Negeri Sembilan to cull stray dogs in Malay-majority areas

PETALING JAYA : The Negeri Sembilan state assembly has unanimously agreed that some stray dogs in predominantly Malay-Muslim residential areas should be culled to address safety concerns.
Menteri besar Aminuddin Harun cited increasing complaints and public safety risks as reasons for the proposed culling, which would be handled by the local authorities, Utusan Malaysia reported.
He expressed hope that NGOs would understand the gravity of the issue and the rationale behind the government's approach.
'I understand there will be NGOs that will protest, but I hope they realise that there have been accidents caused by stray dogs.
'The state government does not intend to cull all of them. Only some of the stray dogs in areas where they pose a threat,' he was quoted as saying in the state assembly sitting today.
The issue of stray dogs has been a problem in several states, with many local councils traditionally relying on the capture-and-kill approach to manage stray dog populations.
Animal rights groups and welfare advocates have criticised this method as ineffective, costly, and inhumane, arguing that it does not provide a long-term solution.
Yew Boon Lye (PH–Chuah) also called for similar action to be extended to non-Malay majority areas.
'I hope the measure can be implemented comprehensively – not just in Malay areas but also in non-Malay areas,' he said.
Opposition leader Hanifah Abu Baker voiced support for firmer action to resolve the issue, saying it required a decisive response.
State assembly speaker MK Ibrahim Abd Rahman then ruled that the proposed culling method should be detailed and referred to the relevant state executive councillor for further action.

Communications Ministry deputy secretary-general (Telecommunication Infrastructure) Mano Verabathran said preparations began early this morning and were also monitored by representatives from the Prime Minister's Office. He said the main event, which will be officiated by Prime Minister Datuk Seri Anwar Ibrahim, is expected to draw around 1,000 guests comprising local and international media practitioners as well as representatives from various agencies. 'Based on today's rehearsal, I would say 90 per cent is already in place. There are only minor points for improvement, which we have conveyed to the organising team,' he said when met at the full rehearsal at WTCKL here today. Also present was Malaysian National News Agency (Bernama) editor-in-chief Arul Rajoo Durar Raj, who is also HAWANA 2025 project director. Mano expressed hope that the cooperation between Radio Televisyen Malaysia (RTM), Bernama and other media agencies in organising HAWANA will continue in future editions. At tomorrow's main event, the Prime Minister will present the HAWANA 2025 Special Award and the HAWANA 2025 Award, as well as contributions under the Kasih@HAWANA Fund to three media practitioners. He will also present prizes to the winners of the HAWANA-DBP 2025 Pantun Festival, which was held on May 31. Earlier in the morning, the HAWANA 2025 Forum will take place at Dewan Tun Hussein Onn, titled 'Malaysian Media Council: Regulator or Media Protector?', which will be followed by a sharing session on 'AI & Media: Tool, Threat or Opportunity?'. Meanwhile, the HAWANA 2025 Carnival at the Sunway Putra Mall concourse is targeting 5,000 visitors, featuring 20 exhibition booths by major media agencies, government departments and private sector participants, including Bernama, RTM, Astro, Media Prima Berhad, the Information Department, and the Malaysian Communications and Multimedia Commission. Held under the theme 'Journalism in the New Era: Embracing AI, Safeguarding Ethics,' HAWANA 2025 is the nation's largest gathering of media professionals. It is organised by the Communications Ministry with Bernama as the implementing agency. The date of May 29 was chosen as National Journalists' Day in commemoration of the first publication of the Utusan Melayu newspaper on May 29, 1939.

Proposed Commission Seen As Game Changer In TVET Transformation Agenda

KUALA LUMPUR, June 13 (Bernama) -- The proposed establishment of the Technical and Vocational Education and Training (TVET) Commission is expected to strengthen its mandate and broaden its role, in advancing the national TVET transformation agenda. Polytechnic and Community College Education Department director-general Datuk Dr Mohd Zahari Ismail said the commission, if realised, could function as an independent and autonomous body, with the authority to formulate policies, set standards, and oversee the implementation of TVET programmes, nationwide. Unlike the National TVET Council, which serves as a policy and coordination platform without legislative authority, Mohd Zahari said that the proposed TVET Commission would have the mandate to approve programmes, regulate institutions, and ensure quality, in line with the national education framework. 'It would address the fragmentation within the current TVET system, which involves multiple ministries, and enable more consistent collaboration between industry players, institutions, and the government,' he told Bernama when contacted. Yesterday, Prime Minister Datuk Seri Anwar Ibrahim said that the government is considering a proposal to establish a TVET Commission, as part of efforts to further strengthen technical and vocational education and training (TVET) in the country. Prof Dr Mohamad Sattar Rasul, chairman of the Centre for Science, Technology, Engineering and Mathematics (STEM) Enculturation, Universiti Kebangsaan Malaysia's (UKM), said that the proposed establishment of the commission would enable more effective monitoring of TVET programme implementation. 'The authority to oversee TVET implementation is crucial, to ensure a more harmonised approach, as many programmes under different ministries currently overlap or compete with one another,' he said. He said that the establishment of the TVET Commission would help create a more structured and effective technical education and training landscape in the country. He added that the TVET sector holds strong potential to become a key driver of the national economy, while also providing broad employment opportunities for future generations.
