by bifurcating the Bharathidasan University in Tiruchy, which covers eight districts. Significantly, chief minister will be the chancellor of the new university.
So far, the Tamil Nadu Dr J Jayalalithaa Music and Fine Arts University is the sole exception where the CM holds the position of chancellor.
'The chief minister of the state of Tamil Nadu shall be the chancellor of the Kalaignar University. He shall, by virtue of his office, be the head of the university and shall, when present, preside at any convocation of the university and confer degrees, titles, diplomas or other academic distinctions upon persons entitled to receive them,' the bill tabled in the Assembly said.
The higher education minister shall be the pro-chancellor of this university and in the absence of the chancellor or during the chancellor's inability to act, the pro-chancellor shall exercise all the powers and perform all duties of the chancellor. The Bharathidasan University covers a large area comprising eight districts – Ariyalur, Karur, Nagapattinam, Perambalur, Pudukkottai, Thanjavur, Tiruchy and Tiruvarur.
'To fulfil the ever-growing demands of higher education from diverse sections of the society and also to fulfil the aspirations of the youth, especially in the delta region, from disadvantaged background to enter higher education institutions and also to increase the gross enrolment ratio in the said region, the establishment of Kalaignar University is essentially required,' the bill explained.
The proposed Kalaignar University would provide world-class facilities and disseminate knowledge for the upliftment of the marginalised living in the districts of Ariyalur, Nagapattinam, Thanjavur and Thiruvarur, the bill stated, pointing out that after the establishment of the Kalaignar University in Kumbakonam, the Bharathidasan University will cover the area comprising districts of Tiruchy, Karur, Perambalur and Pudukkottai.
The headquarters of the Kalaignar University will be located within the limits of Kumbakonam city municipal corporation or in any place within a radius of 25 km around those limits, the bill stated.
V Pari, regional secretary of the TNGCTA and senate member of Bharathidasan University, said the university currently oversees two regional joint directorates of collegiate education- one in Tiruchy and another in Thanjavur.
'With the bifurcation, the Thanjavur directorate will now come under Kalaignar University, which will simplify and streamline the administrative processes,' he added.
Make CM chancellor of all state varsities: Teachers' association
CHENNAI: The Association of University Teachers (AUT) on Monday urged the state government to bring further amendments to the State Universities Act to make chief minister the chancellor of state universities. In a memorandum to the higher education minister, the association said the recent amendments to the Acts governing 10 state universities, facilitating the appointment of vice-chancellors by the state government, were appreciable.
However, further changes were necessary to remove the governor's role as chancellor in 19 of the 21 universities. The AUT said the move will ensure autonomy of universities and strengthen the federal structure of governance. 'If the governor continues to have powers to interfere in the affairs of state universities, it will affect their functioning. The state government should bring further amendments to take complete control of the universities,' said AUT president MS Bala Murugan.

Chennai (Tamil Nadu) [India], June 6 (ANI): Reiterating his attack on the Centre over Census and Delimitation, Tamil Nadu Chief Minister MK Stalin, on Friday, said that the Census delay is 'no accident' and the delimitation plan is 'no coincidence'. Despite the assurance from Home Minister Amit Shah, CM Stalin asserted that a clear parliamentary commitment and a suitable constitutional amendment are what are needed to address the concerns of southern states on delimitation. 'The #Census delay is no accident. The #delimitation plan is no coincidence. The danger I warned of is at our doorstep,' Stalin said in a post on X. 'The Ministry of Home Affairs claims that the concerns of affected states will be addressed. But these are vague remarks. What is needed is a clear parliamentary commitment and a suitable constitutional amendment,' he said. The Tamil Nadu CM claimed that there is a 'sinister design' in how the BJP-led Union Government is implementing the national Census and the subsequent delimitation. 'Developed states, especially in the non-Hindi speaking South, which followed population control norms, will now be punished. Meanwhile, states that disregarded population control for decades are set to gain more seats in Parliament. This unfair shift skews the federal balance and rewards irresponsibility,' MK Stalin said. Alleging the track record of the BJP, Stalin cited the example of Jammu and Kashmir, as how the Centre spoke of restoring statehood to J-K, but it still remains a Union Territory. Earlier on Thursday, the Ministry of Home Affairs clarified that Union Home Minister Amit Shah, on many occasions, has assured that in the delimitation exercise, concerns of Southern states will be taken care of. The spokesperson for the Ministry of Home Affairs, in a post on X, said, 'Budget has never been a constraint for Census as fund is always ensured by the Government. HM Amit Shah has clarified on many occasions that in the delimitation exercise, concerns of southern states will be taken care of and discussed with all concerned at an appropriate time.' On Wednesday, the central government announced that the Population Census 2027 will be conducted in two phases and will also include the enumeration of castes. According to the MHA statement, the reference date for the 'Population Census-2027 will be 00:00 hours on March 1, 2027, for most parts of the country.' However, for the Union Territory of Ladakh and the non-synchronous snow-bound areas of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, the reference date will be 00:00 hours on October 1, 2026. The census was put off due to the Covid-19 pandemic that disrupted all sectors across the globe, and its 'aftershock', the ministry of home affairs said on Thursday, a day after the Union government announced that the long-delayed exercise will be carried out in two phases before March 1 2027. The ministry also sought to address concerns raised by Tamil Nadu chief minister MK Stalin about Census-linked delimitation exercise, saying that home minister Amit Shah has clarified on many occasions that concerns of southern states will be addressed at an appropriate time. The Census was supposed to be conducted in 2021 and all the preparations for the exercise were completed, a statement from the ministry said. '...however, due to the outbreak of the COVID-19 pandemic across the country, the Census work was postponed. The aftershock of Covid-19 continued for quite some time,' it said, further explaining that countries which conducted Census immediately after Covid-19 faced issues on 'quality and coverage' of data. While the opposition has questioned the delay in the exercise, the MHA said that had that exercise been conducted in the immediate aftermath of the pandemic, it would have adversely affected the education sector. 'COVID disrupted all sectors including education. Around 30 lakh enumerators are needed for Census. Enumerators, who are primary school teachers, are key persons for conducting Census. Conducting Census after Covid could have disrupted primary education immensely,' the statement by the ministry said. The MHA added that the budget has never been a constraint for conducting the Census as allocation of funds is always ensured by the government. India's 16th Census with caste enumeration will be carried out in 2027 with the reference date of October 1, 2026, in snow-bound areas like Ladakh and of March 1, 2027, in the rest of the country. It has been decided to conduct the Population Census-2027 in two phases, along with the enumeration of castes, the MHA announced on Wednesday. Following the announcement, the Congress said there was no reason to delay the exercise for another 23 months. In a post on X, Congress general secretary (communications) Jairam Ramesh said, '…The Modi Government is capable only of generating headlines, not meeting deadlines.'
