Dubai Implements New Workplace Rules for Government Employees
The First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance of the UAE issued the decision in his capacity as Chairman of the Financial Audit Authority.
The operational procedures apply to employees and senior officials, including CEOs and those in higher executive positions of entities within the Authority's purview, the Dubai Media Office said in a statement.

The Decision ensures disciplinary penalties are proportionate to offences through objective and impartial procedures designed to protect employee rights and reinforce accountability.
The measures seek to protect public funds and ensure employees comply with workplace regulations whilst offering them the right to appeal decisions affecting their legal status or job conditions.
The framework promotes fairness, job satisfaction, and stability in work environments across covered entities.
The Decision stipulates who can serve on the Central Violations Committee, its responsibilities, and procedures for addressing financial and administrative violations.
Clear criteria for disciplinary penalties ensure investigations remain objective and allow employees to provide written statements in their defence.
The regulations prohibit multiple penalties for the same offence and require penalties to be proportionate to violation severity.
All disciplinary action must be justifiable and limited to penalties allowed by law.
The Decision outlines the scope and powers of the Grievances Committee and establishes a 15 working day deadline for employees to submit grievances from the date they receive notification of contested decisions.
Grievances submitted after this period will be considered invalid.
Both employees and entities concerned must comply with Grievances Committee rulings.
Entities must enforce rulings and inform the Financial Audit Authority once implementation is complete.
The Decision requires both committees to maintain confidentiality of all sessions, discussions, records, and information.
Disclosures are permitted only with approval from the Director General of the Financial Audit Authority and when serving the public interest.
The Financial Audit Authority will provide administrative and technical support to both committees to help fulfil their designated legal duties.
This support operates pursuant to provisions of Law No. (4) of 2018, under which the Authority was established, and the newly promulgated Decision.
The measures apply to all entities falling within the Financial Audit Authority's jurisdiction in Dubai.

Bahrain Celebrates Global Anti-Human Trafficking Day with Continued Commitments to Human Rights
Foreign Minister Dr. Abdullatif bin Rashid Al Zayani praised Bahrain's achievements in the fight against human trafficking and its strong commitment to protecting human rights, calling the Kingdom a leading regional and international model in this field. He highlighted that these efforts stem from the wise leadership of His Majesty King Hamad bin Isa Al Khalifa and the support of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister. Marking this year's World Day Against Trafficking in Persons, held under the slogan 'Human Trafficking is Organized Crime… Stop Exploitation', Dr. Al Zayani expressed pride in Bahrain's sustained progress. He noted that the country has built a robust legal and judicial system, including Law No. 1 of 2008 to Combat Human Trafficking, aligning with the United Nations Convention against Transnational Organized Crime and other international standards. The minister also celebrated the international recognition Bahrain has earned for its human rights record, particularly in protecting vulnerable groups such as women and children, including against online exploitation. Initiatives have included awareness campaigns, training programs, capacity-building efforts, and the establishment of the region's first specialized prosecution office and court for human trafficking cases, as well as a support center for migrant workers. Dr. Al Zayani extended his gratitude to the National Committee to Combat Human Trafficking, as well as government ministries, labor market regulators, civil society organizations, and diplomatic missions, for their joint efforts in safeguarding human dignity. He reaffirmed Bahrain's ongoing commitment to strengthening its national response to human trafficking with modern legislation, flexible strategies, and a focus on justice, transparency, and fairness. These efforts, he said, reflect Bahrain's civil and rights-based identity and support the National Human Rights Plan (2022–2026), the Government Action Plan, and the Bahrain Economic Vision 2030, while meeting the highest international standards.

Public Health Victory : Maqsha Dump Cleared of 107 Loads, Chemical Waste Still on Site
Over a hundred truckloads of waste have been cleared from an illegal dump in Maqsha and hauled to the official landfill in Askar, following concerns over its impact on public health and the daily lives of nearby residents. The clean-up began on 10 July under the supervision of the Northern Municipality and in coordination with the area's municipal council. Inspection Council Chairman Dr. Sayed Shuber Ebrahim Al Wadaei said the work followed an inspection on 30 June that found the site posed serious risks to residents. By 21 July, a total of 107 shipments had been removed. Dr. Al Wadaei said this came after repeated requests from residents and community figures who had been seeking assurance that proper steps were being taken. Operation On 16 July, Dr. Al Wadaei visited the area to meet the municipal inspector responsible for the operation. He reported that a large volume of rubbish had already been removed, along with various makeshift structures and fences which, he said, could have been misused. However, chemical containers still remain on site and have not yet been dealt with. Talks and Responsibility Talks are under way with the relevant environmental body to agree on a practical course of action. An official letter has also been sent to the landowner, calling on them to cover the cost of removing the chemical containers. Dr. Al Wadaei explained that their disposal must be carried out by a licensed company in line with Law No. 7 of 2022 on the Environment, and that such operations require a specific budget. He also clarified that the municipality, the council, and the environmental authority are not responsible for the cost.
