Lebanon cracks down on 'generator mafia' charging soaring costs during summer heat

Lebanon is to crack down on owners of power generators accused of ripping off consumers during the summer heat.
A Cabinet meeting on Wednesday included a discussion about thousands of complaints the government has received about the issue, said Information Minister Paul Morcos. Many Lebanese use private generators because the electricity grid is too unreliable.
The government is now giving operators 45 days to comply with new regulations on the sector, including installing meters and charging by the amount of energy used. If operators fail to comply, they could face legal action and have their generators seized, Mr Morcos said.
Informally referred to as a "generator mafia", some private operators are known for charging steep flat fees regardless of use that far exceed what someone would expect to pay. It is notoriously difficult to get private generator operators to install meters to calculate energy use fairly if one is not already installed.
Lebanon has become dependent on expensive diesel-powered generators since a devastating economic crisis began in 2019 and dealt the fatal blow to its already crumbling electricity sector.
State electricity tends to work for four to six hours a day. It means that, if they can afford it, people rely on privately owned generators that use polluting fossil fuels. The smog that hangs over Beirut is seen easily when approaching the Lebanese capital.
The reliance on generators has become more acute during a particularly hot summer in Lebanon. This situation worsened in recent days when a technical failure caused state electricity output to briefly grind to a halt, although the problem has since been fixed.
Solar power use is slowly growing, but is subject to expensive start-up costs. The state has not built power plants in decades or invested in renewable energy despite several projects being planned, over a lack of agreement on profit sharing.

RAK Ceramics PJSC announced its financial results for the second quarter ended 30th June 2025. Total revenue increased by 6.4% YoY to AED826.8 million and by 2.9% to AED1.6 billion in H1 2025 as a result of strong demand from the UAE and Middle East as well as effective cost management. In Q2 2025, the gross profit margin increased by 110bps to 40.6% YoY and in H1 2025, it increased by 70bps to 40.2%, driven by enhanced operational efficiencies which have contributed to higher gross profit margin, reinforcing RAK Ceramic's market leadership. EBITDA increased by 17.5% to AED160.8 million in Q2 2025 compared to AED 136.9 million in the same period last year. Similarly, in H1 25 EBITDA increased by 2.9% to AED296.4 million, while EBITDA margins have increased by 1.9% to 19.5% in Q2 2025 up from 17.6% in Q2 2024. In H1 2024, EBITDA margin remained consistent at 18.5%. Profit before tax increased by 45.0% YoY to AED86.7 million, compared to AED59.8 million in Q2 2024. Net profit after tax increased by 30.1% YoY to AED66.4 million, compared to AED51.0 million in Q2 2024. In line with the increased profitability across the businesses. UAE Corporate tax was AED17.2 million in Q2 2025, up from AED6.5 million in Q2 2024. Net debt position rose by AED120.6 million to reach AED1.56 billion in Q2 2025, compared to Q1 2025, primarily driven by increased capital expenditure and working capital requirements. Commenting on the results, Abdallah Massaad, Group CEO, RAK Ceramics, said, "I'm pleased to report that Q2 2025 delivered solid revenue growth alongside strong operational performance, a reflection of the strength and adaptability of RAK Ceramics across the globe. Our ability to drive both volume and value growth in key markets, while successfully navigating regional headwinds, further underscores the effectiveness of our diversified strategy. Red Sea International Company announced its consolidated financial results for the first six months of 2025, reporting a net profit of SR1.87 million, a 168% improvement compared to the first half of 2024. However, net profit for Q2 2025 reached SR6.39 million, representing a 31% decline compared to Q2 2024. By the end of Q2 2025, revenues for the first half reached SR1,479 million, marking a 54% increase compared to H1 2024. Q2 2025 revenues stood at SR779 million, up 4% compared to Q2 2024. This growth was mainly driven by improved performance and higher project completion rates. Operating profit for the first six months of 2025 reached SR42.8 million, an increase of 44% compared to the same period in 2024. Operating profit for Q2 2025 stood at SR23.72 million, down 10% compared to Q2 2024. This performance improvement in the first half of the year came despite lower overall profitability, primarily due to accounting adjustments related to the Amortization of Purchase Price Allocation (PPA). In 2024, the company carried out a PPA for the acquisition of First Fix Company for Electrical Works Ltd., which resulted in an accounting loss of SR121.75 million in 2024 and SR48.7 million in H1 2025. These losses are purely accounting adjustments required under the International Financial Reporting Standards (IFRS) and do not represent actual operational losses. This has been clarified in the notes to the consolidated financial statements for the periods ending 31 March 2025 and 30 June 2025. To address the impact of the PPA provision, the company is implementing the Board of Directors' recommendation to increase capital by converting debts owed to minority shareholders (the sellers) in First Fix — specifically, the deferred portion of the acquisition price — into shares.
