CM will be chancellor of proposed Kalaignar University, bill tabled
by bifurcating the Bharathidasan University in Tiruchy, which covers eight districts. Significantly, chief minister will be the chancellor of the new university.
So far, the Tamil Nadu Dr J Jayalalithaa Music and Fine Arts University is the sole exception where the CM holds the position of chancellor.
'The chief minister of the state of Tamil Nadu shall be the chancellor of the Kalaignar University. He shall, by virtue of his office, be the head of the university and shall, when present, preside at any convocation of the university and confer degrees, titles, diplomas or other academic distinctions upon persons entitled to receive them,' the bill tabled in the Assembly said.
The higher education minister shall be the pro-chancellor of this university and in the absence of the chancellor or during the chancellor's inability to act, the pro-chancellor shall exercise all the powers and perform all duties of the chancellor. The Bharathidasan University covers a large area comprising eight districts – Ariyalur, Karur, Nagapattinam, Perambalur, Pudukkottai, Thanjavur, Tiruchy and Tiruvarur.
'To fulfil the ever-growing demands of higher education from diverse sections of the society and also to fulfil the aspirations of the youth, especially in the delta region, from disadvantaged background to enter higher education institutions and also to increase the gross enrolment ratio in the said region, the establishment of Kalaignar University is essentially required,' the bill explained.
The proposed Kalaignar University would provide world-class facilities and disseminate knowledge for the upliftment of the marginalised living in the districts of Ariyalur, Nagapattinam, Thanjavur and Thiruvarur, the bill stated, pointing out that after the establishment of the Kalaignar University in Kumbakonam, the Bharathidasan University will cover the area comprising districts of Tiruchy, Karur, Perambalur and Pudukkottai.
The headquarters of the Kalaignar University will be located within the limits of Kumbakonam city municipal corporation or in any place within a radius of 25 km around those limits, the bill stated.
V Pari, regional secretary of the TNGCTA and senate member of Bharathidasan University, said the university currently oversees two regional joint directorates of collegiate education- one in Tiruchy and another in Thanjavur.
'With the bifurcation, the Thanjavur directorate will now come under Kalaignar University, which will simplify and streamline the administrative processes,' he added.
Make CM chancellor of all state varsities: Teachers' association
CHENNAI: The Association of University Teachers (AUT) on Monday urged the state government to bring further amendments to the State Universities Act to make chief minister the chancellor of state universities. In a memorandum to the higher education minister, the association said the recent amendments to the Acts governing 10 state universities, facilitating the appointment of vice-chancellors by the state government, were appreciable.
However, further changes were necessary to remove the governor's role as chancellor in 19 of the 21 universities. The AUT said the move will ensure autonomy of universities and strengthen the federal structure of governance. 'If the governor continues to have powers to interfere in the affairs of state universities, it will affect their functioning. The state government should bring further amendments to take complete control of the universities,' said AUT president MS Bala Murugan.

Stalin tells DMK dist secys to form BLCs
Chennai: Chief minister M K Stalin on Wednesday urged DMK district secretaries to form booth-level committees (BLCs) to ensure that there are no largescale deletions of voters similar to Bihar . "We have seen the atrocities that unfolded in the guise of Special Intensive Revision (SIR) of voters list in Bihar. Our booth level committees should be strengthened. So expedite the constitution of BLCs," Stalin said at a district secretaries meeting. He said he would personally monitor the process of setting up of BLCs and appointment of booth committee members. He said for every 100 voters, one BLC member should be appointed. A resolution condemning the SIR exercise of the Election Commission in Bihar was also passed at the meeting. The resolution demanded free and fair elections. DMK, AIADMK intensify poll roll checks
Chennai: DMK and AIADMK have intensified their scrutiny of electoral rolls against the backdrop of special intensive revision (SIR) in poll-bound Bihar and allegations of 'vote theft' by Congress leader Rahul Gandhi. Voter list verification is listed as part of the agenda for a meeting DMK president M K Stalin is scheduled to have with district secretaries on Wednesday. AIADMK district secretaries have started the process following an instruction from general secretary Edappadi K Palaniswami. While the national opposition is accusing Election Commission of removing genuine electors from the rolls, AIADMK organising secretary Aadi Rajaram says there are "dubious inclusions" in Tamil Nadu. "We went to court and got orders twice in four years to remove bogus voters in the Thousand Lights and Chepauk-Triplicane constituencies, but several more remain on the rolls. We are checking for names of deceased, duplicate entries and those who have moved out. " Recognised political parties have nominated booth level agents as authorised functionaries for each of the 69,000 polling booths in the state. One point that DMK and AIADMK agree on is that lower rank staff as booth level officers for electoral roll verification is ineffective. AIADMK North Chennai North East district secretary R S Rajesh said his party has been successful in getting 27,779 'dubious voters' removed in the R K Nagar assembly constituency. "The officials could have easily found these out, but they did not," he said. "We will be vigilant after Rahul's 'vote theft' expose," said DMK spokesman R S Bharathi, who filed several cases ahead of previous elections against inclusion of bogus voters. Bharathi said the electoral rolls have up to 15% of deceased voters, and double entries add up to about 5%. At a rally in Virudhunagar on Friday, EPS alleged DMK won Chennai seats last time because of bogus voters. Stay updated with the latest local news from your city on Times of India (TOI). DMK Adopts Resolution Condemning 'Mass Voter Deletions' By Poll Body In Bihar
Tamil Nadu's ruling DMK has launched a sharp attack on the Election Commission of India (ECI), accusing it of acting in concert with the BJP to undermine free and fair polls through what it called "mass voter deletions" under the Special Intensive Revision (SIR) process in Bihar. At a meeting of DMK district secretaries chaired by party president and Tamil Nadu Chief Minister M K Stalin, the party adopted resolutions condemning the removal of 65 lakh voters in Bihar despite the Supreme Court's warning against "mass deletions" without due process. The resolution described the move as "anti-democratic" and an attempt to "shake up the level playing field" ahead of elections. The party alleged that the ECI, especially after the removal of the Chief Justice of India from the selection panel for appointing Election Commissioners, had turned "political" in the conduct of elections and voter roll preparations. The DMK accused the poll body of siding with the BJP's "electoral frauds" and "mocking democracy." The meeting also noted that on July 17, five DMK MPs had met the Chief Election Commissioner with a memorandum urging corrective measures such as deleting only voters who had died, improving coordination with Booth Level Officers (BLOs), issuing voter roll manuals in regional languages, ensuring clarity in postal ballot counts, and accepting multiple documents like Aadhaar and ration cards as proof of residence and age. The party urged the ECI to verify and finalise voter rolls in a transparent and impartial manner before initiating election procedures in Tamil Nadu and other states. The Election Commission has asked Rahul Gandhi to file a complaint on alleged irregularities under oath, something Rahul has rejected. The Congress has slammed the ECI for attempting to act like a court. The BJP has denied allegations and claims the Election Commission acts on its own to ensure its purity. A separate resolution celebrated the party's "Ooraniyil Tamil Nadu" membership drive, which Stalin described as having reached every household in the state. The campaign, the DMK said, not only swelled its ranks with new members but also sent a "clear message" that "divisive forces" and those "betraying Tamil Nadu" have no space in the state's politics. The ruling DMK which has won three successive elections has kept its alliance intact and is hoping for a second consecutive term counting on its flagship programmes including the Rs 1000 monthly assistance and free bus rides for women besides recent outreaches. The key opposition AIADMK has revived ties with the BJP and has taken up issues of law and order, crime against women and drug abuse as key issues.
