
Egypt offers 2,172 industrial land plots across 22 governorates
Egypt's Ministry of Industry and Transport has announced the offering of 13.3 million square meters of serviced industrial land through the Egypt Industrial Digital Platform.
A total of 2,172 plots, spanning 22 governorates, will be made available to accelerate industrial projects, enhance local manufacturing, and boost exports.
Vice Prime Minister for Industrial Development and Minister of Industry and Transport, Kamel El-Wazir, stated that the offering coincides with the launch of the second phase of the Egypt Industrial Digital Platform. This phase introduces three additional online services—building permits, land suitability reports, and industrial registry services—bringing the total to six, along with an integrated online payment system.
The land allocation aims to meet the growing demand for industrial investment, with new plots offered every three months to ensure transparency and efficiency. Plots range from 200 square meters to 500,000 square meters, catering to small, medium, and large industrial investors. They are distributed across Cairo, Giza, Menoufeya, Sharqeya, Dakahleya, Beheira, Gharbeya, Kafr El-Sheikh, Port Said, Ismailia, Suez, Fayoum, Beni Suef, Minya, Assiut, Sohag, Qena, Luxor, Aswan, New Valley, Marsa Matrouh, and North Sinai, ensuring balanced geographic development.
The offering includes land designated for various industries such as food, pharmaceuticals, engineering, chemicals, building materials, and textiles. Investors can now apply for two land opportunities—one primary and one alternative—increasing their chances of securing plots.
Applications must be submitted through the Egypt Industrial Digital Platform, with registration open for one week starting March 1, 2025. Investors can access the 'Land Allocation' section via a newly introduced specialized industrial land map. The plots will be available for either ownership or usufruct, with prices set below market rates and infrastructure costs. The annual usufruct fee is 5% of the freehold price per square meter. Investors who previously applied but were unsuccessful, and have not reclaimed their deposit, will be given priority in this round.
To encourage investment, the Industrial Development Authority is offering several incentives, including a 50% reduction in application study fees, full exemption from bid submission fees, the removal of financial guarantees, and a simplified feasibility study requirement. Additionally, the deposit required to reserve a plot has been reduced to 10% of the announced land price.
The first phase of the Egypt Industrial Digital Platform was launched in September 2024, providing services such as operational license issuance, annual follow-ups, and industrial land allocation. The second phase builds on this foundation, further streamlining the investment process for industrial developers.

Egypt reaffirms ban on industrial projects on farmland, in residential areas
In a continued effort to boost industrial development while preserving vital resources, Deputy Prime Minister for Industrial Development and Minister of Industry and Transport Kamel Al-Wazir held a meeting with investors in Beheira to address challenges facing the region's industrial zones and explore practical solutions. During the meeting, officials reviewed the implementation status of Beheira's three approved industrial zones, which span a total of 1,162.47 feddans. These include the Wadi El-Natrun Industrial Zone, covering 519.47 feddans; the Al-Tarrana Industrial Zone in Hosh Issa, covering 346 feddans; and the Nubaria Industrial Zone, covering 297 feddans. The discussions focused on land allocation, operational readiness, the availability of utilities, and the progress of ongoing infrastructure work in each zone. Attention was also given to the textile and ready-made garments industrial zone in Kafr El-Dawar. This complex, extending over more than 618,000 square meters, currently houses 138 factories operated by 103 investors. The Minister emphasized the importance of completing infrastructure and utility connections in the area to support production readiness. Al-Wazir directed officials from the Ministry of Industry, the Industrial Development Authority, and the Beheira Governorate to intensify planning efforts aimed at localizing industries based on the specific resources and advantages of each region. He noted that strategic localization should focus on sectors that deepen local manufacturing, create employment opportunities, and enhance the added value of national resources. The Minister underscored the urgency of accelerating infrastructure and utility development, while streamlining bureaucratic procedures to facilitate the rapid operation of factories. He also reaffirmed the Egyptian state's commitment to prohibiting any industrial activity on agricultural land or within residential areas, in accordance with directives from President Abdel Fattah Al-Sisi. These directives, he said, are crucial for preserving arable land and securing food supplies for future generations. Al-Wazir reiterated the government's commitment to genuine industrial development within properly designated and fully serviced zones, which offer a sustainable and regulated environment for growth. He encouraged serious investors to make use of the 1,800 industrial plots recently made available through Egypt's Digital Industrial Platform, stressing that suitable alternatives will always be offered within the planned zones. Calling on investors to prioritize the national interest, he described the preservation of agricultural land as a shared responsibility. During the meeting, several investors raised concerns about recurrent power outages and voltage fluctuations in the Wadi El-Natrun zone, which are disrupting factory operations. In response, Al-Wazir directed immediate coordination with the Ministry of Electricity and the relevant distribution companies to identify urgent and sustainable solutions. He also instructed the development of a clear technical plan to strengthen the area's electrical network and ensure stable power supply, thereby supporting uninterrupted industrial activity and preventing production delays.

The meeting focused on key amendments to the National Program for the Development of the Automotive Industry. These amendments introduce expanded incentives designed to boost local value addition, increase production volumes, attract new investments, promote environmental sustainability, and support development in priority regions. The revised framework will be submitted to the Prime Minister and, subsequently, to President Abdel Fattah Al-Sisi for approval. A major point of discussion was the adoption of a unified charging protocol for electric vehicles. Al-Wazir instructed the relevant authorities to issue clear directives requiring importers—both commercial agents and individuals—to adhere to the European charging standard. Egypt targets 8mln industrial workers by 2030: Al-Wazir
Egypt - Deputy Prime Minister for Industrial Development and Minister of Industry and Transport, Kamel Al-Wazir, has announced that approximately 3.5 million Egyptians are currently employed in the industrial sector, accounting for 7.5% of the national workforce. The government aims to more than double this number to around 8 million by 2030, raising the industrial share of employment to 20%. Speaking during Labour Day celebrations in Suez Governorate, Al-Wazir revealed that Egypt's industrial output currently stands at $76bn (as of 2024), with plans to increase it to $170bn by 2030. The country is targeting an annual industrial growth rate of 10%. At present, industry contributes 14% to Egypt's GDP, a div the government also seeks to boost to 20% by the end of the decade. Al-Wazir outlined the state's efforts since July 3, 2024, to expand industrial capacity, enhance exports, create jobs, and upskill the workforce. These initiatives form part of Egypt's Industrial Vision 2030, an ambitious development strategy endorsed by President Abdel Fattah Al-Sisi to fast-track industrialization, attract investment, and strengthen the global competitiveness of Egyptian products. Key pillars of the plan include streamlining industrial licensing procedures, reducing approval timelines, improving access to finance, and offering tax and customs incentives. It also emphasizes the importance of private sector engagement, technological localization, innovation, and vocational training. As part of Egypt's broader digital transformation agenda, the government launched the Egypt Digital Industrial Platform to centralize and automate services such as land allocation, licensing, industrial registration, and e-payments. The platform also supports stalled and unregistered factories and provides both technical and financial assistance to small and medium-sized enterprises (SMEs), helping integrate them into the formal economy and supply chains. Al-Wazir highlighted a suite of initiatives to restructure and stimulate the industrial sector. These include allocating EGP 120bn in working capital loans and EGP 30bn for financing production lines and equipment—both offered at a 15% interest rate. A dedicated fund is also being established, in coordination with the Central Bank of Egypt, to support distressed factories and boost export-oriented industries. Additionally, low-interest financing at 5% is available for SMEs engaged in industrial projects. The government has earmarked EGP 190bn in export incentives through June 2024, with an additional EGP 23bn scheduled for disbursement beginning in July 2024. These payments are expected to be made within 90 days of submitting complete documentation. Complementary infrastructure upgrades are underway nationwide—including road, railway, and port development—to facilitate the movement of raw materials and finished goods and improve the overall competitiveness of Egyptian exports. As part of the urgent plan to revitalize the sector, 4,382 new factories have been established since July 3, 2024, marking a 6.4% growth rate and generating 230,000 direct job opportunities. The long-term goal is to reach 100,000 operational factories by 2030. In addition, 2,070 industrial land plots have been allocated via the Egypt Digital Industrial Platform. Authorities have also issued 1,493 construction permits, 4,382 new operating licenses, and 6,713 industrial records for export-focused industries. These divs, Al-Wazir said, demonstrate the dynamism of Egypt's industrial sector. Joint inspection committees led by the General Authority for Industrial Development, in collaboration with other relevant bodies, have inspected 4,866 factories across 25 governorates—without closing a single one. Al-Wazir also noted progress in specialized industrial cities like Robbiki Leather City, where 308 tanneries and 40 glue factories have been fully allocated, operated, and handed over. This includes the successful relocation of all residents from the Magra El-Oyoun area. An additional 91 leather industry factories have been allocated and are currently in the contract finalization phase. The minister also reviewed various investment incentives offered by the state. These include measures under Investment Law No. 72/2017, Prime Ministerial Decree No. 77/2023 (encouraging foreign currency-based investments), the Local Product Preference Law No. 5/2015, and the Automotive Industry Incentive Program under Egypt's national automotive strategy. He emphasized that these incentives are playing a vital role in enhancing Egypt's industrial competitiveness. As a result, the country's non-oil exports reached $42bn in 2024, including $34bn in industrial exports. By 2030, Egypt aims to increase total exports to $145bn—of which $118bn will be industrial—underscoring the government's commitment to sustainable and inclusive industrial development.
