Increase tobacco tax to RM0.77 per stick in 2026 budget, says think tank

Malaysia's tobacco tax currently accounts for 58.6% of retail prices, below the World Health Organization's recommendation of 75%. (Pixabay pic) PETALING JAYA : A health think tank today called for the excise duties on cigarettes and other tobacco products to be raised to at least RM0.77 per stick in the next federal budget. Azrul Khalib, CEO of the Galen Centre for Health and Social Policy, said raising the excise tax would lift its share of the retail price to 61% and bring in an additional RM771.8 million in revenue. 'Malaysia spends an estimated RM16 billion annually treating smoking-related illnesses such as cardiovascular disease and lung cancer,' he said in a statement. 'For every RM1 collected from tobacco excise duties, RM4 is spent on treating smoking-related diseases. We do not yet know how much will be spent on treating vape-related diseases.' Malaysia's tobacco tax currently accounts for 58.6% of retail prices, below the World Health Organization's recommendation of 75%. The excise rate has not been raised since September 2014, when it was increased from 28 sen to 40 sen per stick. Prime Minister Anwar Ibrahim has indicated that the government is considering a hike. When announcing the 13th Malaysia Plan, he said the government would broaden its 'pro-health' tax beyond sugary products to cover tobacco, vapes and alcohol as well. He said the expanded tax framework aimed not only to increase revenue, but more critically, to encourage behavioural change and curb the rising prevalence of non-communicable diseases. Separately, Azrul said the ban on the open display of cigarettes, vape and e-cigarettes under the Control of Smoking Products for Public Health Act 2024 also needed to be carried out. He said enforcement had been delayed from April to October, allowing continued open sales. 'Experience from countries such as Singapore, Saudi Arabia and Australia with the display ban in place has shown that it works to reduce smoking initiation, which is common during adolescence,' he said.

Fadillah: MA63 meeting to address Sarawak's push for English in STEM, Cancer Centre plans

Fadillah fields questions from the media. – Sarawak Public Communications Unit photo KUCHING (Aug 17): The Malaysia Agreement 1963 (MA63) Technical Committee meeting tomorrow will discuss Sarawak's demand to use English as the medium of instruction for Science, Technology, Engineering and Mathematics (STEM), said Datuk Seri Fadillah Yusof. The Deputy Prime Minister said one of the challenges in fulfilling this demand is ensuring uniformity of curriculum nationwide. 'We have a national policy which applies across Malaysia. So if Sarawak moves away from this policy, there may no longer be uniformity. 'So we will have to find a way to facilitate Sarawak's demand to use English in the learning of STEM,' he said when met by reporters after attending a function at Jalan Sultan Tengah here today. When asked whether this demand is in line with the Dual Language Programme (DPL) being implemented in Sarawak, Fadillah said: 'That will be among the matters to be discussed tomorrow.' He added that another matter that will also be deliberated is the proposed Sarawak Cancer Centre. Recently, Sarawak Deputy Premier Datuk Amar Dr Sim Kui Hian said the development of the Sarawak Cancer Centre will be tabled and discussed at MA63 Committee meeting tomorrow. The state Public Health, Housing and Local Government Minister said discussions with the Sarawak Health Department had also been held to ensure the centre's planning meets the actual needs of end-users. According to Dr Sim, the proposed plan has been finalised, as Sarawak is going to build a hospital. 'As for the number of beds, I stated during the meeting in April that Sarawak specialists and Sarawak General Hospital had proposed 310, so I am sticking to that figure. I strongly support them because 200 beds will not be enough,' he said. On Saturday, Pending assemblywoman Violet Yong called for an update on the proposed Sarawak Cancer Centre, urging the Sarawak government to keep Sarawakians informed. The Democratic Action Party lawmaker added that the centre, recently discussed at the federal level, is a life-saving necessity rather than a luxury.

Family objections holding back organ donations despite 400,000 pledges, says health minister

KUALA LUMPUR, Aug 17 — Objections from organ donors' next of kin remain one of the main challenges for organ donation in the country, where over 10,000 patients are still on the waiting list for transplants, according to Health Minister Datuk Seri Dzulkefly Ahmad. He said more than 400,000 Malaysians had pledged to donate their organs, but the number is considered low compared to the current demand. 'The number of deceased donors is still small, with only 46 cases, or 1.33 donors per million population,' he told reporters after launching the National Organ and Tissue Donation Awareness Week here today. According to him, 10,800 kidney patients are waiting for transplants, in addition to those requiring liver, heart, and lung transplants. 'The organs most urgently needed are the liver and heart, as well as tissue and bone,' he said. Dzulkefly said it is time for all parties to step up efforts and take proactive measures to strengthen the organ donation agenda in the country. He added that the theme 'Warisku, Hormati Ikrarku' of this year's National Organ and Tissue Donation Awareness Week serves as a call for the public to respect the pledges made by organ donors. 'Hopefully, with this theme guiding our awareness programmes and fostering greater consciousness, we will achieve more success in implementing organ donation, as our current accomplishments remain low compared to countries with predominantly Muslim populations such as Saudi Arabia, Turkiye, and Iran, not to mention European countries like Spain and the United States,' he said. He said plans are also underway to transform the National Transplant Resource Centre into the National Transplant Centre as part of efforts to strengthen governance, increase capacity, and accelerate innovation in donation and transplant services, adding that the initiative is currently at the stakeholder engagement stage. According to Dzulkefly, the agenda will be highlighted at the Asean Health Ministers' Meeting 2026, expected to be held in Melaka, to ensure that organ donation and transplant initiatives become part of Asean health cooperation. — Bernama
