
West Lothian's share of national welfare fund stays the same despite rising demands

West Lothian's share of the national Scottish Welfare Fund has been kept at last year's level despite an expected growth in applications and rising costs.
A report to the council's Executive offered some comfort that the council can carry over around £500,000 from last year's emergency funding.
Evidence from last year showed that tightening the qualification for pay-outs from the fund did nothing to reduce the numbers qualifying.
This year West Lothian has received £1,134,538 to cover funding and £171,715 administration funding. The carry forward budget for 2025/26 will increase the programme funding starting position to approximately £1,700,000.
Local authorities have administered the Scottish Welfare Fund on behalf of the Scottish Government since April 2013. The fund consists of two grants: Crisis Grants and Community Care Grants .
Crisis Grants meet short term financial emergencies and Community Care Grants provide furniture for homes to help applicants set up or maintain their home.
In her report to the Executive, Nahid Hanif , the Anti-Poverty Service manager said: 'There are currently no Crisis Grants outstanding for 2024/25 but at the time of drafting this report there were 98 Community Care Grants still to process.
'The amount spent in 2024/25 is £1,120,274 (not including the 98 CCG cases still to be assessed). It is estimated that from the additional monies provided by SG in December 2024, a carry forward of approximately £550,000 will be realised after the residual cases are processed.'
Ms Hanif added: 'It is important to note that the administration budget provided by Scottish Government does not cover the cost of running the Scottish Welfare Fund scheme'
In the last year the Scottish Government provided admin costs of £251,715 (this included a one-off £80,000 provided along with the additional funding in November). However the actual cost to council was £471,618, with £219,903 funded from council coffers.
For a six week period in the Autumn and Winter last year qualifications for help were reclassified from High to High Most Compelling ( HMC) because of the pressure on funds. It was only after the Scottish Government stepped in in late November and pumped more money into the national fund that qualification rules were relaxed back to High.
The qualification remains as High for this year's funding though this may have to be reviewed as the year progresses.
Ms Hanif said: 'The move to HMC did not reduce the number of applicants who met the qualifying criteria to be considered for a grant. However, savings are made because the amount of financial support or household goods awarded on HMC is significantly restricted because the applicant needs to be severely vulnerable and at extreme risk of losing their tenancy, or there is a severe risk to them or their families well-being.
'In comparison, on High Priority the applicant only needs to be highly vulnerable therefore is more likely to be awarded a slightly higher financial award or receive more household goods.'
The report added that other changes introduced last month also relax income rules for qualification, tying them to the numbers in a household, thus potentially giving more leeway in the application process.
Councillors on the Executive agreed the report with comment.

Journalist Matt Kennard shared a graphic which showed the flight path and stated: "Britain sends another spy flight from RAF Akrotiri over Gaza to collect intelligence for 'I$rael' as the Madleen is threatened by the regime." Woke school program turns beloved children's character trans and warns of racist babies
A woke school program turned a beloved children's character transgender and warned teachers of racist babies, according to a new report. Head Start, a federally-funded educational program for children aged three-five, held webinars that said infants 'discriminate between faces by race' and that 'babies can categorize people by gender or race,' according to a Functional Government Initiative (FGI) report. A series of 2020 webinars, focused on 'anti-bias and anti-racism strategies,' were distributed to teachers, parents and children and specifically claimed that babies can start to 'discriminate' at three months. At six months, babies can classify people by race and gender before they use racial categories to reason about others' and 'may use race to choose playmates' as a toddler, the presentation, reviewed by FGI, said. By age five, 'some children express preference for their own race' and have learned 'many of the same racial attitudes as adults' by the time they go to kindergarten, it found. The national program, run by Dr. Deborah Bergeron at the time, also proposed that children's activities need to become 'more inclusive,' including the traditional nursery rhyme Old MacDonald Had a Farm. Instead of the jingle's classic 'Old MacDonald had a farm, E-I-E-I-O. And on that farm he had a pig,' Head Start switched the famous lyric to: 'Old MacDonald had a farm, E-I-E-I-O. And on that farm he/she/they had a pig,' one webinar shared. Head Start also pushed transgender ideology by referring to pregnant women as 'pregnant people' or 'birthing parents,' according to the program's social media posts, the report found. The report, titled 'Head State Needs a Restart,' noted that the goal of the program was 'started with the laudable goal of free early childhood education and health services to struggling children and families,' but has since 'used taxpayer dollars on priorities well outside of its original purpose.' 'Sadly, Head Start has fallen victim to the same politicization that many government programs have also fallen to in recent years, according to documents analyzed by FGI,' the report read. 'Head Start not only embraced the controversial ideology of diversity, equity, and inclusion (DEI), they pushed it on parents, teachers, educators… and children.' Another webinar, reviewed by FGI, found that Head Start prompted questions to consider when discussing books, including how characters are 'represented.' A separate presentation went over 'Personally-Mediated Racism in Early Education,' and featured what appeared to be a growth chart of children with the phrase 'They're not too young to talk about race!' above. Another slide read: 'Advocated that 'all Head Start policies AND funding' should be applied through a 'racial equity lens".' Yet another slide dealt with exactly how teachers can go about talking to their young students about race, stating: 'We can start talking about race even if we don't have all the answers... 'But if we commit to collectively trying to talk about race with young children, we can lean on one another for support as we, together, envision a world where actively challenged racism each and every day,' the quote, provided by read on a slide. The government program also encouraged educators to read about critical race theory, including Nikole Hannah-Jones' 1619 Project and 'How to be Antiracist' by Ibram X Kendi. Meanwhile, in September 2022, Head Start and Sesame Street got together to push for 'racial justice' in children's education. For this, Sesame Street featured new characters, including ones that encouraged 'black pride' and 'black joy' among kids. Head Start not only has several DEI-based initiatives going for them, but also runs the Mexican American Opportunity Foundation that supports illegal migrants in getting an education. The group also offers assistance with applications for the Deferred Action for Childhood Arrivals program, which was created when former President Barack Obama was in office. Head Start, which is now directed by Tala Hooban, was initially launched in 1965 as a way to offer educational and 'high-quality services in safe and healthy settings that prepare children for school and life' to families in need. Program benefits are dispersed across the country by partner organizations, including non-profits, school districts, and faith-based organizations. Through all of these, Head Start programs provide nutritional support, medical assistance and education.

John Swinney to host summit on reducing youth violence
First Minister John Swinney will host a summit on reducing youth violence across Scotland in a bid to prevent knife crime. The Scottish Government pledged that funding for the Scottish Violence Reduction Unit will rise by 7% to £1.217m. The money comes in the wake of the deaths of teenagers Amen Teklay, 15, and Kayden Moy, 16, who both died this year after allegedly being stabbed. Three teenage boys, aged 14, 15, and 16 years old have been arrested and charged in connection with the death of Amen Teklay, an Eritrean refugee, in Glasgow on March 5. In recent weeks, three teenage boys – a pair aged 17, and a 14-year-old – have appeared in court charged with the murder of Kayden Moy who was attacked on Irvine Beach, North Ayrshire, on May 17 and died in hospital. Later this month, a march against knife crime, Parents Against Knives, will take place in Glasgow organised by the family of Kory McCrimmon, 16, who died after he was stabbed in a park in Glasgow's east end on May 21 2024. Police Scotland said that the total number of serious assaults by 11 to 18-year-olds fell 27% between 2019/20 and 2024/25 from 428 to 313, according to the Scottish Government. An additional £82,000 funding for the Scottish Violence Reduction Unit was announced this week, and Medics Against Violence also received increased funding of up to £345,000 while a further £156,000 has been awarded to the Mentors in Violence Prevention programme. The summit on Thursday will include the Justice and Education secretaries, Ministers for Children and for Victims and Community Safety, cross-party MSPs, youth workers and community programmes. It follows discussions led by Mr Swinney to hear young people and families' experiences and ideas on possible solutions, and will focus on education and community engagement with young people and possible strategies preventing them from turning to anti-social behaviour or carrying a weapon. Justice Secretary Angela Constance said: 'Scotland remains a safe place to live. 'But more needs to be done to change the attitudes and behaviours of some who are at risk of violence, or young people considering carrying a weapon. 'There is no place for violence in Scotland and anyone who commits a crime will face the consequences. 'Our work remains focused on ensuring our prevention and punishment measures respond to the changing behaviours of young people. This includes ensuring good school and community engagement with young people, appropriate police powers and tackling the root causes of violence. 'At this meeting we want to hear the views of the youth work and third sector representatives on what more, or different, can be done, within the current financial climate, to help address this issue. 'The role of youth work and grassroots community intervention is key. 'We all must work together to help young people feel safe and realise that carrying a knife is never the answer.'
