PSD chief warns civil servants against joining opposition-organised rally
This includes refraining from wearing party symbols, holding political office, or engaging in campaigning, unless permission is granted under specific circumstances.
The warning was issued via a circular signed by the Public Service Department director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz.
"The civil service must remain professional, fair, and impartial, in line with the principles of neutrality and impartiality, to uphold public confidence in the service, which is the backbone of national administration," he said in the letter dated July 23.
On Sunday, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar issued a similar reminder to civil servants, warning them against participating in an opposition-backed rally scheduled for July 26.
As such, civil servants are reminded that any breach of conduct may result in disciplinary action under the Public Officers (Conduct and Discipline) Regulations 1993, the circular said.
This could include penalties such as warnings, fines, forfeiture of emoluments, demotions, or even dismissal, depending on the severity of the offence.
In addition to the prohibition on political involvement, the circular also outlined the expectations placed upon civil servants, including unwavering loyalty to the Yang di-Pertuan Agong as Head of State, to Malaysia as a sovereign nation, and to the government.
They were also reminded not to engage in abuse of power, conflicts of interest, or any actions that could tarnish the image of the public service.
"All public officers have signed the Letter of Undertaking (Aku Janji) as stipulated under the Public Officers (Appointments, Promotions and Termination of Services) Regulations 2012.
"This undertaking is a written commitment by public officers to adhere to government rules and instructions throughout their service," it said.
It also reminded civil servants that they are prohibited from making public statements without authorisation.
They are not allowed to make public remarks that involve spreading false information, defamatory or provocative content, or statements whose accuracy cannot be confirmed, whether through articles, verbal communication, or on social media platforms.
This ban includes comments on government policy, internal departmental matters, or issues that may cast doubt or create egative perceptions regarding the credibility of the civil service, the circular said.

Govt to restore 'pondok' institutions with new technology, AI, says Anwar
Prime Minister Datuk Seri Anwar Ibrahim attending the opening of the 65th International Quran Recitation and Memorization (MTHQA) at the World Trade Centre Kuala Lumpur (WTCKL) today. Also present were Minister in the Prime Minister's Department (Religious Affairs) Datuk Dr Mohd Na'im Mokhtar, Health Minister Datuk Seri Dr Dzulkefly Ahmad and Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar. – BernamaPic KUALA LUMPUR: The government will restore and elevate the nation's "pondok" institutions in line with modern demands, said Prime Minister Datuk Seri Anwar Ibrahim. He stated that this initiative involves cooperation between the Finance Ministry and the Islamic Development Malaysia Department. "We want to add new technology, including information technology, digitalisation, and artificial intelligence, so that this bulwark remains the strongest one to defend the faith, morals, and character of the Ummah," he said at the opening ceremony of the 65th International Al-Quran Recital and Memorisation Competition (MTHQA) at the Kuala Lumpur World Trade Centre (WTCKL) on Saturday (Aug 2). Also present were Minister in the Prime Minister's Department (Religious Affairs) Datuk Dr Mohd Na'im Mokhtar, Health Minister Datuk Seri Dr Dzulkefly Ahmad, and Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar. Anwar said history proves that while the country's political, economic, and educational systems bowed to the colonisers, the pondok institutions remained the last bastion defending the identity of the Muslim community. Meanwhile, the Prime Minister also announced that he would launch the Mushaf Ummah Programme, an effort to distribute copies of the Quran, which has been officially translated into 30 world languages, globally on Aug 8. "In all my travels around the world - to Peru, Brazil, France, Cambodia, and dozens of other countries in recent years - every time I visit, I bring the Quran along with a translation in that country's language, and we distribute it officially. This, I believe, is a good approach," he said. This year's 65th MTHQA, running from Aug 2 to 9, 2025, features the theme 'Developing a MADANI Ummah' and brings together 71 participants from 49 countries. Malaysia is represented by four participants: Aiman Ridhwan Mohamad Ramlan from Perak and Wan Sofea Aini Wan Mohd Zahidi from Terengganu for the Recital category, while Muhammad Adib Ahmad Rozaini from Perak and Putri Auni Khadijah Mohd Hanif from Kelantan are in the Memorisation category. The winners of the two categories would receive RM40,000 in cash, the runners-up would get RM30,000, and third place would receive RM20,000, along with jewellery sponsored by the Malaysian Islamic Economic Development Foundation (YaPEIM). – Bernama

PUTRAJAYA: The government will conduct regular and surprise checks on the implementation of all projects under the 13th Malaysia Plan (13MP). Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar said the Policy Implementation Monitoring System (PPD), mentioned by Prime Minister Datuk Seri Anwar Ibrahim during the 13MP tabling on Aug 1, will be jointly managed by the Finance and Economy Ministries. "We have scheduled reporting, twice a year if I'm not mistaken. "This time, we will ensure everything proceeds as planned since it spans until 2030. "I will personally carry out regular monitoring, surprise checks and project site visits," he told reporters after flagging off the 20th Premier Public Service Assembly (MAPPA XX) Run at Dataran Putrajaya this morning. Also present was Public Service Department director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz. During the 13MP tabling in the Dewan Rakyat, the prime minister said monitoring mechanisms would be strengthened through the PPD system, while the 13MP governance structure would be implemented in stages up to Cabinet reporting. Shamsul Azri also urged civil servants to ensure approved projects are promptly executed. He acknowledged that every project has its own timeline, but warned delays would frustrate the public who are meant to benefit. "Our purpose is to serve the people. We are supposed to make them happy. "So we must carry out development swiftly, without delay and free of bureaucracy," he said. Major 13MP projects include the construction and upgrading of 2,800km of rural roads in Sarawak, Perak and Pahang; a road-to-rail cargo initiative to reduce road accidents; infrastructure projects to strengthen cross-border connectivity and the economy; upgrading of Bukit Kayu Hitam and Rantau Panjang Immigration, Customs, Quarantine and Security (ICQS) complexes and Sabah and Sarawak Customs, Immigration and Quarantine (CIQs); and the construction of one million affordable homes by the federal and state governments and private developers between 2026 and 2035.

PUTRAJAYA: Every project under the 13th Malaysia Plan (13MP) will be monitored regularly to ensure there are no delays in implementation, said Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar. Accordingly, he said the monitoring of projects under the 13MP will be jointly conducted by the Ministry of Finance and the Ministry of Economy, with reports to be made twice a year. "This time, we will really make sure that the 13MP is implemented as planned, because it spans a long period until 2030. "All approved projects must be implemented promptly, because any delay will cause disappointment among the people," he told reporters after officiating the MAPPA XX 2025 Run in Putrajaya today. Shamsul Azri said he will personally conduct site visits and make surprise inspections at all 13MP project locations. "Our aim is to serve the people and we are supposed to bring them joy. Therefore, we must implement development initiatives without delay and free from bureaucracy," he said. Prime Minister Datuk Seri Anwar Ibrahim, when tabling the 13MP in the Dewan Rakyat on Thursday, said the monitoring mechanism will be enhanced through the Policy Implementation Plan Monitoring System (PPD). "The 13MP governance structure will also be mobilised in stages, culminating in reports to the Cabinet," he said. Under the 13MP, Anwar said infrastructure and public facility projects involving flood mitigation and improved road accessibility are among the people-centric initiatives that will be prioritised from 2026 to 2030. He said a total of RM20 billion has been allocated to implement 103 Flood Mitigation Plan (RTB) projects to reduce the risks and impact of such disasters. In addition, one million units of affordable housing will be built by the Federal and State Governments, as well as private developers, from 2026 to 2035 to enable as many people as possible to live in safe and comfortable homes. Meanwhile, Shamsul Azri expressed appreciation to the approximately 12,000 participants who took part in the MAPPA XX 2025 Run in Putrajaya today. "Healthy citizens, prosperous nation. Let's be active and engage in sports," he said.
