Councillors express dismay over delay in completion of UGD works in Tirunelveli

The Hindu30-06-2025
A section of Corporation Councillors from the ruling DMK on Monday expressed displeasure over the underground drainage works progressing at a snail's pace in their wards and the problems encountered by residents due to roads dug up for the project.
DMK councillor (ward 51) D. Sahaya Juliet Mary said the UGD work was moving at a snail's place and, hence, the roads damaged due to the work could not be relaid. 'The Corporation officials should frequently inspect the ongoing UGD works in all wards to ascertain their progress and the sufferings of the residents. We need to complete the work at the earliest so that the roads damaged in the execution of the project can be relaid.'
Superintending Engineer Kannan said the UGD scheme had to be implemented for about 84 km in the third phase and, hence, was taking much time.
Councillor (ward 24) A. Ravindar and S. Petchiammal (ward 35), both from the DMK, also criticised the Corporation administration and the contract firm implementing the work for the delay.
Ms. Sahaya Juliet also wanted the officials to give drinking water connection to all houses in peripheral areas under the Ariyanayagipuram Drinking Water Scheme.
'We have planned to give drinking water connection to 33,330 houses under the scheme and so far covered 24,500 houses. Hence, all the houses will get drinking water connection,' Mr. Kannan said.
When AIADMK councillor (ward 31) S. Amutha urged the Corporation to start relaying of roads damaged during the UGD works and execute the work at the earliest with superior quality, Mayor G. Ramakrishnan, who intervened during his speech, said there was no misappropriation of Corporation funds in executing the works.
When Mr. Ramakrishnan said it was their leader (late Chief Minister J. Jayalalithaa) who was convicted in a corruption case, Ms. Amutha opposed it vehemently. When another AIADMK councillor (ward 28), M. Chandrasekar also joined Ms. Amutha, the meeting witnessed noisy scenes with DMK councillors S. Ulaganathan (ward 27), A. Ravindar (ward 24) and A. Shaikh Manzoor (ward 20) shouting that her leader was a convict in a corruption case.
With pandemonium continuing for a few minutes, Ms. Amutha and Mr. Chandrasekar staged a walkout.
When the councillors alleged that the contractors implementing various works in the urban civic body were showed total disregard for their works and implementing them slowly, Commissioner Monika Rana, who was participating in her maiden council meeting after assuming office here on June 25, said she would soon convene a meeting with the contractors to explain the projects they were executing, the start of the works and the progress made so far. 'We will take necessary action to expedite the work for ensuring early completion.'
When Chairman of Palayamkottai Zone M. Francis urged the officials to start work on Murappanadu Drinking Water Project at the earliest for improving drinking water supply to the residents in peripheral areas, the SE replied that the administrative sanction for the scheme would be obtained within 10 days.
CPI (M) councillor (ward 55) R. Muthu Subramanian pointed to the erratic drinking water supply in his ward caused by the broken-down motor in Suththamalli pumping station and urged the Corporation to keep a spare motor for ensuring unhindered drinking water supply, which was accepted by the Mayor.

Stalin hits out at Centre, pushes for state's rights

Tamil Nadu chief minister and DMK president M K Stalin in his Independence Day speech said state governments are closer to the people, and need greater power but with Union laws, court judgments, and discrimination in devolution of funds, states are being pushed into dependence on the Union Government. Chennai: Tamil Nadu Chief Minister M.K. Stalin during the 79th Independence Day celebration at the State Secretariat, in Chennai on August 15(PTI) 'In the last few years, we have seen many attempts by the Union government to take away rights of the state governments in various sectors. State rights in key areas such as education and healthcare are instead being continuously eroded,' Stalin said, speaking at Fort St. George in Chennai on Friday after hoisting the national flag. 'The only solution to overcome this is to take political and legal steps to restore the role of state governments and devolution of power and funds.' That a state government has to always struggle, argue and file court cases to get its rightful funds from the Centre does not augur well for federalism, the chief minister said. 'After 14 years, in our Dravidian model regime, Tamil Nadu's economic growth has increased to 11.9 per cent and has touched a great new high,' he said and reiterated that the southern state is the fastest developing economy in India. Such a growth was not shared by any other big state.'The nation's growth rate itself is 6.5 per cent. However, Tamil Nadu has achieved 11.19 per cent growth,' he added. The CM conferred the Thagaisal Thamizhar (Distinguished Tamilian) Award on Indian Union Muslim League leader, 85-year old KM Khader Mohideen at the I-Day event. ISRO Chairman V Narayanan was presented with the Dr APJ Abdul Kalam Award. Awards under several other categories were also presented. Stalin who boycotted governor R N Ravi's 'at home' reception hosted in the Raj Bhavan on Independence Day over his attack on the ruling party, reiterated his criticism of the BJP-led Union government. 'It is not good for the federal principles of India for states to always have to fight, argue and file lawsuits to get its due funds. This will affect the development of the state as well as India,' Stalin said. A day ago, on Thursday, Stalin had decided to boycott the event at Raj Bhavan after the governor tore into the ruling DMK in his customary speech delivered on the eve of Independence Day, adding to the already soured relationship between governor Ravi and the Tamil Nadu government. DMK's allies, Congress, CPI (M), CPI, Viduthalai Chiruthaikal Katchi (VCK) and Manithaneya Makkal Katchi (MMK), also boycotted the event to protest against the governor, who they alleged, was acting against the interests of the state. The governor charged that the state is facing four major challenges– educational and social discrimination of the poor and marginalised; alarming rise in suicides; fast spreading drug abuse among youth; and steep rise in rape and other sexual offences against women and girls. Since Ravi became governor in 2021, he has been in loggerheads with the government over myriad issues by supporting policies of the BJP-led Centre such as NEP, NEET, walking out of the assembly without reading his customary speech and omitting portions of the speech prepared by the state, changing the name of Tamil Nadu to Tamizhagam in a public invitation released by the Raj Bhavan. But, it was his sitting on bills passed by the state legislation that led the government to move court against him based on which the Supreme Court in a landmark verdict on April 8 set deadlines for the President and governors to clear the bills passed by state legislatures. The top court also found governor Ravi's action keeping bills pending as illegal. President Droupadi Murmu on May 13 put forth 14 questions before the Supreme Court on constitutionality of its April 8 verdict. In response on Thursday, higher education minister Govi Chezhiaan said that the governor's actions as chancellor is the reason for many state universities functioning without vice chancellors. He announced that he will boycott two convocations at Alagappa University and Thiruvalluvar University to be held on August 18 and 19 while the chief minister will skip the governor's event. BJP, VCK spar over DMK's approach to sanitary staff

Chennai: The political row over the arrest of protesting sanitary workers in Chennai refused to die down, with BJP leader Tamilisai Soundararajan flaying VCK president Thol Thirumavalavan for remaining 'silent' over the police action. She dared Thirumalavalavan to quit DMK -led alliance if govt continued with its alleged highhandedness. Thirumavalavan hit back, saying BJP's "primary agenda" was to break DMK alliance by using the issue. Tamilisai told reporters in Chennai that while Thirumavalavan speaks about welfare of the marginalised, he stays silent 'inside DMK headquarters' when they face a problem. Citing the Vengaivayal case, she argued that the public would only trust VCK's stance if it was willing to leave DMK alliance when there was inaction on govt's part when addressing woes of the marginalised. DMK is a corporate company meant for elite, not for masses: EPS

Leader of Opposition and AIADMK general secretary Edappadi K. Palaniswami on Friday reiterated his charge that the ruling DMK has always been functioning as a 'corporate company', mainly serving the elite section in the society and not for masses in Tamil Nadu. Addressing a public gathering in Tiruvannamalai as part of his State-wide tour, Mr. Palaniswami said unlike AIADMK where a ordinary person can reach top position in the party over the years and could also even become a Chief Minister like him, persons with ordinary background cannot climb up in the hierarchy of DMK and become its top leader. 'I am the example of an ordinary person becoming a Chief Minister and heading a powerful political party. It's possible only in AIADMK where only loyalty matters and in DMK, it promotes dynastic politics,' he said. The AIADMK leader claimed surging crowds during his State-wide tour clearly exemplifies support of people for the part. It also shows their frustration towards the DMK government. Chief Minister M.K. Stalin has been daydreaming of winning his second term in the 2026 assembly elections. Mr. Stalin is faraway from reality, he said. The former Chief Minister criticised the Ungaludan Stalin Scheme, which was launched by Mr. Stalin in July to address people's grievances at special camps in the State, as the State machinery including government officials has been used for the scheme, mainly to propagate about DMK to voters ahead of assembly polls. 'After four years in power, Mr. Stalin was aware only now about people's grievances in 46 different areas that should be addressed. The scheme is a ploy to draw voters towards DMK,' he alleged. Contrary to the claim made by Mr. Stalin that 98% of 525 poll promises were fulfilled, Mr. Palaniswami listed many poll promises made by DMK during 2021 polls that remain unfulfilled. Some of them include increase in total working days from 100 to 150 under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme, cancellation of education loan, ₹100 subsidy for LPG cylinders and reduction of petrol and diesel prices in the State, he claimed.
