Case against Manitowoc man charged with 10 counts of possessing child porn set for preliminary hearing

MANITOWOC – A preliminary hearing has been set in the case against a Manitowoc man and Valders school bus driver charged with 10 counts of felony possession of child pornography.
Justin J. Zipperer, 39, appeared before Manitowoc County Circuit Court Judge Anthony Lambrecht for an initial appearance June 9. Zipperer was represented by attorney Shane Laughton Brabazon and Assistant District Attorney Marconi de Franca Barros represented the state. A preliminary hearing was scheduled for 3 p.m. July 24.
Zipperer was arrested June 3 after an investigation that began April 28. He appeared in Manitowoc County Circuit Court June 4 and was given a $5,000 cash bond, which he posted. As a part of his bond, he is to have no contact with anyone younger than 18 and is not to possess any internet-enabled devices.
Manitowoc Police Department identified Zipperer as a school bus driver who provided transportation for students in the Valders Area School District.

A probable cause statement from police said a detective received a cyber tip from the Wisconsin Department of Justice Division of Criminal Investigation and the National Center for Missing & Exploited Children referencing a Dropbox account and apparent child sexual abuse materials.
The Dropbox account was traced to Zipperer, and the probable cause statement said a file in the cyber tip report 'depicted pubescent minors engaged in a sex act.'
After obtaining a search warrant, investigators reviewed the Dropbox records and found media files that included nude photos of Zipperer and 21 videos depicting child sexual abuse material, the probable cause statement said.
June 3, officers and detectives executed a search warrant at Zipperer's home, where they took possession of his phone and other electronic devices. The probable cause statement said a forensic review of those devices 'still needs to be completed.'

Zipperer, according to the probable cause statement, 'admitted to possessing and viewing' child sexual abuse material 'but denied sharing CSAM online and denied possessing additional CSAM in any of his electronic devices.'

KAYSVILLE, Utah () — A Kaysville Police officer has passed away. He was diagnosed with stage four brain cancer in September 2024. In a on Tuesday, they shared the news that Sergeant Jared Jensen had passed away. 'It is with profound sadness that we announce the passing of Sergeant Jared Jensen. Sgt. Jensen served our department and community with unwavering dedication, integrity, and honor. His contributions and character left a lasting impact on all who had the privilege of working alongside him,' the police department shared. Sgt. Jensen has been recognized or awarded seven times during his time as a police officer. He also survived a near-deadly shooting when an 'assailant fired eight rounds' into his police car, according to the U.S. Marshals. Jensen worked with the Clinton City Police Department, the Sunset Police Department, a police academy instructor, and finally with the Kaysville Police Department and U.S. Marshals. Sgt. Jensen was assigned as a member of the U.S. Marshal's Service Violent Fugitive Apprehension Strike Team (VFAST). In September, his VFAST team visited him at a surgery rehabilitation center to offer their support. 'They're some of the best guys to work with. And, seeing them here to support me, I really feel it, feel their support, feel their love,' Sgt. Jensen told ABC4 during the visit. SALT LAKE CITY () — An Orem man has been sentenced to prison for creating and possessing child sexual abuse material (CSAM). Austin Matthew Otto, 25, was sentenced to eight years in prison and a lifetime of supervised release after he pleaded guilty on June 4, 2024. He was also ordered to pay $3,000 in restitution to each victim. In 2021, according to a press release from the U.S. Attorney's Office (USAO) District of Utah, Otto 'produced sexually explicit photos of two children' and uploaded CSAM to his Google Photos account. A report from Google to the National Center for Missing and Exploited Children identified the IP address, and it was connected to Otto. The case was sent to the Orem Police Department for investigation, and they served a search warrant on him and his accounts. 'The forensic evaluation on the digital evidence also revealed filenames, keyword and web browser hits, bookmarks, playback history of videos, hidden names and folders all containing child sexual abuse material including 17 exploitive images of two victims under eight years old located on Otto's cell phone and laptop,' the press release says. Otto was sentenced by U.S. District Court Judge Howard C. Nielson, and Assistant U.S. Attorney Carol A. Dain of the USAO for the District of Utah prosecuted the case. The U.S. Attorney's Office noted that this case is part of a greater effort to investigate child exploitation cases, .
