Saudi VC Funding Surges to $860 Million in H1 2025, Outpacing All of 2024

Saudi Arabia set a new record in venture capital (VC) activity in the first half of 2025, with total investments reaching $860 million (SAR 3.2 billion). This marks a 116% increase compared to H1 2024 and exceeds the total VC funding raised in the entire year of 2024.
Saudi Arabia retained its position as the top VC market in the MENA region, accounting for 56% of the total capital deployed. The figures highlight the Kingdom's strong investment appeal, dynamic business environment, and its continued dominance as the region's largest economy.
According to the 'H1 2025 Saudi Arabia Venture Capital Report' released by MAGNiTT and sponsored by Saudi Venture Capital (SVC), a total of 114 VC deals were closed in the first half of the year—a 31% increase from H1 2024. This represents 37% of all MENA VC transactions, the highest share ever recorded for Saudi Arabia.
E-Commerce Tops Investment, Fintech Leads in Deal Count
The e-commerce sector attracted the most capital, securing $306 million (SAR 1.1 billion) and accounting for 36% of total VC deployment. Meanwhile, fintech led in the number of deals, with 30 transactions, making up 26% of all VC deals in the country.
Dr. Nabeel Koshak, CEO and Board Member of SVC, commented on the report's findings:
'The steady growth of the Saudi VC ecosystem in recent years has enabled it to maintain its leading position in the MENA region and achieve a record VC funding and deal count in the first half of 2025. This growth directly results from the country's commitment to realizing the Saudi Vision 2030, which emphasizes fostering entrepreneurship and stimulating investment in startups from early to later stages.'

Founded in 2018, SVC is a subsidiary of the SME Bank, which is part of the National Development Fund. The firm focuses on stimulating and sustaining funding for startups and SMEs from pre-Seed to pre-IPO stages. It does so through investments in private capital funds—including venture capital, private equity, venture debt, and private credit—as well as direct investments.

A final verdict issued by the Court of Appeals in the Asir region imposed a financial penalty, ordered the closure of the company's premises for three days, mandated the destruction of the counterfeit goods, and required the publication of the ruling at the violator's expense. The Ministry of Commerce reaffirmed its commitment to pursuing violators of the Anti-Commercial Fraud Law and enforcing penalties. Under the law, offenders face prison sentences of up to three years, fines of up to SR1 million, or both, in addition to mandatory public naming and shaming.

According to Syria's state news agency, the delegation's agenda centers on exploring investment opportunities, facilitating bilateral understandings, and removing obstacles facing investors—part of Saudi Arabia's broader commitment to enhancing historical and fraternal ties with Syria. The Ministry of Investment, in coordination with the Federation of Saudi Chambers, is leading the effort to enable Saudi private sector involvement in Syria's reconstruction and development. The ministry is also identifying interested companies and organizing workshops to support investment readiness. Saudi Transport Minister Launches Initial Operational Phase of Autonomous Vehicles

Saudi Minister of Transport and Logistic Services and Chairman of the Board of the Transport General Authority Eng. Saleh Al-Jasser launched on Wednesday the Initial Operational Phase of Autonomous Vehicles in Riyadh. This milestone marks a significant step aimed at enabling advanced technology and expanding the development of a smart and safe transportation ecosystem in the Kingdom. The initiative aligns with the objectives of the National Transport and Logistics Strategy and is an extension of Saudi Vision 2030 towards adopting sustainable mobility solutions powered by the latest artificial intelligence technologies. This project is the result of an integrated partnership that brings together the transport and logistics ecosystem and relevant stakeholders, including the Ministry of Interior, the Ministry of Communications and Information Technology ecosystem, the Saudi Data and AI Authority (SDAIA), the General Authority for Survey and Geospatial Information, and the Saudi Standards, Metrology and Quality Organization (SASO), in addition to private sector partners represented by technology and operations partners Uber, WeRide, and AiDriver. The autonomous vehicles in this phase will operate within a real-world environment covering King Khalid International Airport and several key locations across Riyadh, including major highways and selected city center destinations. This phase is implemented under the direct regulatory and technical supervision of the Transport General Authority. The vehicles will transport passengers with a safety officer onboard each vehicle to ensure safety and monitor the performance of smart systems in actual operating conditions. Al-Jasser stressed that the launch of the initial operational phase reflects the Kingdom's ambitious vision to build a smart and integrated transport system that supports economic growth and enhances quality of life. Enabling modern technologies and developing regulatory and operational frameworks are key pillars to expanding the implementation of this technology and supporting the transformation of the transport sector, he added. The initiative is an extension of the Kingdom's efforts to promote sustainability, improve mobility efficiency, and localize innovation. This project represents a pioneering model of public-private partnership, paving the way for a future of safer and smarter mobility, he stated.
