in order for the change to finally happen.' The mandate requires government departments and state bodies to buy only zero-emission vehicles wherever possible. It was drawn up to set an example for the rest of the country, to ensure taxpayers' money was being spent on cleaner options and to help boost supply in the second-hand EV market. Geotab analysis found buying electric also made better financial sense, with a possible saving of €12,900 per vehicle over a seven-year period. Under the country's first Climate Action Plan, published in 2019, the aim was to have 945,000 EVs by 2030. Latest indications are that the very best that might be achieved by then if there is a rapid acceleration in switching from petrol and diesel is 640,750.

Ireland does not satisfy international standard for election observation, group claims
The Government has been called on to reassess legislation around election observing after reported issues during the general election. Non-governmental organisation Democracy Volunteers sent a group of observers to Dublin and Kildare to observe but said that while the Government and "many individual returning officers" are welcoming, some were not. The group claimed Ireland does not fully meet the international standard for election observation as, in the case of a general election, observation is only possible where each individual returning officer gives their approval for it to go ahead. As a result, election observation can, and sometimes is, prevented by local returning officers, said director of Democracy Volunteers, Dr John Ault. "This is not an ideal situation as, despite the clear benefits of election observation, which the Irish Foreign Ministry contributes to around the world, as part of the EU and the Organisation for Security and Co-operation in Europe (OSCE) states, it does not fully allow observation of its own elections," said Dr Ault. "We therefore call on the Irish Government to reassess its legalisation regarding election observation to allow domestic and international observers full access to the voting process." Minister for housing and local government, James Browne, said his department actively seeks to facilitate the attendance of observers at any election or referendum whenever such requests are received. Mr Browne said requests from Democracy Volunteers have been facilitated in the past, including the most recent general election. The OSCE's Office for Democratic Institutions and Human Rights undertook needs assessment missions in advance of the last four general elections, Mr Browne noted. However, on these occasions it did not deploy full election-related missions with the last full mission taking place ahead of the general election in March 2007. Responding to a question from People Before Profit-Solidarity TD Paul Murphy, Mr Browne said there are no plans at present to amend electoral law regarding election observation. "The legislation is kept under ongoing review and my department will continue to engage with all organisations involved in observing elections with a view to facilitating any future requests to observe at Irish elections," said Mr Browne.

Extensions for older relatives could be exempt from planning
Attic conversions and extensions for the purpose of housing elderly relatives could be exempt from planning before the end of the year, Minister for Housing James Browne will tell Cabinet later. Habitable modular cabins in homeowners' gardens, along with the subdivision of dwellings, could also be permitted without planning permission under proposals that are currently being considered. Work on the planning exemptions is now well advanced after 11 Government departments, local authorities and planning bodies have given their views on the initiative. Before the regulations are finalised, there will be a public consultation this month. Mr Browne will inform the Government that adapting dwellings to meet people's needs is a key priority. The changes could also see some design restrictions for home extensions abolished, such as the requirement for a pitched roof. Storage structures at the front of homes for bikes and bins could also be allowed. The proposals have been described by Minister for State John Cummins as a practical measure that will provide housing options for people. The changes will be contained in the Planning and Development Act, which is set to be implemented in full before the end of the year. If this does not happen, it is possible the planning exemptions will be progressed separately. Defective Concrete Blocks Bill Minister for Housing James Browne will also seek Cabinet approval today to draft the Remediation of Dwellings Damaged by the Use of Defective Concrete Blocks (Amendment) Bill. The Bill will include technical amendments to make the scheme fairer. The increased scheme cap and rates will now apply to all applicants who incurred costs since 29 March 2024. The construction of a new dwelling adjacent to a defective home will be permitted in very limited circumstances for vulnerable families. The period allowed to complete the remediation works will increase from 65 weeks to 130 weeks. Cabinet to hear plans to increase prison spaces Separately, Minister for Justice Jim O'Callaghan will update Cabinet on plans to accelerate the construction of 960 prison spaces by the end of the decade. He will inform the Government that the prison system is currently operating at 115% over capacity with a new record high of 5,394 individuals detained in mid-April. This is an 11% rise in 12 months and over 1,100 more people are in prison compared to January 2023. Mr O'Callaghan intends to introduce an electronic tagging pilot programme in the coming months. Meanwhile, Minister for Enterprise Peter Burke is setting up a new group aiming to reduce the cost of running a business. The Cost of Business Advisory Forum will hold its first meeting on 11 June. The forum will meet at least six times and deliver its recommendations to the Government in early 2026.
