BJD stages stir in Bhubaneswar, demands 27 per cent reservation for SEBCs
BHUBANESWAR : The BJD on Wednesday staged a demonstration in front of the Raj Bhavan demanding reservation for SEBCs in technical institutions and medical colleges.
The party also demanded 27 per cent reservation for SEBCs in all educational institutions. Besides, the reservation for Scheduled Castes and Scheduled Tribes in medical, engineering and technical institutions should be increased to 38.75 per cent from the present 20 per cent, the party leaders said.
A delegation of BJD leaders submitted a memorandum to Governor Hari Babu Kambhampati stating the Centre and several other states have already implemented 27 per cent reservation for the SEBCs across educational institutions including medical and technical colleges.
They urged the Governor to intervene in the matter to ensure that the Odisha government upholds the principles of social justice and equity.
There should also be revision in the reservation for SCs and STs in medical and technical institutions to align with their actual demographic representation, they added.
Meanwhile, senior BJD leader Ranendra Pratap Swain has questioned the state government about the fate of the Bill passed in the Odisha Assembly in 2008 for 27 per cent reservation in jobs for the OBCs.
The state government had at that time referred the Bill to be included in the ninth schedule of the Constitution. The present government should now pursue the matter with the Centre to ensure 27 per cent reservation for SEBCs, he said.

Justice Janarthanam's moments of glory
Justice M.S. Janarthanam had, at least, experienced a few moments of glory in the last 20-odd years. After the Supreme Court, in July 2010, provided one year to Tamil Nadu to come out with justification along with quantifiable data for the continuance of the 69% reservation for Backward Classes (BC), Most Backward Classes (MBC) and Scheduled Castes (SCs)/Scheduled Tribes (STs), Justice Janarthanam, as the head of the State BC Commission, had authored a report in support of the quota scheme, as provided in the Tamil Nadu Act 45 of 1994. Exactly a year later, the then AIADMK regime, at a Cabinet meeting, adopted the findings of the report and decided that 'there cannot at all be any doubt regards the fixity of reservation of 50 per cent to Backward Classes, 18 per cent to Scheduled Castes and one per cent to Scheduled Tribes.' On the matter of 'creamy layer' among the BC and MBCs, his take was that though the 1994 law had been in existence for well over 17 years, the Lakshman Rekha line had not been crossed, warranting the application of 'creamy layer' exclusion.' This opinion was also accepted by the government. It continues to be in force. Nearly 20 years ago, when the demand was made for creating special reservation for Arunthathiyars within quota of reservation for SCs, the government had turned to Justice Janarthanam to consider it. In November 2008, he, as the head of a committee, submitted a report to the then DMK government that the representation of the Arunthathiyars in Groups A, B and C services under the State 'has been found grotesquely inadequate.' Consequently, a three percent quota came into force. for the Aruthathiyars. This has withstood the test of judicial scrutiny, says G. Santhanam, who served as Secretary of the BC, MBC and Minorities Welfare Department about 15 years ago. In 2012, he gave an opinion to the government for providing a 10.5% quota to Vanniyars within the 20%.. Though this was acted upon by the previous AIADMK regime nine years later, the Supreme Court, in April 2022, quashed the move.

BJP sought caste census during UPA rule: OBC Morcha chief
Bhopal: The BJP on Friday mounted its attack on the Congress for taking credit for the Centre's decision to carry out a caste census, saying the main opposition party intends to "mislead people for vote politics". "The decision taken for the caste census is a historic step. The Congress is today spreading the propaganda that the Modi govt took the decision of caste census under the pressure of Rahul Gandhi," BJP OBC Morcha national president K Laxman said here on Friday. "I want to ask Rahul Gandhi and Congress leaders that for decades they were in power in the country and three members of the Nehru-Gandhi family were prime ministers. Laxman said caste census has been taking place in the country since the British era, but after the independence of the country, the first Prime Minister Jawaharlal Nehru stopped the practice of caste census through the Central Census Act. "Pt Nehru shelved the report of the Kaka Kalelkar Committee. OBC Commission was not formed. Later, the govt of Morarji Desai constituted the Mandal Commission. The govt of Indira Gandhi also maintained silence on it, and the govt of VP Singh implemented it," Laxman recalled. He said in 1961, Pt Nehru wrote a letter to the chief ministers of the states and said that reservation should be done on an economic basis. Laxman claimed that the BJP never backed down from the matter of caste census. "When the Modi govt was formed in 2014, the then Union home minister Rajnath Singh said that we will do the census by adding castes, but due to the Covid crisis, it could not be possible," he said. Goa to submit eco-sensitive plan to Centre, seeks fresh survey under PMAY

'Goa will be the first state to submit an eco-sensitive zone plan to the Centre. We are working on sustainable development; there is no haphazard management,' said Sawant at the regional rural workshop for the Pradhan Mantri Awaas Yojana (Gramin). Sawant said that Goa govt is formulating schemes so that even people from the OBC and economically weaker sections can get proper houses in Goa. 'Under the PMAY, we have just 250 beneficiaries. Of those more than 240 houses were already built. But there is a need to conduct a fresh survey under this scheme,' said Sawant. He said that some of the prospective beneficiaries migrated to other states, while there are some people who did not qualify for the scheme even though they required houses. 'There are some people who are living in a joint family, and they cannot benefit from these schemes. We need to expand this scheme, extend the benefits, but these people must settle in the villages and not in the towns,' said Sawant.
