Focus on waste audit, segregation and management in 100-day municipal action plan

Waste audit of assessing the quantity and types of waste generated in a specific area, waste segregation and sustainable waste management practices will be the main focus of the 100-day action plan initiated by the government for improving conditions in Urban Local Bodies (ULBs, apart from the GHMC) across the State on the Telangana State Formation Day from June 2. The plan cleared by Chief Minister A. Revanth Reddy, who also holds the municipal administration and urban development department, includes identifying gaps in segregation, reducing waste reduction, recycling and better disposal practices. The audit will be to assess waste composition, identify gaps in segregation at every major source like a school, market, commercial area etc., informed top officials. It is to help in recommending strategies for waste reduction, recycling, and better disposal practices. Householders will also be encouraged to separate wet and dry waste at the source itself with separate bins. Local bodies have been directed to promote composting of organic waste to reduce landfill problem burden and also generate compost at the household/community level. Composting units will be set up in schools to process organic waste like food and garden waste, they said. Sanitary workers at all levels will be profiled to ensure they get their dues, including ESI/PF benefits, even as health camps will be held. The action plan also involves fixing iron mesh over open drains to prevent the entry of solid waste – a major issue of municipalities - reduce blockages and enhance cleanliness. Desiltation of storm water drains, removal of debris to prevent water logging is also on cards. Apart from reworking the street vending units and testing for food quality, street food festivals are to be conducted. The ULBs have been told to promote urban greenery and beautification efforts like development of at least one traffic junction and a park. The 'Bhuvan' survey for identification of unassessed and under assessed properties to bring them in tax net is being revived as part of the drive in association with the National Remote Sensing Centre (NRSC). Identifying commercial and mixed properties lacking trade licences and collecting fee, door-to-door survey of all water supply house service connections for ward wise enumeration, and so on are among the activities earmarked during this period, they added.

Telangana SDRF makes public debut with drill at Secunderabad Boat Club

The Telangana State Disaster Response Force (TGSDRF) held its first public demonstration on Friday at the Boat Club in Secunderabad, displaying its new high-tech equipment and showcasing mock rescue demonstrations for building collapses, floods, and earthquakes. Clad in navy blue trousers and orange full-sleeve uniforms bearing the TGSDRF logo, a group of officers led the drill while another team, dressed in yellow tracksuits, also took part. The newly-formed force comprises over 1,000 personnel drawn from the Telangana State Special Police (TGSP). Around 100 personnel from the rank of constable up to sub-inspector participated in the demonstration. The showcase featured three types of flood-related simulations, including rescue operations during a mock drowning scenario, emergency responses during natural calamities, and high-speed manoeuvres using rafts and speed boats. Equipment received from the National Disaster Response Force (NDRF) was also put on display, including high-tech cutters, jacks, loaders and gear used in collapsed structure search and rescue, rope rescues, and medical emergencies. Director General of Police Jitender, addressing the gathering, said the force was conceived after the repeated flooding incidents last year. 'To reduce our dependence on the NDRF, the government sanctioned the formation of 10 SDRF units with about 1,000 personnel from TGSP. These units have been trained and equipped to operate independently,' he said. TGSP Yousufguda Commandant Murali Krishna added that the force will be deployed not just during floods, but for any natural disaster, including earthquakes and building collapses. All SDRF personnel underwent specialised training in swimming, river rafting and rescue techniques at NDRF centres in Cuttack, Arakkonam, Vadodara, Pune, and Vijayawada. Twelve battalions across the state now house SDRF teams, including units in Yousufguda, Adilabad, Warangal, Kothagudem, Kondapur and Nalgonda. Each team, comprising 100 members, is expected to respond within an hour to flood or rainfall-related emergencies. Hyderabad is currently served by teams from the 1st and 8th battalions. The SDRF was officially launched on 6 December 2024 during the Vijayotsav celebrations, following Chief Minister A. Revanth Reddy's directive to create a dedicated rapid-response disaster force. Senior officials including Additional DGPs Mahesh M Bhagwat, Sanjay Kumar Jain, and IGP M. Ramesh were present at the event.

Hussain Sagar clean up integral to Musi rejuvenation: Forum for Good Governance

Forum for Good Governance (FGG), a civil society organisation, sent a letter to the Chief Minister A. Revanth Reddy suggesting that the cleaning of Hussain Sagar lake be made an integral part of the rejuvenation of Musi river. Tracing through the failed projects towards cleaning of the lake, the letter said, 'Any attempt to clean the Musi river without cleaning up Hussain Sagar will not give the desired results'. The letter noted that Buddha Purnima, a project with an estimated cost of ₹20 crore involved the removal of floating material such as water hyacinth and plastic waste which was also abandoned without much success. Another estimate of ₹500 crore was prepared for dredging the sediment from the lake bed, but the project did not take off as there was no plan on how to dispose of the toxic sediment. Built originally as a drinking water source, the lake has been neglected over the years, and became polluted with the entry of untreated sewerage and industrial effluents through drains such as Banjara nala, Picket nala, Balkapur nala and Kukatpally nala. The first three nalas carry sewage while the Kukatpally nala carries toxic chemical effluents from the Balanagar industrial area before it drains into the Hussain Sagar. The Hussain Sagar Lake and Catchment Area Improvement Project (HCIP) was taken up by the Hyderabad Metropolitan Development Authority in 2006 with a loan of ₹310 crore from the Japan International Co-operative Agency (JICA) and state government's grant of ₹60 crore, totalling to ₹370 crore. The envisaged goals were to improve the lake's water quality, maintain water balance round the year, removing nutrient rich sediments from the lake bed, , improving the overall environment of the lake and surroundings for biodiversity enrichment, and increasing the potential of eco-tourism. The project aimed to be completed by 2013, did not achieve any of the standard objectives though all the allocated funds had been spent. 'Good amount of money was spent for study tours of our officers to Japan and other European countries, and experts from Japan to advise our officials costed a lot,' the letter alleged. Though Kukatpally nala diversion was taken up with an estimated cost of ₹50 crore, the money was spent without much result. The nala is still flowing into the Hussain Sagar lake. In the past 20 years, despite spending over ₹500 crore to clean up the Hussain Sagar, corruption, no action and lack of proper planning has affected the project the commitment of the Chief Minister to improve and rejuvenate the Musi river, the letter by FGG signed by President M. Padmanabha Reddy said work for the Musi and Hussain Sagar project should start simultaneously for the best results.
