Kota Kinabalu: The Sabah Blue Economy Council (MEBS) is a strategic platform to strengthen the State's blue economy agenda through the coordination and implementation of more structured policies, said Chief Minister Datuk Seri Hajiji Noor. He said MEBS, which was approved at the Sabah Cabinet meeting on June 4, was established as a strategic effort by the State Government to ensure the development of Sabah's blue economy sector is implemented in a structured, integrated and high-impact manner, aligned with the Sabah Maju Jaya vision..
Advertisement 'Through MEBS, we will coordinate key policies, approve high-impact programmes and monitor the implementation of the Blue Economy Policy and Strategy Framework. 'It is an integrated approach that can stimulate sustainable, inclusive and competitive economic growth,' he said in a statement after chairing the inaugural MEBS meeting at Menara Kinabalu, here, Monday. He said MEBS would drive technology transfer and innovation in the maritime sector, in line with the needs of modern economic development which emphasises sustainability and the application of cutting-edge technology. Hajiji said the establishment of MEBS was a significant step in strengthening cooperation among government agencies, academia, industry and the community, to make Sabah a leading blue economy in the Southeast Asian region. 'It reflects the State Government's continued commitment to optimally harness the potential of Sabah's seas, expand investments and ensure the well-being of the people through sustainable and resilient development,' he said. During the meeting, Hajiji presented appointment letters to eight MEBS members comprising the State's top leadership, including Deputy Chief Ministers, various ministers, the State Secretary, State Attorney General and the Sabah State Economic Planning Unit Director. Seven Technical Committee Chairpersons also received appointments to lead various MEBS technical components covering areas including livelihood enhancement, marine business, ocean health, new resource generation, marine planning, intellectual property and river management. Thai lawmakers pass massive US$117bil budget to revive economy
Image from The Nation Thailand/ANN BANGKOK (Bloomberg): Thailand's lower house of parliament passed a 3.78 trillion baht (US$117 billion) annual budget, needed to support a fragile economy that's at risk from issues ranging from the impact of higher US tariffs to a downturn in tourism. The budget bill for the year starting Oct 1 was backed by 257 lawmakers in the 500-member House of Representatives late Friday, following a three-day debate. A total of 229 members opposed the spending plan. The vote will be a relief to investors in the Southeast Asian nation, by avoiding a repeat of the months-long deadlock over spending plans seen in 2019. The country faces a litany of problems, including political instability linked to the suspension of Prime Minister Paetongtarn Shinawatra; continued tensions with Cambodia which recently erupted into violent clashes; and a stiff 19% tariff on shipments to the US, Thailand's biggest export destination. Finance Minister Pichai Chunhavajira thanked the house for approving the budget and said the government will ensure the spending is efficient, transparent and delivers maximum benefit to the people. "I would like to assure that the policies, measures, and budget approved will be implemented in accordance with the designated objectives and plans,' Pichai said in a post on X. The government has defended a marginal increase in spending for the year starting October, and a projected budget deficit of 860 billion baht ($27 billion), or 4.3% of gross domestic product. Officials say the outlays are necessary given the increased risks to the economy from global trade uncertainties. The Senate will review the budget on Aug. 25-26, but analysts expect the spending plan to take effect on Oct. 1 as planned. The Constitutional Court will rule on Aug. 29 whether to disqualify Paetongtarn, amid allegations that she breached ethical standards in handling a border dispute with Cambodia. "Put together, these developments increase the odds that the 2026 budget could be passed before the conclusion of Paetongtarn's case, thereby removing the most significant headwind to growth as a result of the ongoing political crisis,' Citi Research said in a note to investors this week. More support is coming for the economy. Vietnamese rice grower helps tackle Cuba's food shortage

The Cuban government has granted Agri VAM, a subsidiary of Vietnam's Fujinuco Group, 1,000 hectares (2,470 acres) of arable land in Los Palacios, 118 kilometers (73 miles) west of the capital. Vietnam has advised Cuba on rice cultivation in the past but this is the first time a private firm has done the farming itself. The government approved the move after a 52 percent plunge in overall agricultural production between 2018 and 2023, according to data from the Center for the Study of the Cuban Economy at the University of Havana. The rice numbers are even worse. Total rice production dropped from 300,000 tons in 2018 to 55,000 tons in 2021, in the depths of the COVID pandemic. The number is slowly recovering, authorities say. Rice is a staple of the local diet, with Cubans consuming 60 kilos (132 pounds) of rice per person per year. That number dwarfs the ton and a half yield-per-hectare of Cuban growers. Vietnam experienced the kind of food shortages that Cuba is going through now, in the 1980s. Today, the Southeast Asian country is the world's third exporter of rice and a valued consultant to other rice-growing nations. "The climate and the temperature are very good for agriculture," but Cuban growers lack necessary farming products such as fertilizers, the Agri VAM representative told reporters. Though Agri VAM can import some materials, it faces other obstacles such as fuel shortages, transportation problems and frozen assets, Cuban economist Omar Everleny Perez and other sources with knowledge of the situation told AFP. Agri VAM and other foreign firms in Cuba may be making profits but "they cannot transfer them abroad because the banks have no liquidity, no foreign currency," Perez said. An independent Cuban media outlet, 14ymedio, recently published excerpts of a letter dated in May, in which Agri VAM asked the Cuban government to unfreeze $300,000 in its account at state-owned International Financing Bank. Vietnam's state press in May quoted deputy agriculture minister Nguyen Quoc Tri asking the government in Havana "to eliminate investment barriers that Vietnamese companies encounter." In July, Cuban Prime Minister Manuel Marrero Cruz announced that Havana was taking measures "to energize foreign investment" as he authorized "wholly foreign-owned companies" in the hotel sector. After three years of promises, Russia's deputy prime minister Dmitry Chernyshenko announced in May that Russian businesses want to invest $1 billion in Cuba. Moscow will give them preferential financing rates, he said. RTD seizes 270 luxury cars in nationwide crackdown

According to The Star, Ferraris, Lamborghinis and Rolls-Royces were among the flashy machines caught being driven without valid road tax or insurance. JPJ director-general, Datuk Aedy Fadly Ramli, said the sweep snared celebrities, influencers and entrepreneurs, with some owing up to RM29,000 in back taxes. 'The seized cars include Ferrari, Lamborghini and Rolls-Royce, with some of them still driven without road tax for about three years. 'In Johor alone, we detained 11 vehicles, including a car with an annual road tax of RM12,000. 'In Kuala Lumpur, the highest road tax arrears recorded was RM29,000,' he reportedly said at a press conference yesterday, as cited by The Star. Owners can only reclaim their luxury rides once all outstanding road tax, insurance, and summonses are cleared. 'Driving without a valid road tax and insurance puts not only other road users at risk, but also the driver themselves in the event of accidents,' Aedy Fadly warned.
