Al-Ibrahim: Saudi Arabia develops smart legislation and digital systems to meet needs of investors
RIYADH — Minister of Economy and Planning Faisal Al-Ibrahim emphasized that Saudi Arabia is now opening its doors to the world and has a roadmap in line with Vision 2030. "The Kingdom has developed smart legislation and digital systems to meet the needs of international investors. There are significant changes not only in the regulations and laws governing investment and business, but also in the way business is conducted, adopting smart systems, digital transformation, and regulations focusing on attracting investment," he said while addressing the Saudi-Spanish Business Forum in Riyadh on Thursday.
Al-Ibrahim said that Saudi Arabia is advancing toward global competitiveness and a knowledge-based economy. "Since the launch of Vision 2030, private investments in non-oil sectors have grown by 70 percent, fueled by over 900 economic and structural reforms that have boosted investor confidence and streamlined the business environment. This is in addition to issuing more than 36,000 business licenses," he said noting that there are more than 6,000 companies operating in the Kingdom.
Referring to the Saudi – Spanish investment relations, Al-Ibrahim said that there have been investments exceeding $3 billion over three decades, with more than 200 Spanish companies operating in the fields of healthcare, agriculture, real estate, and digital technology. "These numbers reflect the strength and momentum of the growing partnership between the Kingdom and Spain, as Spanish expertise plays a vital role in the Kingdom's transformation," he said, adding that the forum aims to explore new opportunities, strengthen partnerships, and formulate further cooperation, with the goal of creating added value across various sectors.
The visiting Spanish Minister of Economy, Trade, and Business Carlos Cuerpo Caballero also addressed the forum, which saw the participation of more than 300 Saudi and Spanish officials and investors. The forum was organized by the Federation of Saudi Chambers of Commerce in collaboration with the Ministry of Economy and Planning and the Ministry of Investment.
Earlier on Wednesday,
Caballero co-chaired the fourth session of the Saudi-Spanish Joint Commission.
The Saudi-Spanish Joint Commission is centered on the shared commitment to fostering a prosperous future partnership, grounded in mutual economic interests and strengthening trade and investment relations between the two countries.
Al-Ibrahim andSeveral current and upcoming initiatives were discussed, with a focus on enhancing economic, social, and cultural ties between the Kingdom and Spain. These initiatives highlight the strength of relations and the mutual commitment of both sides to expanding cooperation across various sectors.

Saudi interior minister visits Paris Operation Center responsible for security during Olympics
LONDON: Saudi Minister of Interior Prince Abdulaziz bin Saud bin Naif visited the Paris Operation Center during his official trip to France this week, where he held meetings with ministers and officials to enhance security cooperation between the two countries. He was received on Tuesday by Laurent Nunez, the head of the Paris Police Prefecture, who briefed him on the workflow and technology of the center. Last summer, during the Paris 2024 Olympics, French authorities conducted a massive operation, deploying nearly 45,000 police officers for the event. Prince Abdulaziz also visited the headquarters of the elite unit, RAID, which conducts research, provides assistance, intervenes in counter-terrorism efforts, and handles hostage rescues as well as high-risk criminal situations. He met with Guillaume Cardy, the chief of RAID, and observed a security strategy to address threats using the latest tactical methods and supporting techniques. Syrian charged over Berlin Holocaust Memorial stabbing
A Syrian man who allegedly supports ISIS has been charged with attempted murder over the stabbing of a Spanish tourist at Berlin's Holocaust Memorial, prosecutors said Tuesday. The suspect, a refugee partially identified as Wassim Al M., is said to have seriously injured the 30-year-old man at the landmark in the German capital in February. It was one of a series of attacks blamed on foreign nationals that fueled a bitter debate about immigration in the run-up to Germany's general election. The suspect 'shares the ideology of the foreign terrorist organization [ISIS]' and has 'radical [extremist] and antisemitic views', federal prosecutors said in a statement. He had travelled from the eastern city of Leipzig, where he had been living, to Berlin to target 'alleged infidels, whom he regarded as representatives of a Western form of society that he rejected', prosecutors said. Shortly before the stabbing, the suspect, who was 19 at the time, sent a photo of himself to ISIS members so the group could claim responsibility for the attack, they said. The tourist, from the Basque Country in northern Spain, was wounded in the neck during the attack at Berlin's Memorial to the Murdered Jews of Europe, a somber grid of concrete steles located near the Brandenburg Gate and the US embassy. The suspect, who was arrested shortly after the attack and is in pre-trial detention, has also been charged with causing serious bodily harm and attempted membership of a foreign terrorist organization. Officials said previously he had arrived in Germany in 2023. The attack was one of several which shocked Germany ahead of the general election, which saw a doubling in the vote-share for the far-right, anti-immigration Alternative for Germany (AfD). The election was won by the center-right CDU/CSU, which has since taken power at the head of a coalition and moved swiftly to introduce stricter curbs on immigration. The new government under Chancellor Friedrich Merz has signaled it is trying to resume deportations to Syria, which have been suspended since 2012.
