Talk on caste and religion-based exclusions in educational content and institutions
The seminar addressed some systemic issues and concerns about social equity in BC institutions.
According to convenor of the working group on BC Education, Murali Manohar, the crisis can be traced to caste-based discrimination and the lack of constitutional recognition of BCs as a category.
He cited the absence of disaggregated data and called for release of the recent caste census data to address the gaps. Mr. Manohar also pointed at the long-standing educational deprivation faced by Shudras and Ati-shudras, contrary to the constitutional promise of equality.
Commission member P.L. Vishweshwar Rao reiterated the TECs recommendations of setting up of composite schools (nursery to grade 12) in every mandal, and the community demand for English medium instruction. He noted that 15 working groups are actively studying thematic concerns from curriculum to employability.
Mr. Rao also highlighted the contradictory state of Telangana's education, where govt. expenditure on each student remains the highest in the country but when it comes to learning outcomes, it is at the bottom. Alarming trends are also the declining enrolment in government schools, with over 2,000 schools with no students, and over 80% of junior colleges being privately managed.
Speaker Sudharshan Rao presented data on school landscape in Telangana. Noting the 'gaps' in digital infrastructure, he said that school dropouts among BC students, especially girls, are high.

He said Kancha Ilaiah or any other prominent BC leader would have been nominated as their candidate if they really had love towards BCs. KTR stated that the Congress govt was responsible for the unprecedented urea crisis in Telangana. He described the shortage as an "artificial scarcity created by Congress misrule" and demanded immediate corrective measures. He alleged that fertiliser stocks were being diverted and sold in the black market, while lakhs of farmers were forced to queue up for hours across the state. "For the first time in Telangana's history, woman farmers are spending nights outside depots, while farmers are leaving shoes and Aadhaar cards in queues to save their place, and in some cases even facing police cases for demanding fertiliser. This humiliation never happened in KCR's 10-year rule," he said. The BRS leader demanded that the state govt release a white paper on urea supplied by the Centre, stock position in warehouses, actual distribution to farmers, and quantities diverted or missing. He also urged the Centre to order a comprehensive investigation and take strict action against those responsible. He said BRS would soon announce a statewide protest programme from village to state level. "Farmers should not lose hope. BRS will fight until this crisis is resolved. Telangana BJP chief threatens to quit on fertiliser issue
1 2 Hyderabad: BJP Telangana president N Ramchander Rao on Wednesday threw a direct challenge to agriculture minister Tummala Nageswara Rao, daring him to prove there is a fertiliser shortage in the state. "If the minister can prove his claim, I will resign from my post. But if he fails, he must step down," Ramchander Rao said. He also demanded that the minister withdraw his allegations against the Centre if unable to substantiate them. Addressing a press conference at the party office, the BJP chief accused the minister of spreading panic among farmers with premature statements about fertiliser stock. Such remarks, he said, triggered hoarding, panic buying, and black market sales. "It is like creating a run on fertiliser, just as there is a run on banks during financial crises," he remarked. "About 7,250 rakes of urea were supplied to Telangana by IFFCO, KRIBHCO and RCF, along with an additional 10,000 metric tonnes through imports at Karaikal Port," he said. Citing data from the agriculture minister's own district, he said 3,200 tonnes more urea had been sold this Aug compared to last year, even though the crop area remained unchanged. He asked whether this excess reached farmers or slipped into the black market. State doubles down on 6-6-5 matrix for Scheduled Castes, plans panel to monitor reservation
Bengaluru: Barely 24 hours after a special cabinet meeting which decided on a 6-6-5 formula for internal reservation among Scheduled Castes, chief minister Siddaramaiah said the govt will set up a Permanent Scheduled Castes Commission to periodically study socio-economic mobility of communities and recommend changes in the quota structure. Tired of too many ads? go ad free now Making a formal statement in the assembly Wednesday, Siddaramaiah clarified that the govt had not rejected the Justice HN Nagamohan Das Commission report as alleged by the opposition. "The govt is pleased to place before this House that the report of Justice Nagamohan Das has been accepted with modifications," Siddaramaiah said. "We believe that this decision will do justice to the decades-long struggle for internal reservation." He said the got will soon begin recruitment under the new matrix, with a one-time relaxation in age limit. He also said cases filed against activists who fought for internal reservation will be withdrawn and future revisions in quota distribution would be based on data from the upcoming national census. He said restructuring of the Commission's report was intended to ensure fairness. "These changes were made to ensure equality and fairness in access to education, employment and other opportunities for all 101 Scheduled Castes. In making this decision, the cabinet has adhered to the principles outlined in the Supreme Court judgment," he said. Detailing modifications, Siddaramaiah said: "Communities identified by the Commission as Left-Hand section will be provided 6% internal reservation; the Commission had grouped castes such as Paraya and Mogera (Right-Hand) with the Left-Hand section. The cabinet decided to retain these communities with the Right-Hand group, and therefore, 6% reservation will be given to the Right-Hand section." Siddaramaiah said the cabinet had merged these two categories for administrative reasons and provide 5% reservation together. Siddaramaiah said the govt's move was consistent with constitutional provisions and referred to Supreme Court judgments to assert that the state govt has the authority to sub-classify SCs. While Congress hailed the decision as a milestone in social justice, opposition BJP said the framework was prepared by its govt earlier and Congress was only rehashing and presenting it again. With speaker UT Khader disallowing a debate, BJP members staged a walkout in protest. Deputy CM DK Shivakumar remarked: "We have resolved an issue that was pending for 25 years. The Scheduled Caste community is happy. I appeal to you (opposition) to be happy too." Khader said that while the opposition's demand for a debate was valid, the govt was also within its rights to refuse. He said the matter may be taken up on Friday if time permits.
