Free city centre bike store to close

A cycling charity has said it is "gutted" by the closure of a bike store, intended to reduce bicycle thefts in Worcester city centre.
Bike Worcester said the free facility in Friary Walk shopping centre - formerly Crowngate - has been used to securely store 28,000 bikes a year.
The space, which has now been leased to a rent-paying customer, will close on Wednesday, four years after it opened.
Dan Brothwell, from the charity, said it was "as good a place to lock our bikes as we've found anywhere in the world".
Mr Brothwell paid tribute to the shopping centre's manager for making the facility available to cyclists for free.
"Bike Worcester were approached by Mike Lloyd in the depths of Covid with an idea of making an unused commercial unit available as a place for people to store bikes," he said.
"It would be under the watchful eyes of CCTV with the security team regularly checking in. It was a no-brainer."
Mr Lloyd said the centre had been "incredibly proud" of the role it had played in "encouraging more sustainable travel", adding it "was the right thing to do during a difficult time for the city".
"Now, as we celebrate a full return to occupancy at Friary Walk - a real milestone for the local economy - we must transition the unit back into retail use," he said.
The store also included a repair station for people to carry out minor services of their bikes.
Mr Brothwell said any bikes which were found unlocked would be secured, along with details on how to get it released - for which Mr Brothwell himself admitted to having been grateful on occasions when he had been distracted and forgotten to lock his own bike.
"It is with a heavy heart we say farewell to the Friary Walk bike store," he said. "We've used it to store our bikes, fix our bikes, and help others fix their bikes.
"It's been instrumental in growing Bike Worcester."
Mr Lloyd said Friary Walk was "committed to supporting active travel" and was working to install external bike racks.
He added that the stands and racks from the bike store were being donated to the city council for potential relocation.

A building that used to be the home of a movie theater is being transformed into a new base of operations for the Worcester Housing Authority. The housing authority is building a new management and maintenance center at the site of the Webster Square Cinemas at 24 Mill St. The center will serve as a base of operations for Worcester Housing Authority's property managers and clerks, according to Chief Development Officer Peter Proulx. Staff at the center will also provide any maintenance, such as fixing broken water heaters, to housing units in the western part of the city, Proulx said. 'We're going to be able to manage many more units on the center and west side of the city from one facility, Proulx said. The Worcester Housing Authority has a total of 3,000 housing units in the city. Of those units, two-thirds (2,000) are located within the eastern part of the city, while the other third (1,000) is located in the western part, according to Proulx. The Worcester Housing Authority's main office is located at 630A Plantation St., just near the border of Shrewsbury. The Webster Square Cinema, originally named the Park Theater, opened in 1937, according to the Telegram & Gazette. The theater underwent a renovation in the 1960s and was closed in 1998, the Telegram & Gazette reports. The Worcester Housing Authority bought the property in 2022 for $1,350,000, according to city records. The management and maintenance center project costs $800,000 with an estimated opening date in two years, according to Proulx. The housing authority is using its capital fund to pay for the construction and renovations of the center. Proulx notes, however, that the authority also uses the capital funds for repairs that their housing units might need. As such, the authority has been budgeting the money between repairs and the new center. 'You can't just put up $800,000 in one shot and get it all done,' Proulx said. 'We're currently doing a lot of fire alarm replacements and sprinkler replacements. Those kinds of things in high-rise buildings cost millions of dollars.' The new center is a three-minute drive from Lakeside Apartments, which the Worcester Housing Authority is currently redeveloping. The old complex, which had 202 units, will be replaced with a new building with 350 units, according to the Worcester Housing Authority's website. The project is broken up into four phases, according to a timeline posted on the authority's website. The construction for the first and second phases of the redevelopment is expected to be completed by July 2027, according to the timeline. The Massachusetts Appeals Court upheld a lower court's ruling that orders the city of Worcester to pay more than $30 million to Holden for overcharging the town for using the city's sewer system. Associate Justices Maureen E. Walsh, Paul Hart Smyth and William J. Meade on Monday affirmed the previous ruling of Superior Court Judge James Manitsas, who in 2023, ordered Worcester to pay Holden $26,525,786 with 12% added on post-judgment interest for each year the judgment is not paid. Assuming Worcester does not pay in 2025, the city would owe Holden about $29.9 million. A spokesperson for the city of Worcester told MassLive the city received the court's decision and is 'reviewing its options for appeal at this time.' Holden officials did not immediately respond to requests from Masslive for comment on Monday. The city was found guilty by a jury in 2022 for overcharging Holden by more than $10 million in sewer transport fees. The jury awarded $14.6 million to Holden after the verdict. Worcester lawyers tried to have the verdict set aside, according to the Telegram & Gazette. Judge Manitsas, however, upheld the judgment in 2023 and also added $2.2 million in costs and $11.3 million in pre-judgment interests. In response, the city of Worcester appealed the verdict to the Appeals Court. A 'May 2000 Sewer Use Agreement allowed Worcester to impose disproportionately high costs on Holden, which paid significantly more to transport sewage than rate payers in Worcester,' according to court documents. A lower court rejected Worcester's argument based on 'freedom of contract,' and the appeals court affirmed the decision, allowing Holden's unjust enrichment claim to proceed. Holden's accusations of Worcester overcharging the town for sewer transport fees date back to 2013. The town filed a lawsuit that year, claiming that the sewer transport fees reviewed by both Worcester and the State Department of Conservation and Recreation were unreasonable and an unconstitutional tax. Holden officials claimed they were being overcharged about $1 million per year.
